affiliated itself bodily with the of Trade and now forms a ch, and we hear that other associations are likely to follow this example before the 1st July.Everything seems té point to the assumption of its proper postion by the Board of Trade of the | metropolis of th the Dominion.Tun failure of of the Government to as- .sume the Lake St.Peter debt is a dis- tment to all who take an interest bk “Hos od and prosperity of Mont- he deepening of the channel of Hor 1ake ia beyond question a Dominion work. The people of the whole Do- on are as.deeply interested in in- " oreasing the efficiency of Canada’s great patural highway as they are in the improvement and maintenance of any canal or railroad or barbor in the country. To make the improvement of navigation of the St.Lawrence a on the harbor of Montreal is a man ‘est injustice, which should be con- .tinued not a moment longer than is to remove it.The assumption .hy the Dominion of the debt incurred for deepening the channel of Lake St._ Pater is not a political question, and the .‘yaen who try to make a political question of it merely expose the narrowness of their minds or the intensity of their seôtionalism.Mr.Walter Bhanly took thé right ground when he contended at the improvement of the navigation 8t.Lawrence is inseparably con- péoted with the despening of the great canals. And many millions of the public money have very properly been expend- @d oft the construction and the deepening of those canals. We trust that the Government will do justice in this matter in spite of the opposition of spat minded sectional politicians.Sipe ee THE STANDARDS DIATRIBE.KD London Standard in its issue of the 8th inst.gives Canada a good scold- ng.It is in an exceedingly bad temper aid in its pet says much that is foolish, uÿréssonable and contradictory. The inétenss of the dutiès on iron recently ‘ made by the Canadian Parliament has the Standard’s ire and cansed it to speak unadvisedly with its lips.lt the Canadian Finance Minister of consulting the interests of Canada only in drawing up the tariff. He did ot differentiate in favor of Great In imposing protective duties ‘on iron he did not keep in view the very yeliioté and very improbable contin- Tener of a Federation of the Empire.0! bvious truth of the matter is,” à contemporary indignantly aims, “that Canada has given no thought to our Interests af all, but only -to-hét own: This isthe head "and front - of ‘Canada’s offending. In regulating her fiscal policy she consults her own a alone. We cannot see why English journal should find fault with her for pursuing that “goursé.Whose interests should " ghe consult If not her own?In -xéfalating her tariff with an eye solely to her own interest, she 1s dutifully following the example of her prudent prosparous mother. What would be eald t6 a British Chancellor of the Exchequer if he admitted in his budget speech that he had regard to the interesta any other people than the inhabitants thé three kingdoms? He would be ly langhed to scorn and unanimous, dondemned as unfit for his position. In imposing or remitting dutles the arlinmient of Great Britain consults the intérests ‘of the people whom it repre- saje-and those only.England adopted è i policy of free trade, not in the inter.ests-of her colonies, but in her own.If us polièy helped any particular colony a was no doubt pleased, but if it oui} prove prejudicial to many im- yt colonial interests, as many at tae it was instituted apprehended, gold not be helped.Great Britain ist adopt the polloy best calculated to yomete the welfare of the population ‘Great Britain She would turn either to the right hand nor to the left Avr aay colony: As a matter of fact in matters of: trade, treats all tries alike.Thé colonist and the eat pl exactly the same She does not differentiate in roolont ADÿ nranosal to 7 prover in favor of eng a the Standard very well knows, would + scouted by the statesmen, the poll foal economists and the'electors of G Rritain. We find no fault with wo Mo.ier Country for pursuing the trade ‘policy that in the opinion of her Government is best adapted to her ciroumstan.ces, and the Standard is, to borrow ond.of its own significant but no¥ very com- limentary expressions, exceedingly “stupid” in flying into a pussion with Canada because she pursues precisely the same course, The Standard, too, in its anger 1s amusingly illogical. It declares that the change in the Canadian tariff which provokes it to rail at Canada so bitterly is a matter of little or no importance to British trade.