[" 99 “ Voice Of The Pontiac By Subscripts Shawville, Quebec, Thursday, April 7,1955 No.4L 72nd Year.CANADA BUDGETS FOR $160,000,000 DEFICIT First Deficit Budget / O U K Elections In Offing?Portage Du Fort Man Killed Instantly By Car in Ten Years On Tuesday evening the Honourable Waller Harris, Federal Minister of Finance, delivered his maiden budget speech and handed down Canada's 91st budget. From amidst his eminent Cabinet Churchill Steps Down election which may be held during the week starting May 22.The Press has always been fond of making forecasts and predictions of events*—particularly political events. No exception, as a subject of speculation, has been the recent political scene in England.Dire forecasts of the fate in store for "Nye" Sevan, Labour Party rebel, of the fate of the Labour Party itself and its present leader Clement Attlee, have been running rampant in the world press in recent weeks.A strong British contender for world headline space has been Sir Winston Churchill and the probable date of his resignation as Prime Minister.Associated with these important events in England has been a third question, namely, the possibility of an election "this year.Differences within the British Labour Party have he up, after a fashion, with the prospect that rebel "Nye" will be re stored to grace in the House of Commons in the near future—contrary to the best guesses a few weeks ago.Churchill has stepped down, as predicted. The remaining question in doubt is the date of the election.Conservatives in England are ur-the government to call an • election late next month to take advantage of a favourable political climate arising out of the split in the Labour Party, out of forecasts of economic difficulties later in the year, and out of indications cf increas.ng pultical lavuur ijr the Conservatives—judging by tne results of a number of municipal elections held last week.An el* ection at the end of May would have the further advantage, if the Conservatives should win—as they probably would—of giving the new Conservative Prime Minister, S .Anthony Eden, a clear mandate for the government he has formed. So, for these various reasons, we are looking for a Tory win in a British Minister—which required a total of 80 minutes to say.The main Budget proposals for the year are: 1. INCOME TAX: (a) A 2% reduction, from 49% to 47%, on income of corporations, to take effect January 1, 1955.(b) A 12 to 13% reduction for individual taxpayers earning less than $5,000 per year, with lesser reductions/ for persons earning higher annual sums, to take effect July 1, 1955.(c) Removal of the 4% investment sur tax on income derived from rentals of real estate.2. EXCISE TAX: fa) 15% tax on automobiles reduced to 10% from April 6.(b) 10% tax on tires and tubes removed entirely.3. SALES TAX: (a) No change is proposed in the 10% rate now in force.(b) Certain goods', on which tax has been levied in the past will now be exempt.4. TARRIFFS: (a) Reduction in tarriffs proposed for certain farm equipment, such as brooders, poultry eviscerating equipment, feed stuff, etc.5. SUCCESSION Carl Nickle.sKilful oil and gas knight errant from Cal-has dubbed the postponed Howe’s Folly'I AN EASTER MESSAGE O The Indians' Affairs department runs Ü7 residential schools for Indian children. They cater for 11.000 children and some have items on the curricula which might raise eyebrows, or maybe spirits, in our other schools. For example at Moose Factory the boys have a class in trapping and preparation and marketing of furs.Proceeds of the trapline go to the pint-sized trappers who learn from it.All over the world people are singing “Christ is Risen, Hallelujah!” Easter eggs and Easter parades abound but we cannot forget that now at last man may annihilate the human race if he persists in his wickedness.Every major world power is busy producing bombs for defence and to deter the of the daily press, Eastern or Western.Let us ad-enemies of civilization as defined in the latest issue mit one exception for there is one major power that has come out strongly in statements by its leaders, condemning the H bomb and the A bomb and asking the other powers to abolish it.This great power, despite its disunity, is the Christian Church. This power has to rely on you and 'me and millions like us to carry out its policies.Have done anything fo back up the Church and the policy she has declared at Evanston and at many other smaller conferences? We claim to have the power of the Holy Spirit of God.If we believe this we must and can do God’s will and if ever there need for all Christians to make known and Canada's 91 st Budget igary pipeline project after needling the Liberals because uf their pipeline dithering.None sorrier at the natural gas setback than the Cabinet who wanted the line to go through this year that it would give jobs to many hundreds and mean stunulating orders to steel and construction This year's budget, with its announcement of substantial reductions in tax rates, is the first budget we can recall that has so favoured the taxpayer in an off-election year. There can be little doubt that we will end up the year with a substantial deficit, no matter how promising the picture is otherwise made to look.Mr.Macdonnell of the PC 's suggested that the reason for such easy treatment of the Canadian taxpayer might almost be that an election was planned for this year.Amused titters were heard at this point.A more probable reason for the budgeted deficit is the present high level of unemployment, which condition has always been a symptom of depression.“In times of depression”, say the economists, “drop the tax rates and so budget for a deficit.Conversely, in times of prosperity, raise the tax rates and budget for a surplus. The government is apparently not for a moment willing to admit that we might possibly now, or soon, be on the down slope of a recession.are so lirms If Canada's coalmen can just hold on.both in the Maritimes and in the West there might be a brighter future for them yet.Chemistry laboratories are coming up with all kinds of new synthetics involving coal and.secondly, in Britain, the US and at McGill University, great work is being done on a coal-tired gas turbine idea which may make the diesel engine look silly.Meanwhile Minister of Mines and o 1 have it on excellent authority that at the height of the natural •gas dickering be ween Trans Canada Pipelines and the Cabinet.Clint Murchison.Texas multi-millionaire, and one of this continent s richest men.invued C.D.for a quail shooting party.Murchison is one of the cniet shareholders of Trans Canada. The story goes that Howe refused—the hue and cry raised by the Opposition if a cabinet member was wined and dined by a principal officer of ham told Liberal W.M.Buchanan seeking Ottawa back- of Cape Breton that subventions YOU Technical Surveys George Prud- was a enforce the will of God this i3 it a company ing would have been awiul to hear for Maritime coal coming west to —but he did not turn the idea other provinces have been increas-down immediately. No, he likes ed to give tne Maritime coal a shooting quail, so he gave it a !
