Confused thinking on pipeline In his arguments supporting his demand that the City Council postpone any action on the construction of the Lake Mcmphrcmagog pipeline, mayoralty candidate Roger Gauthier has presented a rather specious case.Aside from his claim that the people of Sherbrooke must expect an increase in their tax bills to finance the several important projects the Council has undertaken in recent months, Mr.Gauthier maintains that the water problem can be solved by modernizing the chlorination system and that the proposed pipeline meets only one of the 113 points advanced by a survey into pollution problems.His claims for improving the chlorination system as a means of providing Sherbrooke with an adequate supply of potable water are based on the report of a professional engineer prepared in 1961, before the pipeline plan was seriously considered.But a detailed study of the report in question shows the engineer confined himself to dealing with the unpleasant taste resulting from chlorination operations.He did not advance recommendations covering the whole water problem, merely claiming the existing supply could be improved by new equipment.Chlorination undoubtedly kdls most of the bacteriological impurities in polluted water but it has little or no effect on the suspended impurities.Thus it is only a partial solution.Nor did Mr.Gauthier mention that the 113 recommendations on ending pol- lution contained in the survey prepared by The binancial Post of Toronto in 1963 covered not only water pollution, but also air pollution and excessive noise.He also failed to mention that many of the recommendations contained in the report covering water supplies generally arc being applied by the federal and provincial authorities.Already substantial steps have been taken in reducing the dumping of industrial waste materials into rivers and streams, municipalities are being forced to construct sewage disposal plants anil steps are being taken to prevent home-owners on river and lake shores from dumping refuse into these waterways.In the case of Sherbrooke experts are-agreed that the city had only two sources from which to draw its water supply -Lake Mcmphrcmagog and the Magog River.The latter already is badly polluted and is likely to remain so even after preventive measures have been taken.The quality may be improved but it is considered a practical impossibility to restore it to the point where it could be classified as good.On the other hand, Lake Mcmphrcmagog water is still classed as excellent with every probability that advanced thinking on the pollution menace will result in it being maintained in this class for years to come.Sherbrooke citizens have made their decision on the water problem and there should be no need to revive it as a political issue.?\t?tY l imes have changed.I\u2019wcnty years ago people worked twelve hours a day and it was called economic slavery.Now they work fourteen hours a day and it's called moonlighting.New welfare campaign for everyone In the field of charitable fund-raising, combining of many small appeals into one large appeal is becoming more and more common.Thus, in the Sherbrooke area, we have the Community Chest, which is currently conducting its annual campaign for funds on behalf of six local organizations.But in the Cowansville area, consolidation of fund-raising efforts has gone even beyond administrative unity and is cutting across religious and linguistic lines.This year, for the first time, the Cari-tas campaign for the Roman Catholic Diocese of St.Hyacinthe, which includes the Cowansville area, is being conducted for an entire range of social services which will be available to all, regardless of religion or language.The appeal has become, in reality as well as in effect, a Caritas-Red Feather campaign, with the members of all major religious denominations serving the organization.The 14 services, originally organized under the aegis of Caritas, constitute a comprehensive program of welfare benefits.In the past, it should be noted, this program has never discriminated against any individual on the basis of language or religion.But the organization of the program did not have the all-embracing character it docs now with regard to administration and fund-raising.The campaign, which will run from Nov.I to Nov.15 has a goal of $215,-000.It is money that is being solicited on the basis of a philosophy of community welfare which displays both logic and social responsibility.As a spokesman for the campaign said at a ceremony for the organization in Cowansville last week, both English and French-speaking people in the community have invested an interest in the campaign.The needs of an individual cannot be divided into different cultural backgrounds, Suffering is universal, and must be relieved wherever it is found.Conditions in different communities vary, of course, and what is possible and practical in one region is not always the best arrangement for another.But there is an important precedent in the field of voluntary social welfare being set in the Cowansville area; a precedent which all communities should
