convention opens April 5, the final week of March and the first few days of April may see an invasion of contenders into this district Three of the 12 nominees External Affairs Minister Paul Martin, Consumer Affairs Minister John Turner and Eric Kierans, a former Quebec cab inet minister \u2014 have already been in the Sherbrooke area meeting with the delegates in an effort to line up convention support Transport Minister Paul Hell->er whose earlier planned visit was cancelled because of the parliamentary crisis in Ottawa has re-scheduled the trip for Sunday March 2-t, when he will be guest at a reception at the Reform Club at 5pm Mr Kierans, whose freedom from parliamentary duties has given him an opportunity for continuous campaigning, is go mg over much of the territory he covered night blocking 50 per cent of the city\u2019s side streets and causing Sherbrooke Transit to rush in 15 extra school buses for use this morn ing.The storm started at approximately 6 p.m.last night and appeared to reach its peak around 1 am.today before petering out about 6:30 a.m.The city roads department said this morning that all main arteries were clear and all side roads were in passable condition by noon.The Sherbrooke Transit Company had a hectic morning in the city with reports that alt regular buses were running late, and four or five buses were unable to travel their usual route due to blocked roads.Fifteen extra school buses were sj>ed into service and two or three were unable to pick up the school students.However, the situation was remedied by noon There were no major acci-dents in Sherbrooke or throughout the Townships last night despite the poor visibility and drifting snow caused by winds which at times reached a velocity of 23 miles per hour.All municipal inflationary pressures Louis Rasminsky said in his am.ual report there are a few hopeful signs the country is beginning to arrest the price increases that marked the economy last year.Yet wages and salaries continue to increase at \u201cvery high rates,\u201d frustrating a return to price stability and a \u201cmore vigorous rate of expansion of the economy on a non-inflationary basis.\u201d In phrases echoing those of Finance Minister Sharp, the centra] bank governor said direct fiscal and monetary policies will not be enough to meet the problem of excessive price increases.ASKS RESTRAINT He urged governments to press powerful groups in the economy to restrain their demands for increased incomes.It appeared to be another call for the kind of wage-price guidelines promised by coincidence Tuesday in a speech Prime Minister Pearson deliv ered to the Commons about an hour after Mr.Rasminsky\u2019s report was formally tabled in the House.Mr Pearson outlined the program that a government wage-price review agency will follow in submitting major decisions of business and labor to analysis and public discussion.The Rasminsky report offered creases have been lower during the 19(>(ls in Canada than in other major industrial countries with the exception of the United States.Tax proposals rapped OTTAWA (CP) \u2014 The government trotted out its proposed prices and wages review board for Commons inspection Tuesday only to have the opposition judge it unfit for competition.Prime Minister Pearson entered the debate on Finance Minister Sharp\u2019s latest tax bill \u2014to levy a three-per-cent surtax on corporation and personal income taxes to outline the new board\u2019s role.The opposition heard him out.then responded with blistering criticism of the board and the tax proposals generally.The Commons was to continue with second reading debate on the bill today.Mr Pearson said the propos e d board would move quickly in an attempt to curb inflationary moves by business and labor.The agency will: \u2014Analyse the nature and probable effect of \u201cmajor decisions affecting prices, incomes and costs\u201d and where necessary subject them to public review and criticism; \u2014Discuss price and cost problems with representatives of management, labor and consumers \u201cin order to clarify the issues involved and insure that, before major decisions arc reached, all concerned are aware of these issues and that the public interest is taken into account.\u201d The agency\u2019s precise terms of reference, Mr 1\u2019earson said, will be determined after consultations with interested parties including the provincial governments, leading elements in the labor movement and industry and professional associations.But Canada must do better.It is a matter of \u201cgreatest importance\u201d to taper off the increases in costs and prices.Major wage settlements in 1967 continued to provide for annual increases of at least eight per cent\u2014far ahead of gains in output, and therefore inflation ary.PROBLEM WIDESPREAD Happily, said the report, other countries also face inflation and Canada has not lost its competitive position in world trade.In fact, there was an extraor dinary improvement last year in the deficit on current trans action with other countries The current account deficit as announced last week dropped to $425,000,000 from $1,140,000,000 in 1966.The report said the deficit represented only two per cent of the total output of goods and services in the economy, compared with about 4l/t: per cent when conditions were similar in the mid-1950s in brief Quebec to acquire Dosco steel mills?MONTREAL (CP) - A Quebec government decision on a Sidbec report on the feasibility of acquiring steel mills from Dominion Steel and Coal Corp.Ltd.may not be reached before mid-April.But the report, whose details were not made public, apparently touched off some sudden activity in Dosco shares on the stock market.A government spokesman said Tuesday the report by Sidbec, set up by the provincial government in 1964 as a proposed steel-making concern, now is in the hands of provincial authorities.The spokesman said, however, it is doubtful whether much serious consideration to the Sidbec study will be given before the Quebec budget is brought down, adding that it may be mid-April before any decision is reached.Premier Daniel Johnson authorized Sidbec last November to look into the possibility of coming to terms with Dosco Stock market analysts attributed Monday\u2019s sudden interest in Municipalities calling for the provincial government to turn over exclusive use of the property tax to municipalities in return for revenue from the sales tax from municipalities Last January 15, Mayor Na- deau told newsmen his proposal for exclusive use of the property tax by municipalities had been accepted \u201cin principal\u201d by a high proportion of members of the bureau of Administration of the Quebec Union of Municipalities.The Mayor had just returned from a meeting of the Union the previous Saturday January 13.However, nothing more was heard of tax proposal and it became a quiet issue in Sherbrooke until yesterday when the Mayor left for Quebec.Late last month the Mayor said he would make a determined effort while in Quebec this week to obtain the complete $100.000 federal-provin- cial centennial grant for the city\u2019s waterski pavilion.He has said that he will meet with centennial commission officials to fight for the grant.But.if efforts fail here,
