in a word, is responsible government.Then the Government could go ahead and act, checked always by the necessity of gaining the support of Congrees, especially in the matter of supplies.But there would be no clogging of the conatitutionsl wheels while the nation\u2019s interests were imperillled and the will of the nation was clear.= DR.RODDICK AND SANITATION.Dr.Roddick\u2019s desire that the Government shall do something for sanitation is a pleasing interlude amidst the mad whirl of political discussion.As a practical sani- | tarian, he made à number of suggestions in his apeech of yesterday, such as the closer supervision of maritime and inland quarantine, a keener scrutiny at European ports of emigrants about to sail for Canada, end the establishment of a national bacteriological laboratory.Certainly there is no subject upon which a Government can more profitably expend its energies than safe-guarding the health of the people.This is a more important mission than to bring prosperity, and any government would consider itself lucky if it should manage to couple ite name, even if on no better ground than the present administration has, with the coming of pros perity.Still it is a commonplace that it is better to be healthy than weslthy; and Dr.Roddick\u2019s invitation to the Ministry is to concern itself with the greater cauee.Without a doubt, quarantine should be made a suke safeguard against the coming into the country of any of the filth diseases of the old world.We should be able to rigidly meet such at the sea-gate and bar them out.And it would be a common sense precaution to act upon Dr.Roddick\u2019s suggestion and establish an effective medical examination of emigrants bound for this country at their port of departure.We cannot be too careful about the kind of people we admit to this fair young land; and this is a point which it is well worth while to press upon the attention of the present Government.It is altogether too careless about the character of its bonused immigrants; and it is not likely to be too scrupulous about their physical condition and predilection to disease.Dr.Roddick has performed a public service -in calling the attention of the peliti- cians to the non-partisan subject of sanitation; end it is a splendid thing for the country to have at least one man in Parliament interested especially in this vital Question.\u2014pammt THEY ARE WISE TO DODGE.Every time the Government holds an investigation, it justifies from a political point of view its \u201clong-headedness\u201d in dodging as many as possible.For instance, last session, the Ministerial- jats went jauntily into the enquiry into the bye-election charges, and before the committee rose, the country was aghast at the proven cases of changed ballots, and ballots printed on different paper, and the stolen ballots of Conservative voters who swore that they marked them for the Conservative candidate, and all the rest of it.That is, the country knew a good deal more about the devious methods of the Machine after the enquiry than it did before, which abundantly justifies the Qrit dread of enquiries.Then when Mr.Monk opened his budget with regard to the emergency food affair, it looked bad enough.The Ministers were furious over it in à minute.But the impression upon the public mind is much deeper now that he has proven his case.The utter weakness of the defence, which would be laughable if it were not so terribly tragic, is now known.We are fully aware of how little precaution was taken to make sure that a.real emergency food was being purchased for the soldiers; how the analysis and the condemnation of the Inland Revenue Department were ignored; how suspicious were sil the circumstances conngcted with the preparation of the shipmfent, which should bave alarmed a vigilant officer; connection with the group of mines with which ha 18 more particularly interested.is looking very encouraging.He expects to have things in full swing before his return, which will be about August.Asked as to the probable result nf the smelting operations, Mr.Miner said: \u201cWe have always taken pains not to detuds the public or to inflate the value, of nur mines with rash state: >nts and
