In 1850 the natural channel was called eleven foot on the flats of Lake St.Peter.1n 1853, or threo years theroafter, wo find the channel doe, oned tu sixteon feet; in 1852, six years later, 18 “tcot was obtained, and the orowniug victory was supposed to be accomplished when, in November, 1866, twonty foot was obtained.(Hear, bear.) From that time onwards fur several years the Harbor Commissioners rested upon their cars, till, in May, 1873, an Act was passed, locking to further improvements, the then Commissioners being Mosars.Delisle (chairman), W Bernard, Stephen and Hugh McLennan. The first three of these gontlemen have been called away.Mr.Stephen regrets his absence, but we bave with ‘us, I am glad to say, Me.Hugh Molennan, qur senior Commissioner on the present Board, snd one who was most aotive in procuring the logislation which has ennbled the work to be completed.(Hear, hear.) Naw that tho channel is deopened, the harbor must bo mads to correspond, and although we have during ‘be past ten years spent over $1,300,000 in deepening the harbor and ox- tending the wharves, it is absolutely necessary that additional accommodation should be immediately undertaken. We have been extending the wharfage largely to the east, and will this season cowplote the wharves as tar down as the Hochelaga mills, but we must go down still further, and without delay make arrangements for tho lumber business, which is pressing upon us day by day.Nor can we afford to forget that the great and increasing inland western trade must be encouraged and facilitated.(Hear, hear) ‘The coal trade alone is deserving of our greatest consideration, and facilities should be afforded to it as woll as to the- various other branches of trade which are constantly developing. We have Also to give inareased facilities for bringing the rail to the water and the water to the rail, by granting to all railways an accommodation and closeness of connection, involving the least possible labor and cost of cartage.or these purposes a million dollars would be necessary to earry out, within a reasonabie timo, the extension and improvements that are required.(Cheers.) .FINANCES.witieat Montreai.Také the 160.000 inliabitants ef Montreal, sad Op trie have had 100 representatives in the Howss of mous, and wo Would have been left with65.The Proviuce of Quebte had oontribut- od tothe supcess of Montreal, and wus uiwiys happy to contribute to that of the Domiulon.[Applause.] They could not expect him to say wheiher he was in favor of 8 27, à 25} or a 30 foot obannel. All he could say was that what was for the interest of the Dominion, the (jovern- ment and the Parliament of Canada would attend to.His (riand the Chairman said tbat the debt incurred for the doepening of the obannel should be takon from cho shoulders of Montreal and put on the sboulders of us all [hear, hear]; that was a very nice principle, which be would wish to have appliod in private lifo as well.[Laughter].How pleasant would it not be for bim, for instance, to put his debts on the shoulders of his friend Sir Hagh Allan.[laughter].Hon.AeLelan next spoke, and after congratulating tho Commissiouors on the result of thoir work, eoacluded an eloquent spesch as follows: Nature had given tosome cities a harbor of which they were proud ; Halifax had a harbor of which all Nova Scotian was proud, but Montreal bad, in spite of vature, through energy ‘And science, mado her harbor, one capable o: accommodating the largest sized vesrels.[Applause.} In some parts of tho Domiaion, where nature's lavish gifts wers lying undeveloped, the cxpros- sion was often henrd, ‘“ Oh, if we only bad a little Amorican entorprise !”” Ho believed that would soon be changed, and the expression would be instead, “ If we only bad a little Montreal enter- rie!” [Cheers.] Among the attractions of the Bice States the soil snd olimite were seldom spoken of, but the ohief theo was the enterprise of the people.Let the enterprise of Moatreal permeato the whole Dominion, and tho energy and ability of our people would be more oltou raised thao even our natural advantages. The Brontreat Harbor Commission occupied an onvi- able position.Their epitaph would be written, not in water, but under the water, aud their monument would bo an enlarged commerce and tho increased prosperity ot theiroity.[Cheors.] Hon.Mr.Wurtéle, in responding to the toast, said that, altheugh the seat of the Guvernmeut in Quebeo was in the city of Quebec, it had the groatost sympathy wiih everything that could benefit the city of Montreal. It the Domivion Government would do anything to holp Montreal to increase its harbor facilities, such action would receive the cordial approval of the Quebec Uov- ernment. The Senate, House of Commons and Local Leg- islaiures was the next toast, and responded to by Hon.Senator Ryan, Mr.Thomas White, M.P,, and Hoan.Mr.Taillon, M.P.P.THE SHIPPING AND RAILWAY INTERESTS.The Chairman next proposed the above toast, remarking, I am remiuded that it is nearly thirty years ago since I landed in Montreal, and saw the first ship of that season (the “ Shandon”) in port, her tonnage being 589, and drawing 154 feet of water. The records of the last three decades, commencing with 1850, when wo had the naturel channel, show the enormous stride we havo made during that period, that in the threo decades we have increased from 46,000 to 648,000, or over 1.50 per ceut.; the average size of the vessel being 235 tons against 885 tons.