hope can make inroads for the party in Montreal Y von Dupuis, once a federal Liberal cabinet minister who was forced to resign over charges of influencepeddling— he was later acquitted—won the leadership in a remarkable political comeback He represents political capital for the party because of a large and loyal following he built up during his years as a radio hotline host in Montreal after he left the Pearson government And his victory demonstrates what is seen as a growing element of conservatism in Quebec government.Violations drop Canadians SAIGON (CP) — Canadian and other ceasefire observers fan out in South Vietnam today amid mounting hope that peacekeeping machinery will become effective Reports of violations dropped Adding to the optimism was the prediction by Ambassador Michel Gauvin of Canada that a prisoner exchange, including release of two Canadian civilians, may start this week perhaps Wednesday Seven prisoner recovery teams are waiting to take off from fan Son Nhut air base, on the outskirts of Saigon, to supervise start of the repatriation As ceasefire violations declined.Gauvin presided Sunday at a top-level meeting between the four-country International Commission of Control and Supervision (ICCS) and the Joint Military Commission (JMC).“I was impressed and happily surprised.” Gauvin told reporters later He has acted as chairman of the Drugs seized BROMONT Que (CP) - About 450 pounds of marijuana were seized and two men arrested in a raid on a campsite here Saturday night, a RCMP spokesman said Sunday The marijuana was found in the false bottom of a trailer which, police said was occupied by a man.woman and three children It had come here through Considered an extreme conservative himself, he spoke of authority m his victory speech but said he did not stand for a fascist authority, an unreasonable authority, but a properly-constituted authority ” Mr Dupuis defeated Camil Samson, former Creditiste leader.Armand Bois, who observers last Monday NO TENSION Gauvin welcomed delegates of the United States.South and North Vietnam and the Viet Cong, at the Sunday meeting Continuing tensions were anticipated but Gauvin said later that was not the case at all ” All the delegates talked and mingled with each other I hope it’s a sign for the future.” There was greater tension outside the meeting as delegates were mobbed by reporters breaking through the guard made up of South Vietnamese troops and police.North Vietnamese and Viet Cong delegates smiled, shook hands with reporters and handed out North Vietnamese cigarettes The atmosphere seemed just as cordial inside the meeting hall with both Maj Gen Le in Bromont the U S.from Mexico The other man was from Montreal, police said The two were arrested while loading about 100 pounds of the drug into a car They were both armed but did not offer resistance Bromont is 45 miles southeast of Montreal the convention and 6.468 voted on the first ballot which was the largest Most political parties have their riding associations delegate voting members for conventions, but Mr Samson, whose support was at the grassroots level, made an open convention a condition for his return to the party last fall after leading a splinter Creditiste group since the previous spring It was almost inevitable at such a convention that charges of irregularities would come up.and Mr Samson charged Sunday afternoon that Mr Dupuis’ supporters were packing the convention Membership cards seemed to be available at the convention, although Quang Hao of North Vietnam and Lt -Gen Tran Van Tra of the Viet Cong anxious to make statements even before the official meeting began “Cameras and photographers surround us.not bombs.Hao said through his interpreter The peace agreement was signed in Pans.Now it is the objective of the parties to im plement the agreement correctly From the Democratic Republic of Vietnam side, we are determined to implement the agreement very correctly ” HUNGARIAN HURT Photographers at the meeting pushed forward so eagerly that a heavy television light stanchion was knocked over striking one of the Hungarian delegates on the head He suffered a serious gash After the meeting, which took place in Gauvin’s villa.Hao told reporters I am optimistic , things went very well It was the first trip into Saigon for the North Vietnamese and Viet Cong delegates who are living in an air force compound surrounded by barbed wire and air base guards All four military parties made statements at the meeting but there apparently was no discussion or requests for explanations Gauvin said all four parties stressed their determination to make the peace agreement work He informed the military delegates that the ICCS observers have decided to deploy teams to seven regional headquarters in South Vietnam today.voting rights were supposed to be accorded only to party members who joined before Jan *26 Mr Dupuis told a news conference after the convention that if any irregularities had occurred, they were the work of persons outside the party wh.wanted to barm the Creditistes TO SEEK SEAT He said he is prepared to seek a seat in the Quebec national assembly in any byelection in a riding of ' average Quebecers " But he would not ask any sitting member to give up his seat to open a place for the new leader He said Mr Roy would remain Creditiste house leader By CROSBIE COTTON Record Reporter SHERBROOKE Pete Sauer still remembers the day 22 years ago when he started as plant manager of a new shoe manufacturing plant in Windsor Mills The plant was called Prospect Sî«Aes.The owners put up $30.000 to get the company going and Pete Sauer added * a lot of energy, hard work and guts” In 1950 there were four employees but the company grew and when the owners sold out to Kaufman Footwear in 1966 the company, which had moved to new quarters in Sherbrooke in 1958.had 135 employees on its payroll.The company continued to expand and in January of this year there were 160 workers at the plant situated at 245 Frontenac Street NONE On May 5.1973.there won't be any Last Friday, Pete Sauer had to inform the employees that the Sherbrooke