Canada s 12th prime minister.Louis St.Laurent, was honored yesterday with a stamp issued in his memory. From left to right are J.Paul Bruneau, director of the western Quebec postal district; Jean Paul St.Laurent, son of “Uncle Louis", and Napoleon Beaudoin, mayor of Compton, during the unveiling ceremony.( Record photo: Bruce Porter > Predictions of higher meat prices were made by one packer following the federal ban on the importation of livestock treated with the fattening hormone diethylstilbestrol » DES) A spokesman for National Packers Ltd a Montreal firm which imports about half its beef from the United States said prices may increase by as much as 80 cents a pound However.Canadian livestock producers played down the effect of the ban.announced in Ottawa Monday, on retail prices Charles Gracey.manager of the Canadian Cattlemen s Association.aid in Toronto the association wasn’t even sure prices would rise In Halifax, Mike Oulton, president of the Nova Scotia Beef Producers Association, said the embargo on Dl'.S treated meat from the United States should not cause immediate price hikes or beet shortages in Canada Use of DES.which is said to fatten livestock by as much as 12 per cent, was banned in Canada Jan 1.1973.because medical evidence indicated the hormone might help cause cancer SAYS DESSAFE A similar ban in the U S recently was set aside by an appeal court decision, and Canadian farmers have protested that cheaper meat imported from the U S has threatened then livelihood Mr Gracey said he considers DES a safe and useful product Consumers will have to get used to higher meat prices*, if they occur, as long as a "powerful" consumer group, such as the Consumer Association of Canada one of the main opponents of the hormone can deny producers the use of tin* product he said Ronald Dickison of National Packers, in predicting a price increase of one third in meat prices, said Canadian officials have told him the hormone does no harm when injected or fed to cattle But then they turn around and say we can t prove it does any good, he said Meat still may be imported from the U S But Agriculture Minister Eugene Whelan said shipments of such animals must be certified as free of DES At well-attended Compton ceremony Commemorative St.Laurent stamp unveiled Weicker disclosure reveals new misuse of US tax regulations WASHINGTON - The Internal Revenue Service used United States tax laws as weapons against militant and radical groups working against President Nixon s policies, say memos made public by Senator Lowell Weicker .The memos chronicled the creation during the first year of the Nixon administration of a special 1RS force aimed at collecting intelligence about individuals and groups identified variously as activist, ideological, radical, militant or subversive Weicker told a joint session of three Senate subcommittees he has documents indicating the effort was part of an overall plan to create a centralized in- telligence-gathering apparatus aimed at bringing pressure to bear on organizations and persons hostile to Nixon One link in the intelligence chain was former New York City detective Anthony Ulasewicz who investigated politicians, including some Republicans, during a three-year undercover mission for the White House.Weicker said Weicker read into the record a summary of Ulasewicz's efforts to obtain what Weicker called political dirt" on such politicians as Senators Edward Kennedy of Massachusetts.Hubert Humphrey of Minnesota.Edmund Muskie of Maine and House of Representatives Speaker Carl Albert.Mitterand, d'Estaing join fray in French presidential contest PARIS ( Reuter ) — Battle lines for the French presidential election were drawn Monday with Finance Minister Valery Giscard d Estaing entering on the right and Socialist party chief Francois Mitterrand on the left Giscard d Estaing, 48, France's economic wizard, became the third candidate from the government majority, increasing the strains now tearing at Gaullist ranks He portrayed himself as the late president Georges Pompidou's personal choice for the succession and sought to place himself above party and ideological bickering By contrast, the 57-year-old Mitterrand became the candidate of the French left, including socialists.Communist and left-wing radicals, for the first round of the election May 5> The congress unanimously supported Mitterrand, who won 45 per cent of the presidential vote in an unsuccessful runoff against Gen Charles de Gaulle in 1965 Giscard d Estaing appealed directly to French voters, except hard-core supporters of the Socialist-Communist left, to carry him to the presidency at the head of a new.enlarged government majority HEIGHTEN STRESS But despite Giscard d Estaing s entry into the presidential battle, his candidacy is certain to aggravate the stresses within the current Gaullist-led majority.Pitted against him on the government side are Gaullist former premier Jacques Chaban-Delmas.his arch-rival, and liberal Gaullist Edgar Faure, who announced their candidacies almost simultaneously three hours after Pompidou's burial last Thursday The proliferation of major candidates on the right raised fears among government supporters that Mitterand will win in the first-round voting May 5 If no candidate gets a majority, a runoff