business operations.I have found, however, that Canadian businessmen, accustomed lo modern competition and operating in a relatively open economy, are prepared for orderlv and constructive change.\u201d Mr.Mitchell said one of the biggest roadblocks to economic growth is in the area of taxation.Canada\u2019s burdensome tax rates impair business plans, discourage investment, and take away incentive needed to expand and improve operations.Tax reform is really an urgent need and \u2018\u2018we are looking for some good results from the Royal Commission on Taxation, and early in the new year, the Canadian Chamber will be presenting a carefully documented brief to this important body''.Coupled with tax reform there must be recognition of the need for a curtailment of government expenditures, and in this connection the Glassco report recommendations should be implemented as rapidly as possible, Mr.Mitchell went on to say that Canada must take note of the United States plans to reduce income taxes so as to increase investment and employment.\u2018\u2018This reverse process, which could be called the operation of the law of stimulated initiative and increased returns, must equally apply to us in Canada as a major aid to employment and general progress\u2019, he said.Another important area where Canada faces a challenge is in the field of social security and \u2018\u2018we must do everything in our power to work for sound social security measures which are consistent with our ability to pay now and later\u201d.Mr.Mitchell concluded by saying that if
