or have not their plan of sampaign, but the manoeuvres of the past few days were simple enough.The Efiglish were holding Glencoe and Ladysmith.The rs came from the north in several detachments.One of these attacked without waiting for the others.; \u201cT'heoretically, this Was not a good piece of tactics, but one has to be on the spot to take all the circumstances mto consideration.The idea of having the three columns converge upon Ladysmith was good, though difficult to carry out.Theoretical trutha cannot always be reduced to practice.\u201cThe last English movement, which is one of retreat, is made for the purpose of concentrating their troops while awaiting reinforcements from England.This shows that they do not consider themselves strong enough ta withetand a Boer attack in the advanced positions, otherwise they would have concentrated upon Glencoe, which, however, they could not do safely without exposing their line of comumnication from he south.\u2018 \u201cThe general strategy of the Boers hax not been bad.Quite the contrary.But in spite of their great bravery and devouion, their tactical execution has been defective.\u2019 Hence their recent defeats.+The English campaign, which at prese in defensive, in doubtlesa taken up thus wi very good reason, for they are awaiting reinforcements, at the same time taking ad vantage of all opportunities to strike a blow at the enemy.Their offensive strategic plan, J believe, has not yet n re vealed.\u201d ; have seen of the war is the insufficiency of | the British military organization.I cannot concerve why.having to contend against such small people as the Boers, devoid of military organization and not really well armed, a great power such as England should lay such strain upon its resources and be obliged to call out the whole or part of 1ts reserves.That is full evidence that if Great Britain had undertaken war against any Continental power the British could not hold the field against it for more than eight days.They would be crushed at once.\u201cIf, therefore, Britain wishes te continue playing her part in Continental affairs, she must quickly alter her recruiting system.and bring 1t up to the level of the French, German.Russian and Italian military organizations.\u201d GENERAL F.V.GREENE.General Francis V.Greene is enthusiastic in his praise of the bravery of the British soldiers.General Greene was in command of one of the first brigades that were sent to Manila.He is a West Pointer.but retired from the army many years ago.He was formerly colonel of the Seventy-firat Regiment, of New York.Referring to the British campaign in South Africa, he said: England will not make the mistake of rending too few men.Transports are carrying the pick of the British army to fight against the rs.(Géneral Sir Redvers Buller, who will have command.is an experienced fighter and a general of conspicuous ability.He is not apt to make mistakes, and after his arrival there is small danger that England will suffer from blunders.\u201cThe reports that we have received from Africa have been tou meagre to furnish a bags for any intelligent discussion of the tactics of the two armies.* 1 do nat know the Boer character well enough to prophesy.but 1 should be very greatly surprised at any outcome of the war unfavourable to England.*\u201c The British soldiers now in the Cape are splendid fighters.They are as good soldiers as any in the world.There should be some desperate fighting, but whatever may happen at first, I expect England to win, \u201c TORONTO WAS EXCITED.An Impressive Scene at a War Service in St.James Cathedral.TORONTO, Nov.1.-\u2014A special ser- Yice In connection with the departure of the Canadian troops was held at St.James Cathedral on Tuesday.at which there were extraordinary scenes of excitement, as a result of the disastrous newt from South Africa.The Cathedral was crowded and hundreds were unable to gain admission.Rev.Arthur H.Baldwin, of AH Saints, who preached, referring to the condition of affairs, said, \u201cIf we are defeated, we will lose not merely the Queen's power in South Africa, but we shall find the Fm- pire weakened in other lands.\u201d A fierce cry of \u201cNever\u201d from an overwrought worshipper startled the congregation, but there were no further interruptions save the sohe of the women, many of whom were intensely affected.Tha news of the capture of the Roval Trich Fusiliers in the hills near Ladysmith will be heard with especial interest in Canada from the fact that they were formerly wtationed at Halifax, spending five vears there in Wellington Barracks.During their term in the Halifax garrison many of the men married Halifax girls.DUTCH AND ENGLISH.There are many conflicting estimates concermng the white population of Sout Africa, and it is difficult to arrive at a clear idea of ita distribution between English and Dutch.It isn generally admitted, however, that while the Dutch outnumber the English\u2014including all non- Dutch Europeans\u2014in Cape Colony and the Orange Free State, quite decisively the reverse 1a the fact in Natal and the Transvaal.The most authentic information yet published is that prepared by President J.W.Jaggers, of the United Chamber of Commerce of Cape Colony, and which claims to be bared on Official and commercial data.That gentleman states that if.in the following table, he has erred, it is in overestimating the Dutch population: .Dutch.English.Cape Colony, with Be- chuanaland\u2026 Cee 265,200 194,800 Basutoland .350 Orange Free State.78,100 15,800 Natal, with Zululand.6500 45,500 Transvaal.80,000 23,650 Rhodesia.1.500 8,500 The figures give the Dutch a majority of 43.200 in all South Africa, but as they have x majority of over 70,000 in Cape Colony alone they are in an actual minority by 27,000 in the territory which is the ; LONDON, Navember 1.