(Hear, hear.) The largest vessel in port in 1860 was 648 tons, while the largest now visiting tho port is 5,400 tons, while still larger ships are being constructed for the trade.(Cheers) During that time I have watched the development of the ocean service as well as that of tho railways with intense interest. When I lott Liverpool tor this country in the old Cunarder «« America,” soventy-two of my fellow-passengers were the engineors and the staff to construct the Grand Trunk Railway; wo bad the Rosses, Hodges, Bidders, Spillers, Newoombs, and many others I could name. From this circumstance, and from the fact that the name of Allan was as a household word to me in Glasgow before I left, I trust you will not think me invidious to the other interests represented here, if I'say that I have olosely watehed the progress of the Allan line from its first steamer down to its Iatest wnchievement, as also the great and wonderful development of the Grand Trunk Railway, now controlling such & vast and whase success and prosperity we all so huartily desire.(Cheers.) But while saying this I am po: insensible to the fact that there are other ocean lines as aiso other railway interosts deserving of the greatest con-’ sideration. The toast was drunk with all the henors.Sir Hugh Allan, who was greeted with.p longed applause, said he remembered the.Ee when a steamer of the Allan Line, the ‘’ Ottawa,” drawing only 124 feet, had the greatest difficulty in reaching Montreal.Nothing eould bet:er show the progress we had made than this fact.A con- .siderable gæount of the revenue derived from the of Montreal was expended in building the ay section of wharf at Windmill Point down to to the canal, This was an expenditure which should have besn borne by the Government. He also suggested the placing of gas bouys at different points, s0 that vessels could run at all times.Iie congratulated the Marite and Fisheiies Department on keeping up to the times as much as possible.Mr.Wainwright replied on behalf of the G.T.R., remarking that the Grand Trunk Railway was a very modest corporation [laughter], and was making no uncertain strides to keep pace with the Harbor Commissioners in their improvements in the barbor ot Méfitreai. No doubt these improvements, which enabled vessels of Inrge sise to oome to Montreal, would be fully wu, October’ A—Ha Tics, the Hx garian Prime ter, has addressed a letter to the Municipal Couveil, in which he expresses his couviction that every eonucil feels indignant at the anti-Jewish ¢ excesses in Pres- He says a renewal of the outrages must be prevented.Immediato action wust taken against the aggressors ; no delay or half-hearted proosedings will be tolerated.‘The whole power of the State, he says, will dupport the councils in their efforts to suppress’ the sgita- tion, i UNFOUNDED.“ Romx, Octoher 4.—The report that the Pope had been shot at is untounded.- AMERICAN THE LANCASTER RIOTS.LAXOASTER, S.C., October 4.—The situation here is still unsettled. The air is filled with rumors of the iutention of the negroés to burn the town, and, every night duriug the past week, a woll armed guard has been on duty.A milits ity company has been organized. The Adjutant-General has saved rifles and ammani- tion Lo the company. One of the wounded negroes, who died, made an ante-mortem statement, that the blacks brought the recent trouble all on themsaives : STRIKB.' receiving approval and praise from every one.Ita advantages to any one who has occasion to be on the streets in the evening are too apparent to need mention, The work, which is under the management of Mr.Gosselin, of the City Clerk’s office, is going on rapidly, although it involves the supplying of new tops to the Jumps.About 175 cornord lamps have already been treated, and the number expected to be done before long will be between 500 and B00 altogether. The following streets are now completely fitted out in this respect :— Commissioners, Common, Notre Dame Centre, Bt.| Paul, Bt.James East, St.James West, as far as Bonaventure Depot, Craig and Windsor.8e Lawrence, Bleury and 8t.Denis all completed except » few lumps.which will be done this week.Larsuchetiere, | Dorchester, St.Catherine and, Sherbrooke are partly done, and will be finished in a month's time.Of course the streets orosaing those named are also marked, so tbat within a month almost every street cornor between the river and Sherbrooke street, up through the business ahd central part of the city, will have its laoip marked, on each of its four sides.with the name of the streets running parallel to that side. All those ttrects ranning east and west are marked in red or.ruby color, and those running norch and south” fn blue, and thess Colors come-out beautifuily at’ night with the gas light inside. The lottærs are |: not painted, as many suppose, but blown in the | ques by sand blast and thus their dura- ility is insured.e work is done at the establishment of Mr.Jos.Eggington, 519