between the two top men will be held May 19 The finance minister, first brought into government by de Gaulle 12 years ago.joined the struggle fully aware that Cha-ban-Delmas had only Sunday received support of the Gaullist UDR party Giscard d Estaing promised that as president he would pursue Pompidou s goal of achiev-ihg full European union by 1980 and would maintain Frances independence of all powers A poll published Monday by the news magazine Le Point— the first public-opinion survey since Pompidou's death last Tuesday—showed that 43 per cent of government supporters preferred Chaban-Delmas against 23 per cent for Giscard d Estaing COMPTON (CC) - Mr Ouellet told the gathering The pen and ink draw ing of Mr St Laurent is the work of David Annesley of Beaverton.Ontario He is the designer of the series which includes six other former prime ministers and Queen Elizabeth II Louis St.Laurent, the distinguished lawyer who was born in Compton in 1882.joins Prime Ministers John A Macdonald.Wilfred Laurier, Lester Pearson, William Lyon Mackenzie King.Robert Borden and R B Bennett in the honor How many cities, regions and villages would have liked, would have hoped and most, would have been proud of.giving Canada a Prime Minister of the calibre of Louis St Laurent." Mr Ouellet said It was through destiny that he was born and grew up here, and destiny did things well, as all his life this great politician was stamped by his origins and had a deep remembrance of his native village "Indeed you senior citizens Stanislas Carrier.Nelson Veilleux.Adelard Bolduc and others — have not forgotten his visits to Compton when he was Minister of Justice.Secretary of State for External Affairs < Prime Minister of Canada.Ii added "They tell us that coming oi of church after mass.Louis S Laurent wanted to shake hand with his compatriots and ell* with his childhood friends Mr St Laurent, after distinguished legal caret i joined the war cabinet at th urging of Prime Minister King i 1941 lit* was elected to the House < Commons in 1942 and re ele^te in a subsequent general electior * SEE PAGE 3«AWtfAfcW Conservatives slam oil-pricing legislation Intid* today OTTAWA (CP) - The Conservatives homed in Monday on what they consider excess governmental power in the proposed oil-pricing legislation Harvie Andre (PC—Calgary Centre) said the bill would empower federal officials to seize documents, not only from private oil firms, but also from provincial agencies regulating the industry.Gerald Baldwin (PC’- Peace Riven said the bill, which implements the recent federal-provincial oil-price agreement, would give the government powers I don t think have ever been granted in peacetime The bill would carry on the crude oil export tax and set the wellhead price of domestic crude at $6 50 a barrel, as agreed recently by Prime Minister Trudeau and the provincial premiers It also would continue the subsidy to eastern consumers to offset the higher cost of imported oil used in and east of the Ottawa Valley Mr Baldwin said provisions allowing discretionary federal action on the oil export tax and sections giving the government a price-fixing mechanism" possibly are excessive and need close parliamentary scrutiny T (’ Douglas.New Democrat energy critic, said the mechanism would enable Ottawa to proclaim a wellhead price unilaterally.if negotiations with the provinces did not bring a new agreement on price after the 15-month agreement ends NEEDED EVENTUALLY Ottawa ultimately needs such power.Mr Douglas said But I doubt that passing it now will lead to creation of a friendly at mosphere." Gordon Ritchie (PC—Dau phin) said the provision con- fiscates the natural resources of the provinces, at least tor a time Such action rarely had been taken before, and westerners still remembered with some dis taste the Second World War government decision to sell at below world prices Energy Minister Donald Macdonald said he will introduce an amendment during committee study to reduce the export charge to $4 from $4 20.basing it on wellhead prices instead of Edmonton prices, which include transportation costs The export charge amounts to the difference between domestic and internaional prices The bill, retroactive to April 1, is scheduled to last 15 months, with the export tax subject to monthly review GETTING LESS Lome Nystrom (NDP York ton Melville) said he is con eerned because Saskatchewan is getting less for its oil now than it was under the voluntary price freeze that began last tall and ended March 31 It was not fair tor Saskatchewan.a less wealthy province, to have to subsidize the East, he said Mr Ritchie said Quebec and the Maritime provinces are being insulated against realistic prices while getting huge' equalization payments based on in creased revenues the producing provinces are receiving from the higher oil price Ontario and Manitoba would not benefit to the same extent, he said Mr Douglas said the NDP welcomes the bill s "firm commitment to the two growth rates during the coming years It is an assessment, he said, shared by most major companies in Europe Nicholson, addressing a seminar recently on British investment in Canada, added, however, that Europeans do not expect the Canadian consumer market this year to match the high 20-per-cent growth of 1973 “But a gain of between eight and 10 per cent does not seem unrealistic.” The energy shortage, he said, would give a tremendous boost to oil explore.ion in Canada and the oil sands of Alberta would be an increasingly attractive commercial venture.