\u2014 Mrs.Langtry and her Jatest husband, Hugo De Bathe, it is belleved, have separated forever, going their respective ways and vowing never to see each other again.The popular account of the quarrel is tn the effect that de Bathe was jealous.Neither bride nor bridegroom will talk about the matter.but there is no lack of conversation as to it.Their extreme reticence is counterbalanced by the loquaclousness of the members of the theatrical and social circles.These are talking very freely.and telling ail sorts of interesting and sensational stories about de Bathe.Mrs.Langtry has not been seen in public with de Bathe for n week.Gossip places the period of their quarrel as a week agn.Mrs.Langtry, however, has shown no evidence of being disconsolate.She is continually seen about with men of London's merry world.De Bathe has taken his marriage to the noted actress altogether too seriously.He is now without wife or fortune.notes - DONATION OF TWO PRIZES.{Special to the Star.) Turning to local politics, Mr.Whitney discussed, to the great entertainment of the audience, the present and past methods of bookkeeping of the Ontario Government.\u201cFhey are néw going to try to find out whether during the past few years they huve been keeping their books correctly or not.\" The old belief which the Liberals entertained that they were the only people capable of administering the affairs of the province of Ontario was about played out.In connection with the alleged surpluses in Ontario, Mr.Whitney said: \u201cFor vears we have been contending that there have been no surpluses.There has not been a surplus since my little boy grew up.Mr.Whitney strongly condemned the Ontario Ministers for announcing surplus after surplus when they did not exist at all, and quoted the words of the Globe in 1880, when, in cautioning the Liberals on the subject of heavy expenditures, it announced cighteen years ago that direct taxation vquid be the result of the poliev of; these wise men, the baddigg Rothschilds.\u201d Last year a bill was brought in imposing a direct taxation of $300,000.\u201cDoes this look! as if the finances of the province were in a satisfactory state?\u2019 (Cheers and faugh- ter.) \u201cThey settled the question at once and forever when they brought in that bill.Direct taxation in Ontario 1s what the first Government of Ontario never contemplated.Who are the people to feel direct taxation the most?The man who is poor in Direct taxation might have been avoided, and such a mensure will not be ntlawed to\" remain Inng on the statute books of Ontario.(Hear, hear and cheers.) Life insurance companies taxed on premiums received were going to add that taxation to the premiums.The burden would fall upon the most deserving class of people, who lived lives of toil interspersed with suffering.The speaker, in adverting to the corruption rampant in the Province of Ontario, stated that the state of affairs in Ouotario was this: That the payment of money for v was one of minor features of it.The us terrible part of \u2018the revelations was that Government officials had conspired to rob the ballot boxes of the vote deposited therein.The Government was afraid to probe into the matter.He would venture to state that the incriminating telegrams and ballots had all been destroyed now that the Government had consented to hold an investigation.\u201cYou thought that you were [aying a Mr.Ross better, how- good deal for school books.said No.The people knew ever, than this bevy of incompeténts, In 1587 \u201cHon.Mr.Ross, then Ministér of Education, issued a commission to en quire into the price of school books to find out whether the prices were exces sive or not.The report was given ou on the last day of the session wheh it wis too late to ray anything about it.There were eighteen witnesses and every man of them was either a paper maker, a bookmaker or bookseller.(Cheers and laughter) things had bcen managed.The adminis tration of Mr.Ross had been full of such clever little tricks as that.\u201d ® Mr.Whitney in concluding bis speech paid a warm tribute to Hon.Mr.Foster, which was warmly cheered.With regard to Sir Charles Tupper, Mr.Whitney recalled the great part taken by Sir Charles in the Confederation of the provinces.He had stood at the right hand of Sir John A.Macdonald sn 1867, taking his political life in his hand and going down to Nova Scotia where he was the only member return to support Sir John À.Macdonald.To know the part taken in Canadian politica by Sir Charles Tupper was in itself a liberal education.\u201cTo-day we are here to do honour to the distinguished gentleman who at present occupies the position as leader, previously held by Sir John A.Macdonald.\u201d {Loud and prolonged cheering).THE HON.GEORGE E.FOSTER Speaks to Old-Time Liberals Gives Them Good Advice.Hon.George E.Foster was the next speaker, and his introduction to the audience by the chairman was the signal for another grand outburst oi cheering.Mr.I\u2018oster began his speech by an eloquent eulogy of Dr.Reid and Mr.Whitney.