impression abroad that there are no laws in Quebec and you can get away with any^ thing.There may have been some justification for this view in the past, but it is not so, for the laws are there, if they are enforced.And here is a statement that can easily be verified.There are dozens of small lakes in the country just north of Shawville, which used to contain trout.But if you make inquiries about the fishing now you will be told \"Well, yes, a few years ago the trout fishing in my lake was not too bad, but now you can't catch a thing except sun fish, rock bass, perch and bull heads.\u201d As I said last year, I don't fish any more, but I feel that our children and grand children have a right to have something preserved for them.There are those who give themselves high sounding names like \"conservationist\" but whose activities are entirely opposed to conservation.We have a beautiful country and it is too bad that it should be spoiled by lack of proper planning, supervision, protection and enforcement of the laws, and ruined by \u201cinvasions\u201d.would tip us off on the good private lakes and streams in Ontario where a Quebec resident could go and obtain a creel of speckled beauties, as we are not very far away from what seems to be a wonderful territory just south of us in Renfrew County.In fact it looks as if Mr.Bower would not like it too well if hordes of Quebec anglers invaded Renfrew County on opening day.l^ast year I stated my solution of the problem of this premature invasion The Province of Quebec should make sure that its opening day coincides with that of the Province of Ontario.That is all there is to it.I cannot understand why there is any need to open the Quebec season on the 18th April.In most years the 1st of May is quite early enough.But the way it is now, they close the hunting season too soon, and they open the trout season too early.As I said before, I feel that first qt all the hunting and fishing resources of the County should be for the benefit of the residents of the County of Pontiac.If you go to any of the other Province of Canada or to any State of the Union, you will find that it is the local residents point out certain anomalies and justices in our fish and game laws in this province, and to point out that they are not always in the best interests of the residents of this Prov-and of our countv in particular.We had an m- mce example of this last fall when those holding deer hunting licenses were told before the end of the second week in November that there was to be no more deer hunting that year.That is just when the proper time to hunt commences, and most of those holding licenses are local Quebec residents, who are forbidden to hunt in their own back Yours very truly, H.C.Rowat yard Now we have another example in the fishing laws of this Province, which has forcibly been brought to my attention by reading an article in the Ottawa Citizen of this evening written by the Nova Scotia born resident of the Province of Ontario, one Vem Bower, whose principal occupation at this time of the year seems to be to incite residents of the Province of Ontario to \"invade\" the Province of Quebec with their fishing tackle on opening day, the 18th April, 1962.Yes, that is the word he uses \"invade,\u201d and it is very appropriate; the article says \"Thousands of Ottawa Anglers will invade the trout streams and lakes of Quebec tomorrow\" and he says they have deen dreaming all winter long of this day, when they can spring into action across the border and fill their creels with speckled beauties.I think the language is rather extravagant, -but that can be accounted for by a good imagination in addition to a certain amount of daydreaming.Now whether Mr.Bower realizes it or not, there are plenty of Quebec \u201cnatives\" who harbour a certain fondness for the sport of fishing, but I doubt if they do to the extent of Mr.Bower, who indulges in rhapsodies and day dreams all winter long over the thought of invading this Province with his hordes of anglers.As a matter of fact, in former days, the season did not open until the 1 st of May and few of us thought about fishing until about the 10th or so of the month.But if we wait that long now, there will not be much left after Mr.Bower and his friends get through.We already know how many streams and lakes close to us have been ruined since Mr.Bower and his friends have taken to invading the Province of Quebec.But I am asking if it is fair for a resident of another Province to be allowed to fish in Quebec when the laws of that other province will not allow a Quebec resident to fish there.For instance, a Canadian could never get a license to fish or hunt in the State of Pennsylvania, because aliens are forbidden to hunt or fish in Pennsylvania.Again, although Quebec will be invaded tomorrow by thousands of anglers from Ontario, a Quebec resident would be arrested if he tried to fish in Ontario the same dav.Mr.at the streams and lakes of Quebec before their own season opens and if they have everything cleaned out by then, they can go back to Ontario and I presume, commence the same process in their own province.This set-up does not seem to favour the Quebec angler.Mr Bower does not seem to be too particular about where he advises people to fish.It is contrary to fishing ethics to name places, but he does not hesitate to do so, even if it be a creek or stream that one could jump across, running through private property.It seems to be an odd way of earning a living.Quebec Province advertises its
