or rechosen every four years Members of the Congress are also chosen or rechosen at this time—all 435 of the representatives and approximately one-third of the 100 senators.Every two years, between presidential elections, all the seats in the House of Representatives are up for grabs, and another one-third of the Senate seats.This is iron-clad law written into the Constitution.Thus every American who can add by twos and fours knows the year of every congressional or presidential election that will be held from 1970 to eternity.The underprivileged British have no Constitution.There is, however, a statute requiring a parliamentary election every five years.But the party in power may call an election at any time within five years of the last election, and usually does.This opens the possibility that a cagey prime minister could call an election at a time he was enjoying a peak of popularity, however unfair that might be to the party out of power iquaintly called “the Loyal Opposition”).In 1966.for example, only two years after having ousted the Conservatives, the Labor party called an election in order to beef up its narrow majority in Parliament.It doesn’t always work, though, as was demonstrated the other day by the “Truman-over-Dewey” upset by the Conservatives’ Edward Heath over Prime Minister Harold Wilson of the Labor party.The overconfident Mr.Wilson discovered that popular concern with rising prices, unemployment and the country’s growing racial problem ran much deeper than he, or the pollsters, appreciated.In America, by contrast, a president is stuck with a foreordained election Yet while he does not enjoy the privilege of a prime minister in being able to manipulate an election to take advantage of events, presidents (and congressmen) have been known to manipulate events to take advantage of an election—like ‘‘bringing the boys home” before election day, cutting taxes (or not raising taxes) during an election year and so on.In this respect, the advantages and disadvantages of the different systems in the United States and the United Kingdom would seem to average out.An incidental curiosity: In America, no man may by law serve more than two consecutive terms as president.In Britain, not by law but by just-reaffirmed tradition, no man has ever been elected prime minister three times.But wait a minute—no man has ever been elected prime minister, either.The candidates whom everyone knows are running for prime minister actually run for Member of Parliament (MPi from their “home” districts (where they may or may not have ' :• DOUGLAS FISHER Ed Broadbent wants to be known There was something indecent about Oshawa MI' Edward Broad-bent’s timing.In days heavy with political freight — Le Dain and a split Cabinet: Canadian Labor Congress versus Prices and Incomes Commission; Trudeaumania fighting inflationeers in Ontario’s heartland; and a big White Paper on unemployment insurance — Broadbent announces his candidacy for a dubious prize, leadership of the federal New Democrats.The convention is a distant 10 months hence.There’s no scramble of urgency in the nation over the leadership of this party, presently stationary somewhere between minor and major status.Neither in the nation nor in political Ottawa is there boiling interest in who will succeed T C Douglas.In the party itself I discern two assumptions: That David Lewis will succeed Mr Douglas, capping 35 years’ service at the centre of the party and its predecessor: and that there should be a contest, not an acclamation, in order to generate attention beyond the party in its leader and policies It’s unlikely.therefore, that there’ll be internal antagonism toward Mr Broad-btnt Stanley Knowles.Andrew Bre-win.Max Saltsman and Frank Howard seem ready to pass up the contest, the first two probably because of age.the latter two because of limited ambition.Mr Broadbent’s comparative youth (34) his pleasant personality.his PhD (political science), his obsession with policy formulation and his energy are his assets.His inexperience (only two years an MP» balances off what edge there may be in having a margin of 27 years under Mr.Lewis.The early declaration is easily explained, however.Mr Broadbent is not well-known to the membership He must travel much, exposing himself as a contender to dozens of riding associations and union locals — a route Mr Lewis has been treading since he became national secretary of the CCF back in 1938.Mr Broadbent believed that the sooner he became an alternative to Mr Lewis the quicker he’d find out the scope of the challenge he faces, for example with the leadership of the labor movement.Further.he’ll bring out soon the candidate of the radical waffle group Mr Broadbent has been busy in his two years as an MP but this is a Parliament in which even the veteran stars have found it hard to make a large, favorable impres-> on The Hansard index show's that he’s been on his feet as much as Mr.Lewis.He hasn’t had the same impact but neither has anyone else in his party nor in the other opposition parties.It’s unlikely that he’ll ever have the debating range and the sheer oratorical power of Mr.Lewis.But House performance isn’t as important as it was.Two criticisms of Mr Broadbent as an MP are that he tends to be woolly in expressing himself and he hasn’t the instinct for the jugular.criticisms that will never be made of Mr Lewis.Mr.Broadbent’s backers counter that his style is contemporary conversational in its range and fairness.They feel his expression of policy is couched more positively and less sanctimoniously than has been the party tradition.There should be few clashes between Mr.Broadbent and Mr.Lewis over policy.That phase of the leadership contest will be crys-talized by the waffle candidate, probably Professor Watkins.Nor do the two have differing views on party structure and organization and on the association of the labor unions with the party.In a recent book (The Anatomy Of A Party: The National CCF) Walter Young states the general problem of a political movement Mr.Y’oung traces the role of David Lewis as the key manipulator among the small dozen who provided oligarchic leadership in the CCF and launched the NDP in 1961.Mr.Young writes: “The NDP .is less democratic than the CCF’ because it is much less a movement than the CCF .the optimum political machine still remains as the elitist or caucus political party, in which the speed of decision and the alacrity of policy shift remain prime virtues.Winning elections is still the prime function of the political party.” I can’t quarrel with any of this.In it one can spot both Mr.Broadbent’s difficulty and his hope Mr.Lewis has been and still is far and away the crucial figure in the CCF-NDP oligarchy.The conception of the party in structure, policy and strategy has been more his than anyone else’s.To a degree he has been the history and the motor of the CCF-NDP.therefore.when he wants the leadership after a lifetime of service to the party, how can he fail to get it?There’s an analogy in the Ontario NDP.Mr.Lewis’ son.Stephen, roughly the same age as works consist of color wood block prints, mosaics, tapestries and many items made of Welded obsolete farm machinery, wire, nails.Film making and much more Part of the Gallery is also used as a work shop The Naeves have a most interesting beginning here, they call their farm, which is laid off in various sections.The Farm and Sea experience Here they accommodate a number of young people every victory here yesterday amidst a total absence of any real competition.Veteran Dan Gurney won it for the team, repeating his performance at Mosport two weeks ago, picking up an estimated $12.000 in prize money.and taking a commanding 40-point lead in the competition for drivers.After Jackie Oliver s Autocast TI-22 flipped over on the first lap.Team McLaren was left to decide the first two places among themselves, while the rest of the 22 car pack fought it out for third.But things didn’t go quite as planned, as Gurney’s feam-mate Denis Hulme was forced to drop out on the 50th lap of the 75-lap event with an oil leak and overheating problems.Gurney jumped into the lead after the rolling start, followed by Hulme, both driving immaculately prepared, bright orange.McLaren M8D cars.As
