TO SETTLE THE LACROSSE TROUBLE.\u201cI will guarantee,\u201d said Mr.Foran, of Ottawa, \u201cthat I can frame a set uf rules that will leave every club in the lacroese business to-day In a better position next season.First and foremost men would be allowed to be paid what the clubs might afford to pay them, but each man must take aflidavit that he is not a professional, like the baseball players, and js not muk- ing his living by athletics though he receives money for playing.Then, an essential point would be to have a residential rule so that the men could not wander all over the country and could be kept more easily in control of the management of the clubs.Let the rule be made hard and fast that no man plays for his club unless he has a residential qualification of one year within, say, ten miles of the city or town.This would hold the man who might try to hold up the club, as, if he did not play at what the club could afford to pay him, he could not play for anyone else for at least one year.Men who wished to play as amateurs under these circumstances would naturally be given every chance of preference, as the more amateurs the less the bill of expense.\u2019 Asked as to the standing of players who might fall in with this view, mo far as lacrosse is concerned, and ignore the C.A.A.U.but who might want to play football and hockey, from which they would be debarred by the CA.A.U.Mr.Foran sald : \u201cMy idea is to have a meeting of the best delegates from the C.L.A, the N, A.L.U., and the different hockey and football associations, and let all appoint a governing body and draw up rules along these lines suggested.As a matter of fact, 1t is the only honest and fair way of arranging the matter, and it is something that has to uiti- mately come, as amateur sport in Canada has been a living lie for too long.\u201d \u201cPending this arrangement and the hockey and \u201cootball men \u2018who play lacrosse refusing to meet the Shamrocks, or a team they have played with, after they have played for the Minto Cup, what would you do ?\u201d asked the reporter.\u201cWell,\u201d sald Mr.Foran, 1 should advise them to stay, and if they would not 1 should let them go and play hockey and try to do without them.\u2018I feel sure, however, that a general arrangement on semi-professional lines can be arranged, and the boys will be able to enjoy all
