paragraph is fully complied with may an employer send any material to be made or have any work performed by any person, factory, contractor or sub-contractor other than on his own factory premises.However, such employer must notify and advise in writing the Joint Committee of the name or names of persons, contractors, subcontractors or establishments doing such work, and also the quantity, style and prices paid for the manufacture of any kind of hats or caps which are under the jurisdiction of the decree.XVIII.Responsibility for outside work: Whenever wholesalers, jobbers, retailers, contractors, manufacturers or other persons, whether under special permit from the Joint Committee, or not, give work to outside shops, inside contractors or otherwise, such wholesalers, each month, any of the above mentioned persons who gives and / or receives the work, must file at the office of the said Joint Committee, a report of the said work given or received the preceding month, on forms provided by the said Joint Committee and containing such information as the Joint Committee may deem advisable.XIX.The decree will repeal the decree number 1089 of March 7th, 1910 and all its amendments.XX.On the ratification of the present labour agreement, the existing Joint Committee organized to carry out the previous decree, in the territorial jurisdiction contemplated by the