\u201cAs for Sir Charles,\u201d continued the speaker, amid the laughter and applause of the large audience, \u201che is of age.He can speak for himself.\u201d In 1805 Hon.Wilfrid Laurier had addressed a meeting at Prescott.He was not the same man as torday, however, by any means.It was stated that the physical body of man changed every seven years.The organisms of Sir Wilfrid had completely and absolutely changed in the short space of three years.(leughter.) Sir Wilfrid Laurier, who formally announced himself as a Democrat np ta the hilt, was now a very different man.\u201cFormerly the members of this Government were horror stricken at the idea of Conservatives riding in a private car.Now they used them as offices on wheels (laughter), and they keep the wheels whizzing.\u201d (Cheers and laughter.) Is there any old-time Liberal here to-day?Perhape who can tell\u2014there is an old- time Liberal who in 1885 sat under Sir Wilfrid Laurier on the eccasion of his last visit to scott, sat under the silver.tongued and astute commentator.Well, if such there be, do you know where you are at now, my good Liberal friend?I am sure you don\u2019t, and I come to yon to-day on a message of pure philanthropy.An Indian once straying in the forest was agk- ed if he had lost his way?\u201cNat my Ad ' and This ia à sample of the way\" answered the Indian, \u201cbut my.wigwam.\u201d The Liberals had lost their am.The old-time Liberals don't w to-day where they are at.(Leughter.) The Lib- erale to-day have a deep-sot quarrel with history.They say in criticizing the Conservative speakers: \u201cThese men live in the past.\u201d The Conservative party no standing quarrel with history.The Conservative party intend to keep history alive in this country.The oak tree is deeply root ed to permit the vast spread of branches and foliage above, so must any political party be deeply routed in the soil of lus- tory, else it must wither and become a thing of the pust und he put under-the sod.The Liberal-Conservative party invokes the history of the past as the very best argument for its pust and future exist- euce.(Cheers.) Iaberal politicians say: Behold this great country, how prosperous it is.\u201d Lt was true, the country was pros perous: the Conservative party did not deny it, but thanked God for the prosperity.To whom, however, was it owing that the country was now so prosperous\u2019 The Con- scrvative party.(Applause) iq.When Sir Rjchard Cartwright says, \u201cLook at the prosperity of British Columbia\u201d what does Ristory say?History records the facta of the period when it wus à question whether or not British Columbia should come part of the Confederation.The stipulation was the establishment of a connecting link with the other provinces.With regard to this railway, Sir Richard Cartwright had said that all the resources | of the British Empire were unequal to the task of carrying it through.Mr.Blake had said, \u2018Let it go, but it would cause an intolerable debt.\u201d The road would not pay for its axle-grease, raid they.And vet they refer with pride to British Columbia and the North West's prosperity.Sir Wilfrid Laurier stated that one night be had gone to bed with Canada a blotch on the map.The next morning he awoke, and, behold, she was a nation.Did he think for one moment that he had been able to bring forth a nation in a night?(Great laughter and cheers.) History will tell you that when the Liberal-Conservatives proposed to buy out the Hudson's Bay Company's rights in the North-West for $1, 000,000, the Liberals declared it to be a most wasteful project.There were nothing but Indians and wild animals in that part of the world.Now, however, they cast of the prosperity of the North-West.They talk of the great grain trade of the North-West and of the building of the Crow's Nest Pass.The Crow's Nest Pass road is a mere branch of the Canadian Pacific Railway.and the Conservatives built the latter.History says that in 1880.when Sir Charles Tupper brought in a bill to build the road, the Liberals opposed it with might and main and got up meetings in opposition to the project, Conservatives built the Canadian Pacific Railway und Liberals fought the scheme tooth and nail.Now the Liberals claimed credit for building the Crow's Nest Pass Railway, while it 18 merely a little branch of the Canadian Pacific Railway, the building of which they so strenuously opposed.THE NATIONAL POLICY.Mr.Tarte had said that the Conservatives had expected to see the present Government destroy the manufactures.The manufactures were all going, however.What manufactures\u2019 The same old manufactures inaugurated by the Conservatives when they put into effect the National Policy, which is still in effect to all intents in Canada.(Cheers) It is a consideration of these things that makes the Liberals so mad at history.(Laughter and applause.) Sir Wilfrid Laurier had gone about saying that the robber manufacturers were making this a dear country to live in.Put him in power, and he would make it a cheap country to live in.\u2018\u2018 The thing's done, ladies and gentlemen.Now get out your pocket ok and ree if the country\u2019s any cheaper to live in than in 1885.(Cheers.) Is there a single thing that you can buy cheaper today than you could in 1895?(Cries of * No, no,\u201d and cheers.) It's no wonder that you're trying to find the Liberal wigwam.ugh- ter.) You won't find it, though.but hereafter will shortly tind a respectable Liberal- Conservative house instead.