Estab lishment of a federal fund to help dairymen subsidize the price of exported powdered milk was described Monday by the Food Prices Review Board as another example of political expediency The board was com menting in a prepared statement on the announcement last Thursday by the Canadian Dairy Commission, sole pur chasing and marketing agent for milk The commission collected 45 cents a hundredweight from producers between April 1 and June 30 to help cover the losses incurred in finding export markets for surplus milk powder This was raised to 90 cents July 1.bringing protests from pro vincial dairy groups Most opposition came from the Quebec Industrial Milk Producers’ Association, which refused to collect the full amount The commission an nounced a 25-cents-a hundredweight refund, retroactive to July 1, as well as establishment of an “ex port equalization fund ” WOULD GET LOAN This will be used for subsidies when the dairy commission makes sales at less than the floor price set by the government If there is not enough money in the fund, established with the money collected so far from producers, the government will loan the fund money The maximum deficit will be $40 million over a five-year averaging period If the fund incurs a larger deficit, the levy will be increased Canada exported about $55.3 million worth of powdered milk in 1974 The review board