“Canada's own export growth depends to a great extent on what happens in the U.S.and although there will probably be only a relatively mild slowdown, the European businessman believes it will be significant enough to reduce the overall rate of growth.” Nicholson said Canada in co-operation with British Airways and Air Canada.J H Warren.Canadian high commissioner to Britain, said he has been encouraged by the new Labor government's decision to press for more liberal trade policies within the European Common Market and for changes in the community's agricultural program which would provide greater access for efficient overseas producers. But “if Europe, contrary to our hopes maintains protectionist agricultural policies, our full scope as agricultural producers may not be realized.” he added Warren said Canada is striving to become a greater exporter of manufactured goods. But it has not been greatly helped in this regard by the widespread foreign control of more important resource industries.Canada has suffered “to the extent that companies exporting unprocessed raw materials from Canada to their affiliated companies and customers abroad have failed to exploit the possibilities of sales of products with greater value added ” John Robarts, former Ontario But he stressed that this would premier, described details of ppt likely have serious long-term effects. The conference was sponsored by The Financial Times FOR C ALENDAR ENDORSEMENT The Eastern Townships Regional School Board is seeking endorsement of its proposed 1974*75 school calendar from the Eastern Townships .Association of Teachers (ETAT) Marlis Wehr.president of ETAT has previously advised the ETRSB that teachers would be willing to accept the calendar despite some annoyances therein contained The cause for ETRSB s pursuit of the matter lies in the school board s intention of holding planning day workshops on Saturdays twice during the year Because ETRSB officials have recognized the teachers right to refuse to work on Saturdays, they are asking for the official approval of ETAT, the union which groups all persons teaching in ETRSB schools The calendar was proposed with Saturday sessions in order to permit the teachers an Easter holiday during 1975 RRHS LOCKERS INSTALLED BY JUNE The full-length double lockers for Richmond Regional High School are expected to be in the school by the end of June Students will then be able to use private smaller lockers for books and valuables and the larger ones for bulkier possessions The cost of the lockers will be paid by the board over a five-year period on the following basis government grant for principal capital outlay, ETRSB payment from local taxes of interest charges.Students at Alexander Galt Regional High School were also to gain full-length double lockers. However, when they learned that they would have no private lockers, they overwhelmingly voted against the locker installation The school, according to ETRSB officials, is too small to permit students to retain the smaller lockers they now possess in addition to the full-length ones Students, teachers, administrators and other persons attached to AGRHS have urged the school board to use the money which was to have been spent on lockers for other improvements to their school Wendell Sparkes.director-general of the Eastern Townships Regional School Board, attributes the difference between Galt s decision to refuse lockers and Richmond s acceptance of lockers primarily to differences between the physical plants of the two schools According to him.the Richmond school possesses open areas sufficiently large to accommodate all students lockers, while AGRHS does not.Further, he remarks, the lockers of the Richmond students will be much closer to the locations of the students’ classes than would have been the case with the Galt lockers “Some students at Alexander Galt would have had to walk literally miles to get from their lockers to their classes, he asserts He also notes that the Richmond students and teachers were aware of the fact that the full-length lockers will be shared between two students, while the Galt complement was not.ETRSB SPECIAL EDUCATION The executive committee of the Eastern Townships Regional School Board has jousted with the idea of establishing a system of rotating special education teachers between special classes and the regular stream Though it has not discussed specific policy, the committee has encouraged its administrators to prepare a proposal on the matter for board consideration. At the last meeting of the board executive, Dick Turpin.ETRSB co-ordinator of student services, urged commissioners to take action to free teachers currently involved in special education classes from the program once they have indicated a desire for such freedom.“It’s a shame to keep someone who doesn't want to stay in special education classes teaching.there, ’ he told commissioners.