uniform yacht racing rules throughout the world, to which oa two dele ates from the North American t Racing Union visited tbe Yacht Racing Association of Great Britain, has not produced immedjate results. There will be some further discussion in the matter at the meeting of the British Yachting Council, and a special committee will be a appo pointed to caretully investi- ate the advisability of such a course. It s not generally known that the differ ence in the measurement rules In vogue in this country and Great Britain is mainly responsible for the lack of inter national racing, and the sooner yachtsmen on both sides of the water come together, with the object of making mutual concessions that will tend to the adoption of uniform racing and measurement rules they will be that much nearer to a serfes of races for the America’s Cup.Relative tothe matter, Frank Bowne Jones, seoretary of the Council of the North American Yacht Racing Union, says: “The subject of uniform measurement and racing rules- is of paramount Importance to Sacht racing. It is a fact known to every one who is at all racing oraft designed under the restric tions imposed by the British Yacht Racing Assoclation would be so badly handicapped under our measurement rules that she would have no possible chance to win over here, If, on the other hand, some British yachtsman is willing to make another trial tar the America’s Cup, and build & craft which would develop the greatest amount of speed under the meas urement rule that is fn vogue in country, she would be absolutely scion as a racer when she returned to the other “side Aten! hes series of races in th ountry were flu shed.It is also a mat- tor that s would de such an extreme type of an American racing machine that she would be practically useless even as a œruiser, owin to the great draught and other qualities.ATHLETICS.A.A.U.TO BE R REPRESENTED AT PARIS EXHIBITION.New York, December 28.—In accordance with a Ottawa, December 23.— Sir Louis Davies this morning received official confirmation of a telegram which arrived last evening respecting the Behring Sea claims commission award. The amount decided upon by Mr.Justice Putnam, the American Commissiomer, and Mr.Justice King, the Canadian, to be paid by the United States Government to the Canadian claimants is $464,000, including interest, but exclisive of the claims of the Black Diamond and the master of the Ada, Mr.Gordon, now fishery ageot. These are conditionally ascessed at $5000 and $1000 respectively, should legal liability be admitted or proved. That the Commissioners have arrived at 8 unanimous conclusion upon all the = claims submitted is the one satésfactory Incident of the affair. It ls ten years since the illegal seizures of Canadian vessels were on the high seas, for which compensation was chimed trem the : United States under the finding of the 4 Paris arbitration of 1333.The claims 1 for the twenty-five vessels selzed amount- ; ed to about 8600000.! .Three years ago, the Canadian Government, on behalf of the sealers, offered to settle for a lump sum of $425,000.President Cleveland recommended acceptance of the offer, but the United States Senate, at the instance of Senator Morgan, rejected the proposal, and in Feb- Tuary, 1836, it was agreed eed by treaty to refer the claims to an international court EMG, De Ln of two commissioners. The hea of evidence began over a year ago in ie- toria, B.C.Then counsel for Canada and the United States respectively, submitted argument and reply, and in September last the commissioners met in ! Halifax, and heard the final oral argu- : ments of Hon.Fred, Peters, for Can- ; ada; Hon.Don.M.Dickinson, for the : United States; and Sir Charles Hibbert ‘ Ta r for the claimants, Justices King ! Putnam then met in Boston to ren- | : der decision, and as stated above, arrived at an unanimous comclusion, which Fi has been sduly submitted to the British n and United States authorities. The scope of the commission, as a, to by treaty, was to ‘‘determine the liability of the United States, if any, in respect of each claim, and assess the amount of compensation, if any, to be °T paid on account thereof, and thelr (the Commissioners) decision shall be accepted by the two Governments as final.” -Had the Commissioners been unable to arrive at a unanimous finding, an um pire would have been appointed to settle the points «f difference.e name of the ! King ot Sweden was pro d as umpire, but it is higbly improbable that any disinterested ty would have waded through the voluminous files of the case, the hearing of argument at Halifax alone occupying somo 1175 folios. In the spring of 1806 the Canadian claimants offered to compromise their claims for the sum of $485,000 paid down but this the United States Government refused to do.It is, however, pretty evident that the Commissioners, being unable to agree upon any other terms.bave taken this sum of $425,000, and added interest at the rate of five per cent.Official disappointment is expressed that the award is not greater, one authority having expected at least £800,000, and another $800,000, whilst American anthorities foretold a cool million as the amount. It is, however, certain tha* Mr.Justice King would find it hard to emmbat an argument based on the reasoning, “‘vou offered to take $425,000 last year, and cannot expect more now.” The Black Diamond and the master of the Ada are only” made conditional awards, as, awing to certain circom- stances, they were not included in the list of cliims submitted at the Parts meeting, and the question of liability arises.MR.DICKINSON'S VIEW.Detroit, Mich., December 23.—Hon.Don M.Dickinson, senior counsel for the United Statos, commenting to-day on Canadian press reports concerning the amount of the Behring Sea award, said : *“There is no official announcement of the amount of the award, but whatever it may be.the Canadian newspapers are clearly in error. The compromise offered by the Cleveland Administration in August, 1874, was $135,000, or principal.Tr the commissioners have adopted that as 8 basis, as these papers claim (a legally impossible theory, however), their award must have been for that amount and interest as olaimed, at seven per cent.frem the date of the seizures. The total sum would be en that basis over 8700.000.If interest ia given onlv from the date ot the compromise, on the basis of the compromise, the award would be between \\ $500.000 and $800,000.So you see if the basis taken hy the commissioners of principal and added intercat is, as stated by the Canadian papers, the result must be fAr In excess of thelr guess.” Mr.Dickinson declined to state the ae tual amount of the awnr”.saying must first be civen ont offic'ally by the State Department at Washington.STEVENSON ACQUITTED.; (Special to the Star.)
