commission on divorce has been asked by the marriage lawT reform society to recognize mutual consent and breach of faith as the principal grounds in future on which divorces would be granted in Britain.Adultery, desertion and cruelty-are the chief grounds under exist-1 ing law.The proposal was submitted by the society in a lengthy brief em-j bracing a series of far-reaching i recommendations.It also suggested abolition of the three-year period before divorce proceedings are admissable, intervention of the King\u2019s proctor and the decree nisi \u2014an order for divorce if not challenged within six months.Divorce by consent, the brief contended, should be permissible as being the most rational and decent way of determining a marriage that has failed.But it also urged that imprisonment be added as an extra ground for divorce and that adultery and cruelty be redefined.It was argued that injury to health should cease to be an essential condition to a charge of cruelty.But by amending the law it should expressly include habitual drunkenness, communication of venereal disease and cruelty to children.Other recommendations called for the abolition of damage claims for adultery, granting authority to the courts to impose maintenance payments on co-respondents and a law making women equally responsible for the maintenance of illegitimate children.Reform powers and Russia is a dead letter.Dec.21 was a significant date in the treaty s history.By that time Italy had received approval from 10 signatories for treaty revisions releasing the country from Washington\u2014(NEA)\u2014Biggest argument over renewal of price control legislation is apt to center around the Capehart and Herlong amendments.President Truman\u2019s message to Congress gave them special treatment as \u201cbad legislation.\u201d Florida Congressman A.S.Herlong\u2019s amendment guarantees wholesalers and retailers their pre-Korea percentage mark-ups on profits.This tends to pyramid cost and price increases, instead of limiting them to fixed dollars and cents amounts.Indiana Sen.Homer E.Capehart\u2019s amendment is the more complicated and controversial of the two.It permits sellers to apply for price increases based on cost increases prior to July 26, 1951, The Office of Price Stabilization was trying to hold prices in line with costs as of Jan.26, 1951.The Capehart amendment in effect gave business an additional six months\u2019 allowance on cost increases.When Gov.Ellis Arnall of Georgia was being examined by the Senate Banking committee to confirm his appointment as Director of Stabilization, Senator Capehart defended his amendment.He said the whole price control law was good and it had been well administered.tP Defends Congress On Price Controls The Hoosier Senator said Congress had always been ahead of the President on price controls.He accused the President of having done nothing about controls from September 1950 to January 26, 1951.But since that latter date, prices had advanced only three per cent.Referring to President Truman's half-dozen examples of price increases under .the Capehart amendment, the Senator said the President could have suspended those increases if they were \u201cunreasonable and execessive.\u201d Senator Blair Moody of Michigan nailed Senator Capehart on that one.Senator Moody pointed out that under the amendment, the President had no authority to suspend the price increases themselves.All he could do was suspend the claims for unreasonable and excessive increases in costs.As a matter of fact, nobody knows what effect the Capehart and Herlong amendments have had on prices.OPS is now trying to find out.But all it has now is the few examples given the President for his message to Congress, asking for repeal of these amendments.Up to now, only 1194 manufacturers have filed papers for Capehart amendment price increases.They cover 4777 items.There are between 400,000 and 500,000 manufacturing firms in the U.S.They may make several million lines of products.It is therefore apparent that less than one-third of one per cent of these firms have applied for Capehart amendment increases.Included in these applications are 160 for machinery price increases, 32 for forest products, 219 for food products.79 for consumer soft goods such as wearing apparel, 788 for consumer durable goods such as household appliances, 467 rubber, chemical and drug products, and 3032 industrial products.The big item in the last, category is automobiles.President Truman's message estimated that Capehart and Herlong price increases would cost auto buyers $400 million dollars next year.No One Knows Actual Cost Increase This figure is largely a guess that auto prices will be increased by five per cent.But nobody knows, because not all the auto companies have as yet had their increases approved.Also, their1 price increases have not been reflected at retail.OPS has turned down a number of applications for Capehart and Herlong price increases be-caus they were submitted with incomplete cost accounting data.Still other applications have been cut back from say 8 or 10 to 5 per cent increases.One reason there haven\u2019t been more applications for price increases under these amendments is that so many firms do not have accurate cost accounting systems, Also, OPS forms 100 and 105 o% which