“It’s very taxing on an individual’s emotional structure to teach there for more than two years without a break.Noting that the board has been unable to transfer teachers to other programs in the past because of a lack of teachers willing to enter special education.Mr.Turpin felt that the future might bring the feasibility of developing such transferral mechanisms.Already this year, he claimed, two teachers have expressed a willingness to leave their current programs in order to teach special education. In other special education matters, the ETRSB is finding itself with a readjustment in its enrolment ratios. After an extensive testing program performed this year, the school board has placed a large number of students formerly in classes with eight-to-one student-teacher ratios in classes with 15-to-one ratios The smaller classes are for emotionally disturbed children while the others are for students with other forms of learning disabilities.Mr.Turpin attributes the revised placement to a newly-developed hard-nosed attitude on the part of school board officials in keeping with recent dicta from the ministry of education RENOVATION OF AGRHS OPEN LOCKER SPACE The Eastern Townships Regional School Board is undertaking a study of space availability at Alexander Galt Regional High School with a view to possible renovation of the school's now-unused open locker spaces into teaching stations.Originally the space was set aside for use as cloakrooms but lack of protection led to stealing and subsequently to disuse by the vast majority of students.By now.the students have learned how to use their private book-lockers as receptacles for all personal belongings, including winter clothes and boots Faced with a continuing problem of shortage of space for offering programs, the school board is now considering using the space for other purposes, notably teaching The students, however, also have plans for use of at least some of the space and have sought board approval to establish a lounge for the fourth and fifth levels of the student population. In initiating the examination of space, the board has given the priority to academic needs If it finds that some space will not be needed for these purposes, then there is the possibility that students will be enabled to establish a lounge Frank Boushel.AGRHS principal, told the ETRSB executive: “I don't want to say yes to the students now and then find in September that the space is needed and that I have to take it back.” Wendell Sparkes.ETRSB director-general, expressed doubt about the student-proposed lounge Among his criticisms was the observation that the projected lounge could hold 50 students at a given time, while some 900 students are enroled in the two levels for which it would be established The study should be completed and the board's decision made by late April or early May.LDSB CANCELS APRIL CONCERT The Lennoxville District School Board has cancelled the third of three projected symphony orchestra concerts for elementary school children Originally, the school board had anticipated bringing some students to three concerts for a total of $1 50 per child However, the last two of the package have both been eliminated because school board officials believed the program selection to have been too complex for the children.Parents who paid for the package should be refunded in the near future, according to Hugh Auger.LDSB director-general For excessively high school taxes Knowlton residents told municipality to blame KNOWLTON - Brome Lake «Staff) — Sylvester White told nearly 300 Town of Brome Lake residents Saturday their school taxes have been appreciable increased because their municipality failed to ensure that evaluations were made at fair market value Mr White, deputy minister of the provincial education ministry, made his remarks in response to a petition initiated by the Citizens Reform and Advisory’ Group, which protested the sharp tax increases which have resulted from the municipality’s recently-completed scientific evaluation Wesley Hodgson, a group spokesman, drew attention to the surge in the municipal evaluation from $3 5 million in 1973 to $35 million in 1974 Suggesting the mill rate should have been decreased ten fold in order to compensate for the evaluation increase.Col.Hodgson said many persons had seen their school taxes increase by amounts between 200-400 per cent.“Because this area is a recreational site, taxes have gone up.but what has not been taken into account is the fact that it is packed with guys who are surviving on marginal incomes, and that these people have seen their land become too valuable for them to live on.declared Col Hodgson Calling the government the culprit, he called for two changes in the present taxation system First, in the immediate situation, he recommended implementation of negative factors by the town council, a solution which he predicted has little chance of being used In the second place.Col Hodgson supported the concept of a revised system in which the cost of education is borne by everyone through a direct income tax chip instead of by the property owners He asserted that only 30 per cent of the parents of children attending Massey-Vanier Regional High School actually own land In an interview with The Record, he complained about the government’s reactions to these criticisms The government always says that tenants pay for the schools through rents which pass