\u201d (Cheers.) Sir Wilfrid Laurier at Prescott in 1895, had recalled lovingly the old days of reciprocity.He raid that Tories were not\u2019 very well liked by \u2018Americans, and com- sequently could not do much along the line of getting a treaty.Return him, however, and all would be well.Four months ago, however, Sir Wilfrid Laurier had said in Parliament that apparently the people of this country did not care very much about reciprocity after all.The Tory taxation had previously kept the farmers down, according to the Liberals.It was now kicked up as last as possible by Laurier and Cartwright.Also with regard to protection.Did not the Liberals say that it must be destroyed?Sir Richard Cartwright had said in Vie- toria that he would trample it and cut off ite head.This surely meant its total annihilation.The average protection afforded between 1892-96, the last years of Conservative rule, was 17 per cent.The average of the pst two years under Liberal rule was 16./6 per cent.or a reduction of 71-100 of 1 per cent.(Cheers and laughter).A \u2018tariff of $500 was robbe under Conservative rule, but 8400 was all right under the Grits.THE TRANSVAAL CONTINGENT.Referring to the Transvaal, Mr.Foster said that yesterday 1,000 brave Canadian lads had sailed away for the Transvaal to do battle for the Empire.He well remembered that celebrated resolution brought in by Sir Wilfrid Laurier, and seconded in the House of Commons by himeelf, in the absence of Sir Charles Tup- per, his leader, who had left for Enz- and.After the resolution had unanimoqs- ly passed the House, arisen and enthusiastically joined singing of \u201cGod Save the Queen.\u201d passed and the Transvaal made its im- rudent ultimatum.Sir Wilfrid Laurier ooked into the question of sending Canadian troops, and found that it would be unconstitutional to do so without the sanction of Parliament.\u201cWe find, however, to-day that the contingent has gone and has been forced from an unwilling man and Canada will be able to say to our old motherland, which brought us from tender childhood to manhood: \u2018These are Canadian hearts and arms.\u2019 \u201cMr.Tarte saya that he did not consent to the sending of troops, except on the ground that it would not be used as a precedent, and on the condition that it will not occur again.(Groans).The people of this country want to know upon Just what conditions that contingent was sent.(Wild cheers, and \u201cyes.ves.) Tarte says that he is willing for Canadians to fight in defence of Canada, but not for England out of Canada, and as long as Tarte is in the Government, this ie what the Government says: \u2018It is an utter impossibility for a man who gives utterance to such sentiments to long remain a Minister in a Canadian Government.(Cheers).It was like trying to blow up one corner of an edifice wit out injuring the rest.When one comes down the whole is destroyed.England, Scotland, Irelagd and Wales is the central dome; Canada is one of the foundation columns; South Africa, India, Australia were others.This is the edifice, the great foundation of the central building.\u2018The security of each means the the security of.the whole.(Great cheering).It is as impossible for Little Canadians to flourish in Canada as for Little Englanders to fourish in England.\u201d en Hon.Mr.Foster concluded his eloquent speech he was with round after round of the heartiest applause.THE VOICE OF FRENCH CANADA Mr.Bergeron Again Pays His Compliments to Hon.Mr.Tarte, Mr.Bergeron, M.P., next made a short speech, and was very well received.Mr.Rergeron asserted that all the French-Can- adians from the Province of Quebec were Working Night and Day, The busiest and mightiest litt] that ever was made is Dr.King's thing & Bugar-coated the members had in the Time Lite To.Every 5 a globule of hea) at changes wea into stre h, listlessness into Sheness brain fag into mental power.They're wonderful in bufiding up the health.Only 35 sts, oot, as small as Hon.Mr.Tarte.It was a very noticeable fact that when a Liberal turned Tory it was generally o very good and respectable Liberal.hen a Tory turned Liberal it wan generally the very apposite.This proved true in the cese of .Tarte.(Laughter.) He had never been troublesome in his own party.Mr.Tarte, in this latest | question of the Tranmvas contingent, not represent the feelings of the Province of Quebec.Mr.Bergeron alluded to the increase of the annual expenditure, which had in the last year of Conservative rule been $38,000, 000.\u2018This year $60,000,000 had been voted by this economical Government.Under the Liberals, contracts had been let without tender.At Coteau Landing a contractor had n let contract for 81,000, by which bs was clearing $40 a day.The contract price had been 88 per hour, while he had n haviug the work done at $4 per hour.They had carried West Elgin, but at a cost of $150.They talk about the crops, and are even trying to rob Almighty God and take credit for them too.(Laughter apd cheers.) .it was 4 wonder that Hon.Mr.Tarte had ventured so near: St.Vincent de Paul to hold his meeting, when he would be such an ornament for that institution.(Cheers.) in the other it was a matter of large expenditure.Upon reflection it seemed the expensive plan was the only one that would suit the Star's readers, the argument being that if a soldier or officer was employed there would be no news because he would be on soldier's duty and unable to tele graph or write excepting at odd times, and he would always be stationary;
