[" ^tbliothbw nationale 1700 ROE SAINT DENIS MONTREAL.QUEBEC 0987 Dû QCQ5 \u2022 un r 3K6 VOICE OF THE PONTIAC SINCE 1883 Showville, Quebec, Canada, Wednesday, December 14, 1977 No.48, 94th Year 15* Cecil Vibert elected Warden County tax rate set at .45 mils ' k L ¥* ! i Council adjourned until December 19 to hire County assessors Mayor Burke brought the good news that a survey is being done at Fort William with a view to building the area up as a Several other areas which might be Mayor Hector Soucie of Fort Coulonge and Mayor Cecil Vibert of Campbell\u2019s Bay were nominated for the post of County Warden at the meeting of Pontiac County Council Monday morning.Using the secret ballot, with Clifford Robillard and Rosaleen Dickson counting the ballots the result of the voting was seven votes for Mayor Soucie and 15 votes for Mayor Vibert, who ten took his seat as Warden.As 21 of the 22 mayors had been elected since the past meeting of County Council, they were all sworn in by the secretary.This swearing in included the eight new mayors as well as the 13 mayors who were re-elected.The only one who had not come up for election in 1977 was, as it happened.Mayor Cecil Vibert.Mayor Soucie was appointed as deputy warden.Chapeau Mayor Lorny Bechamp and Shawville Mayor Allan Black were appointed County Delegates.Mayors Ernie Schrankler, Joey Peck and Earl Lepine were appointed to the Valuation Committee.Mayors John Brennan, Robert Ladouceur and Léo Piché were appointed to the Finance Committee.Mayors Wilbert Carroll, Bill Burke and Simon Corriveau were appointed to the Industrial Committee.Mayors Simon Corriveau and Warden Cecil Vibert were appointed to the Building Committee.Ki' h ; ^ recreation area.developed by the Department of Lands and Forests to improve access to the lakes by the public, were discussed and priorities were given to Archie Lake in Litchfield, Clear Lake in the Municipality of Waltham and Bryson, improvement on the Coulonge and Black Rivers in Mansfield, a ski-doo trail from Danford Lake to Otter Lake, and construction at Lac Cayamant.No promises were made but the Mayors were simply asked to name their priorities from among eight possible choices.The three projects left for later development improvements and planting of ornamental trees at Green I.k.» in Bryson and Otter Lake, more tree planting and cleaning up at Lac Cayamant and Paterson Lake, and the making of a canoe, camping circuit on the Black River.Mayor Ladouceur announced that he had received information to the effect that Highway 148 through Pontiac County was considered a 2nd class road by the Transport Department which means that it deserves salt and sand only on the hills and corners.He urged Council to send a query to the Department as to why we couldn\u2019t have a first class road?î1 were i i [ 1 I Apparently the first class roads get salt and sand wherever needed to keep them hare, which is what the Pontiac County Council believes should be the case on our main highway.The Mayor of Chapeau remarked that the road from his town to Pembroke is a third class road, and only gets sand.Some tax statistics were presented to the mayors showing numbers of units, valuation of buildings, valuation of land and total valuations for each municipality except Pontiac.of interest: most units are at Bristol with 2,375.Highest land valuation is in Clarendon with 5,772,700.Highest building valuation is in Litchfield with 21,300,650, and Litchfield also has the highest total valuation, 22.785,375.fallowed by Clarendon and Bristol with eleven million each, Shawville with ten million, Mansfield and Pontefract with seven million, Fort Coulonge six million, Leslie, Clapham and Huddersfield five million.Calumet Island and Dorion Church with three million each, Campbell\u2019s Bay and Bryson with almost three million, Allumette Island and Allumette Island East, two million, Chapeau, Chichester, Portage du Fort, Sheen, Esher and Malakoff, and Waltham and Bryson with over one million each, and Rapides des Joachims with almost half a million.County assessment is 105,293,575.A mil rate of .45 was struck to meet the expected County costs for 1978.This is .05 greater than last year\u2019s rate which .4.A total of 49.559 was spent in 1977 on County business and the 1978 budget calls for 55,650 which includes four thousand dollars for unforseen contingencies.There will be no centennial grant this year because no Pontiac municipality becomes 100 years old in 1978.In every other area of activity small upward trends are seen in anticipated spending.Council adjourned to next Monday at which time they will try again to hire a County valuator.m Two visitors were heard before any other business was taken up.John McBane of the Quyon Agricultural Society thanked County Council for having reinstated the grants to Agricultural Societies and pointed out that the grant had been $400 each for the past 25 years and suggested an increase.In later discussion of the budget for 1978, an increase of grants to Agricultural Societies to $500 was enabled by a saving in the cost of translating.This was brought about because all mayors now on County Council are either English speaking or - ' % I; take somebody along with you, don't hesitate to alter your route and the time you have been depositing up to now, as you may be watched.With cold weather setting in, by letting your car warm up unattended, thieves will avail themselves of the opportunity for getting to their destination before » f I 4C?\u20ac I I Second class mail registration number 0649 Legal deposit in the Quebec National Library I w > COMMUNICATIONS We have just read a lengthy tome put out by the Department of Communications of Quebec which reports a detailed study they have made of the newspapers in this Province.Nowhere in the entire book does it mention the possibility of a paper being bilingual, although language is a consideration in various parts of the research.Again we have read a report made by a Communications Quebec in Hull about the media in the Pontiac.Once again, they seem not to accept gracefully the possibility of a newspaper attempting to the people of a community in both French and English.They in fact state in their report that it is doubtful if people who speak French should be receiving their news in an English language newspaper, remark is with specific reference to THE EQUITY.Further to this we have discovered that there is a campaign going on in Hull to implant an exclusively French newspaper in the Pontiac which would be supported by all the taxpayers of this Province.This sort of a publication has been attempted before with various amounts of public money through taxation and apparently another attempt is in the offing.The purpose of the exercise would seem to be to make every possible effort towards separating the people of our County into two distinct linguistic groups.This is totally unacceptable to the vast majority of people here who have been working amicably together for generations and are neither French nor English but just plain Canadian of mixed racial origins.\u201cDivide and conquer\u201d isn't a new concept but one which seems to be the method chosen by certain officious people who don't like the happy condition they see in Pontiac.Well there's another concept which isn\u2019t new either but is well understood here, and that is \u201cin unity there is strength\".As long as Pontiac hangs together and everyone tries to create a healthy bilingual atmosphere where all can feel at home, then Pontiac will progress as it should.Our proposal to Communications Quebec and the Department of Communications, and anyone else who is honestly interested in communications, is to put their pport behind the existing media instead of trying to undermine us with threats of unfair competition paid for with our taxes, constant practice of working to improve communications between Pontiac County and the surrounding area through French and English radio and television and other area newspapers, all of which has been a personal contribution for the good of this County.If some of the money being expended on the campaign to divide Pontiac people into two distinct categories could be used to promote the area through constant local representation in all the established media, we'd get a lot more for our money.That's the message.We know the Communications people all understand English.We just hope they care enough for the population of this County to take note.Procession of the children in celebration of the Feast of the Immaculate Conception of Mary at St Mary's Church in Quyon.EQUITY PHOTO I I I * i * V i ?Oi If !