‘The Canadians are poor customers any way, and if they choose to make their own iron instead of buying from England, they are awfully foolish and dreadfully ungrateful, but they are not going to injure her fn the least. It says: ‘In itself Sie Charles Tupper’s new tariff matters hardly a fleabite to us.Our trade in fron and steel with the Dominion never exceeded a million and a half a year Were it wiped completely out, it would not matter to us very much.Englishmen can speak out on this point, bé- cause, as we have said, our trade will not be much influenced by the change one way or another,” If this is really the case—and we must presume that the Standard even in its anger tells the truth—if the changes in the Canadian tariff will affect the British iron industry so little, why did it lose its equanimity while contemplating them.Wasit not a little inconsistent in «getting s0 very angry over so trifling a matter? The Standard lectures Canada and the United States on political economy and speaks in moving terms about the poverty and the misery which a protective policy has produced on this side of the Atlantic. We have heard of people who ‘‘struggle’ and “toil” and are ‘ill clad and hungry,” and who to get clear of the evils of so sad a condition leave their native country in shiploads.Yet these people were born and reared in a free trade country, where the necessaries and the luxuries of life are cheap. But jt is pot our intention to discuss the vexed question of free trade and protection with the Standard. What we wish to do is to.assert the right of Canada to adopt that trade policy which in the opinion of its people is best calculated to develop the re tocar of their country without being t o careful to consider what effect that policy may have on other countries Canadians are competent to manage their own affairs and they are willing and able Lo bear all the consequen ces of any mistakes that they may make, Whether they do it well or iil they are determined to hoe their own row, and will brook no interference whatever, let it come from what quarter it may.The petulance displayed by the Standard is really amazing. What it says.4 about lending money to Canada, if it were not 80 wonderfully silly, would be exceedingly offensive, It says: ‘But of course these Canadians are a most ‘loyal ’ people for all that, and if they can get us to lend them our money they will flatter us, and heap swoet- sounding phrases upon’ us till the most voracious appetite for such is cloyed to sickness. It is only when we expect them to pay us our money back .that we find out how hollow these phrases are.” We were always of opinion that the capitalists of Great Britain lend money on business principles; that when they find the sécurity satisfactory it makes no differente to them whether the borrower is a colonist or a foreigner, a Cana dian or a Turk. And we know that when Canadians go to borrow, the idea of favor never enters their minds.Negotiating a Canadian loan in London is regarded by all parties in the light of a purely business transaction. The British moneyed men lend because they believe Canadians to be honest and able to pay, and Canadians borrow with no other intention than to meet their liabilities to the last farthing. This is the only kind of loyalty that enters into the transaction.Canada pays the interest of her debt punctually, and when the debt becomes due she discharges it honorably. There is no hesitation when pay day comes, no flattery ahd no talk of luyalty. The truth is that Canadians had for a long time to face the densest ignorance of Canada’s resources in the British money market, and the most unreasonable distrust.Egypt and Turkey and the South American republics could raise money there with compara tive ease, but Canada, though possessing immense resources, with a stable Government and an industrious, law.abiding population, found cousiderable difficulty in convincing British capital ists that it was safe to lend her money. It was not until she had proved her ability to pay beyond the shadow of a doubt that she found it easy fo raise money in England. The delay was unreasonably long and business considera tions, and not sentiment of @ny kind, was the cause of the change, When the Standard insinuates that Canada displays any hesitation in meeting her mouetary engagements she does her a very great injustice, and when in its diatribe against Canada and the Cais.dians it mixes up money lending with loyalty its **talk is only for the stupid.” rer een , LEADEN PIPES.In the June number of Le Journal d'Hygiène Populaire Dr.C.N.Barry points out the dangers attendant upon the system of leaden pipes so universally used in Montreal. As lead is soluble in water, saturnine poisoning “may and does frequently take place, and in any case dyspepsia, muscular pains, anemia, even paralysis aud madpess, are contingent on the use of pipes of this material. In Hungary and Austria lead pipes are prohibited by law, and everywhere a feeling is arising against the use of such a dangerous metal.Dr.Barry recommends that lead pipes be lined with tin, and insists on the prohibition of unsanitary pipé-laying in new houses or in future municipal work The proportion of lead communicated to thé water.by a more or less lengthy stay in the conduit was determined by the chemist Sternes by a simple