on such expenses, but around here a person who wants to rent a place cannot assess any charges over minimum rental costs, he claimed James Boule, director of finance for the District of Bedford Regional School Board, which runs the schools and assesses the taxes in the area sees things differently It appears that the system is filled with fewer inequities now in the Town of Brome Lake than was previously the case If the evaluations had been assessed properly in the first place, there wouldn t be any of these problems now,” he contended Attributing the longstanding inequalities to social considerations’.Mr Boule declared that the average increase in taxes is 57 per cent For there to be an increase of that amount, with some persons paying as much as 400 per cent more, a significant portion of the population — as much as 10-15 per cent — must boast tax cuts.’’ he remarked Mr Boule also stated that the situation is not unique to the Town of Brome Lake since every one of the province’s municipalities must undertake to have a scientific evaluation performed by 1975, in accordance with article 373 of the education act and Bill 33 Even Col Hodgson, however, utirMed w> the fact that taxes have been low in the township His principal complaint centered on the fact that the increase has been too much too quickly i know at least two guys who are alreadv Using to sell their land because they can t afford to pay the taxes,” he asserted ”1 ask myself whether it isn't wrong to ask a fellow 65 or 70 years old to move and change his whole way of life After all.there are human considerations and this system doesn't take them into account.” From this point.Col Hodgson questions as to whether payment school taxes shouldn t stop when a certain age is reached There are people paying school taxes who haven't had children in school for 40 years Maybe they should stop paying for education when they reach retirement age," he commented “In the present situation,” Col Hodgson declared, “the only way to get anywhere is through the politicians so we’re going to put pressure on Glen Brown, our local MNA ALCOHOLICS Jacques Hillman, director-general of Davignon Regional School Board and director of education at Massey-Vanier Regional High School (MVRHS).respectively, and has demanded a full investigation of the school and school board Charging that there is a great chance that many students will fail their year, Mr.Reny claimed that 900 of the 1900 students attending the Francophone portion of MVRHS had been placed in wrong classes at the outset of the current school year Among other mistakes which he contended have been made by the school board were the failure to provide enough space for students in several courses; discriminatory allocation of 20 per cent of the recreational budget for four per cent of the student body ; and the failure of the board to account for expenditures in several of its budget categories Most important among the teachers' charges were the declarations that a major change in scheduli'ig calling for classes to run 78 minutes instead of 45 was not accompanied by provision for establishment of alternative pedagogical methodoldgy, and that teachers were threatened with being fired when they called for such improvements.According to Mr.Reny.the school board called a special meeting in which it singled out 110 positive’ teachers and 19 negative' teachers whom the board would make efforts to fire R L Brault, chairman of the Davignon School Board, told The Record that the school board had sent letters to all parents whose children are served by the high school, requesting them to contact commissioners should they be concerned about the situation According to Mr Brault, no letters have been received.Mr Brault refused to make any direct statement about the situation and neither Mr Barsalou nor Mr Hillman were available for comment University the patient had those teeth fixed.“So whether there are any abnormalities, any inflamed, diseased tissue, any decayed teeth, that person is going to be referred to a medical doctor or dentist for corrective treatment.’’ Mr Smith displayed what he said was a certificate of c \\ health signed by a co-op-e ting dentist—“We’ve got lots of dentists who are co-operating with us ”—that attested to the fact a patient’s mouth was healthy and gave permission for a denturist to make a set of dentures.France does like Trudeau in fight against terrorism By DONAT VALOIS PARIS (CP) — In much the same manner as the Canadian government dealt with the Front de Liberation du Quebec in 1970.the government of Prime Minister Pierre Messmer has outlawed four movements working for the secession of certain regions of France. The outlawed terrorist organizations are the two wings of the Front de Liberation de la Bretagne (FLB).the Basque movement Enbata and the Front Paysan Corse de Liberation.French police arrested numerous persons suspected of membership in the underground groups and of having taken part in bombings during the last few months In Brittany and Corsica, bomb attacks have been made on stores, police headquarters.administrative offices and monuments, but there have been no injuries The outlawed movements, the government said, have as their aim “injury to the integrity of the national territory,” and