its hopes of progressive co-ordin-ation of public welfare measures The crucial field of education would have to be left untouched by federal authority and blueprints for economic planning would have to be shelved.In short, Ottawa would have to bend visibly in the direction of Premier Manning's biblical concept of rugged individualism with which the real Socred chieftain defies the collectivization trends of the automation era in his oil-soaked kingdom of Alberta, I don't think the Government can go beyond paying lip service even lo the least innocuous aspects of such a kickback in social philosophy without antagonizing the majority of its supporters.To secure a reliable voting support from the NDP group, the Pearson team would, on the other hand, have to reorient its foreign policy and go farther in stale welfarism than it deems prudent at this stage of the country's socio-economic development.While some acceptable compromise might be worked out with the NDP\u2019s neo-socialist doctrines in domestic affairs, it s impossible to visualize how the Pearson-Martin concept of Canada's role in the international field could be reconciled with the hopelessly unrealistic views of Tommy Douglas.David Lewis, Colin Cameron and Bert Her-ridge.A SECURITY ISSUE The nature of the unbridgeable gulf between the Government's foreign policy and the NDP views on this subject of paramount importance to Canada's security was freshly demonstrated by Mr.Douglas when, dealing with the conflict in Southeast Asia he said in the House last week: \u201cCanada\u2019s best role is not to defend United States policies in Vietnam, as the Prime Minister and the Leader of the Opposition have done from time to time.\u201d According to Mr.Douglas Canada should \u201curge the U.S.to accept a strict adherence to the Geneva Agreement, which means an eventual withdrawing by the U.S.of its troops from Vietnam in order to allow the Vietnamese themselves, by free elections, to decide what form of government they will have and whether or not North Vietnam and South Vietnam shall be reunited,\u201d A statement of this kind, made at the Unie of a massive but apparently unsuccessful American peace efforts, betrays such an abysmal ignorance (or misinterpretation) of the Vietnam war, that no Government-NDP meeting ground in foreign policy can possibly he found.Even though Mr, Douglas may not realize it, what he is advocating is appeasement and eventual surrender to Communist aggression, which no Canadian Government can contemplate even for the sake of saving its political
