Whole upon his bill respecting Mutual Fire Insurance Com jos. After considerabls debate the committee rose and reportod the bill.Mi nu moved the second reading of his bill § de protection de settlers.By referrin to speeches, made oun the subject in 1863 and 1869 and later te writings upon the samé subject, it would be found that people were not at all agreed as to the degree of protection to be nocorded to settlers. It was the principle of e homestead law tliat was introduced into this legislation, and he thought it might be useful to consider the protection afforded by similar 4 feb laws in the various States and Provinces. In Californis, the law allowed æettiers to olaim exemption on alot of land no long as its value did not exceed $ÿ5,000, except in favor of the vendor of the property and of municipal taxes. The same provision was made in various other States. He saw a similar aw in Nova Bootia where the lot could not be ypothecated or seized for debt before the issu- Rf, ot letters patent or for twenty years afterwards. In New Brunswick, there was a similar provision, and again in Ontario, The Province of Quebec was far behind the parts he had mentioned. He did not ssy thia Province should | as far as they had, because this wonld make e law inoperative and distasteful in Quebec.Under Acta 3Ist Vice gh 20, in 1868 ; 82 Vi in 1869, and 36 Vic., chai ; + 72, lands conosded to settlers since 24 Febrnary, 1868, cannot be hypothscated or seized before the issue of the patent, except for the payment of the price thereof, ere are several exemptions for nal property in addition to the Common a ions to be found in the Code of Civil Procedure. He urged that there were several reasons in favor of au extension of the prineipsl of exemption. In the fist place, our settlers should not be placed in à position of inferiority to those of Ontario Our country try being essentially an agricultural country our people must be en.to till the soil, and such protection must given them as will induce other set.tiers from Exrope end elsewhere to come here for the same pi eo ped it was nécemmry to ers from their own improvidence and extravagance. They obtain advances with such facilities that they are enabled to obtain money for which they are often syed and seized upon, and thus have to leave for the United States and elsewhere, He believed it right for the Legislature to step in and prevent the settler from thus throwing his homestead. He contedded that it ty of the Government to encourage he mid incumbeut upon us people emigrating to the Unit they do