have entered into “permanent contacts with foreign associations or political parties from whom they receive support CITES PROPAGANDA To back up its claims, the government pointed to the various movements' propaganda-some of it two years old—to outline their “compromising dealings The objectives of Enbata, laid down in a pamphlet printed in 1972.the government said, include the creation of a Basque state We Basques are a people and a nation We are fighting on the separatist frontier in the north, which currently put the three provinces of Soule.Basse-Navarre and Labourd under the domination of the French state The Corsican group said in a statement last Jan.7: We consider ourselves in a state of conflict not against Frenchmen but against France Autonomy does not interest us we are for independence The two wings of the FLB— the Armee Républicaine Bretonne and the Liberation Nationale et Socialisme—have been equally vocal in their calls for independence Greeted with indifference— or at least without surprise -in the regions where they were operating, the decision of the government to outlaw the groups stunned other Frenchmen, who often had known little or nothing of the groups existence GOT LITTLE SUPPORT Observers said the influence of Enbata was small and its aims received little support among Basques living in the Pyrenees Mountains along the border between France and Spain.Enbata published a weekly newspaper whose circulation was less than 2.000, in which the group accused the government of driving young Basques from their native areas and bringing on unemployment and recession. The group also gave assistance to what it called political refugees from Spain.Nationalist groups seeking autonomy are among those who said the government's decision was a futile act, taken at the insistence of Interior Minister Raymond Marcellin, whose responsibilities include internal security and police.Nationalist groups said the government has bestowed on the outlawed organizations a legitimacy that their influence does not merit The government action had brought a wave of sympathy, not only for the outlawed groups and arrested terrorists but also for other ethnic minorities.ESTABLISH COMMITTEES Since the government action, committees of support for the revolutionary fight of Bretons, Basques and Corsicans have been established in many regions. The committees have denounced the “generalized offensive of French bourgeois power against the militants of national minorities and have called upon the people to “combat the offensive of the militia and carry the fight for the downfall of capitalism ” Sympathizers have painted slogans on buildings in Brit-anny and Corsica calling for the release of those arrested Nationalist spokesmen said that what the government is really fighting is the groups’ continual attacks on government centralism, imperialism and capitalism that keeps minority groups in an inferior economic and cultural position relative to other Frer V men Birchton J.A.Murray Many in the area enjoyed the play, ‘‘Annie, get your gun’ presented by the Alexander Galt Regional High School, when professions have said that anyone legally qualified to provide denture service just doesn’t need such a certificate ” HITS DENTURISTS Mr Smith said the denturists do not fit a patient with a partial denture and to this Dr Pownall replied They re doing it every day of the week I’ve seen their ads where they say they re doing precision partial den tures and if you re making up so-called precision partial dentures you have to cut the tooth structure l maintain that they have no training in the biological sciences, that if a person were working in my mouth 1 would want that person to know a little bit about bacteriology “ Mr Smith said there are 237 members of the Demur ists Society of Ontario operating 107 clinics throughout the province and that they are prepared “to go all the way in fighting the issue through the courts Mr Jewson said there are SM legally registered dental technicians in Ontario and that the society members are “fooling the public ” The press has gone on their side because they ve tried to give themselves the posture of being the under dogs “There’s a lot more to our craft than the fabrication of dentures 1 think the public deserves more than to consider whether they’re going to save $80 on an upper and lower If the government is going to allow this reactionary group to continue to give this service to the public, then we ve lost the criteria for developing craftsmen LACKS FORMAL TRAINING Mr Jewson served in the Canadian Army Dental Corps as a dental technician for 26 years before going into civilian service in a laboratory and said “I would not put myself on any kind of competitive step laddder with a professional dentist because I haven't had that kind of formal training And we «the BGDT) are not the lackey of the dental profession as some say We have never been involved in working directly with the public and we have no intent of getting involved in that.” The latest word is that the Ontario government is reviewing the situation and will permit denturists to operate independently, under licence, without supervision This is from sources close to the ministry of health, with no one being quoted TheAvanteVII •VJ ¦ " .iv- v For