plant, which is only a manufacturing subsidiary of Kaufman Footwear, will be closing its doors on May 4 The parent company, which is situated in Kitchener.Ont .said the plant had become economically unfeasible.In a letter to the employees the parent company says the Sherbrooke plant would need to produce 2.200 pairs of shoes a day to continue operations However, the parent company points out that just over 1.600 pairs of shoes are produced daily which, they argue, is not enough Employees felt that the parent company had decided to close the plant because the employees recently succeeded in forming a union at the Sherbrooke plant he union which was certified in September last year, was still negotiating a contract with the company officials when the announcement of the plant’s closing was made DENIES RUMOR Fete Sauer denies the rumor completely I know that they didn t decide to close the company because of the union, he said They felt that our production compared to overhead costs was not high enough They wanted a higher production, he added Sauer is not talking as a comapny official.— he got his walking papers as did everyone else at the local plant Kaufman Footwear is amalgamating all its manufacturing units into one large complex in Kitchener The employees of the local plant will not be going to Kitchener ‘ There were no conditions made for employees to go to Kitchener,” Sauer said I know they wanted a mechanic but he won’t go ” Although all defeated leadership candidates rallied to the new leader, as they had promised to do in signed pledges, there were still doubts about the unity of the party Mr Bois came to the platform and shook hands with Mr Dupuis only after Mr Dupuis, already launched in his victory speech, reminded him “There’s still time to respect your signature The platform is here ' However.Mr Samson praised the Creditiste principles Mr Dupuis expressed in his speech There had been speculation that Mr Samson would again lead his supporters into a splinter group, as he did last year, but the former leader said he was staying in the party “I think there won’t be more than two percent (four employees) who will be able to go to Kitchener HARD TO RELIEVE Still Sauer finds it hard to believe the company is closing down He feels the local plant is still an asset to the parent firm and that it shouldn't be closed down The parent company thinks differently Plant buyer and cost accountant Miles Fareau agrees with Sauer He said Sunday that if the company had not been taken over by Kaufman Footwear it would still be making money today He feels that it is still worthwhile to keep the local manufacturing unity open In recent years the local plant has only been a manufacturing entity When Prospect Shoes was purchased by Kaufman all other departments, such as accounting and sales were disbanded The local company operated on an assembly line basis with the employees working nine-hour shifts Shoes made in Sherbrooke sold in stores for between $17 95 and $22 95 All were women's shoes Sauer spent much of his life involved with and committed to the company He grew I can still remenber when I started at 6 a m and ended at 11 pm at night, he recalled ‘EMOTIONAL THING’ Plant Manager Sauer only learned that the company would close two weeks ago “There were a lot of tears Friday but I can understand he explained It is a hell of an emotional thing.” It doesn t hurt that much when you think of some employees who have only been here for six months Christ, it isn’t the same for those who have been here 10 years “You develop much more than a working relationship with them, he added Still Sauer doesn't plan to abandon his employees All I can think about is the 160 who are out in the streets, he said You just can’t forget ’ OWN BUSINESS?Sauer is exploring the possibility of setting up a business of his own He doesn t have that much money but he has got an abundance of energy He still remembers the first days of the company He remembers, back in 1958 when he had to go to farms in Richmond county recruiting employees for the expanding Prospect Shoes plant Sunday, sitting at his home in Sherbrooke, he said T feel hurt for myself but most of all I feel hurt for the people who will be without jobs NEW LEADER DUPUIS 13 freight cars derailed in Megantic LAC MEGANTIC.Que (CP) — Thirteen freight cars of a CP Rail tram were derailed near here early Sunday No one was injured but the tracks were torn up for several hundred yards, a CP Rail spokesman said Cause of the derailment, which disrupted traffic for several hours, hes not been determined Traffic was expected to be :: rmal today The line runs between Lac Megantic and Jackman, Me Lac Megantic is about 88 miles south of Quebec City.Canadian POWs may be released SAIGON (CP) — The two (Canadian civilian prisoners held by the Communists may be released shortly, perhaps this week says Ambassador Michel Gauvin, head of the Canadian ceasefire observer force in South Vietnam Gauvin.who is also chairman of the four country International Commission for Control and Supervision (ICCS), was pressed by reporters to predict an exchange time after he submitted his second request for release of the Canadians Probably this week, maybe Wednesday,” Gauvin told reporters Sunday The two Canadians, among many Americans held are Marc Cayer of St.Raymond Que .a civilian volunteer teacher captured near Hue, South Vietnam, in 1968 and missionary Lloyd Oppel of Courtney, B.C , seized when a southern Laotian village was overrun last October Request for their release was made by Gauvin Sunday in letters presented at a meeting between the ICCS and the Joint Military Commission which is made up of representatives of North and South Vietnam, the Viet Cong and the United States SECOND APPEAL Gauvin said this was his second presentation on behalf of the Canadian prisoners He had made his first submission earlier last week He said arrangements are progressing for release of all prisoners civilian and military, held by the North Vietnamese and the Viet Cong In requesting freedom for the Canadians.Gauvin said he asked that
