R.B.Baillie, Commissioner of Motor Vehicles for the Province of Manitoba and chairman of the Canadian Highway Safety Conference’s Committee on motor vehicle administration. The happy, well-adjusted driver is usually a safe driver, he observes, but being happy does not mean being slap-happy.The driver who gets his cheer from the bottle or who gets kicks from showing off has only a shallow appreciation of happiness. The motorist who welcomes a holiday outing as a pleasant relaxation takes pains to make it enjoyable. He never makes the mistake of starting the trip while he is tired, nor does he allow Republicans Democrats in the United States are jubilantly looking forward to major gains in the mid-term Congressional election* next year following their upset victory in Wisconsin this week.Chances are that the Democrats, who already control both the Senate and the House of Representatives, will pick up even more seats. The Wisconsin victory, in a byelection to fill the late Senator Joseph McCarthy’s seat, was an upset for two reasons. The state has not elected a Democratic Senator since 1932.The Republican candidate, former governor Walter J.Kohler, was a popular and respected Eisenhower Republican who had twice defeated the Democratic candidate, William Proxmire, in elections for the governorship.Republicans blame dissension with in their party for the defeat. But it goes deeper than that. The Republicans are a divided party largely because they have no strong leader to keep them together.President Eisenhower, who won re-election to the White House despite » Congressional victory for the Democrats.is not a professional politician.Holiday Driver himself to become overtired during it.The happy driver has learned to avoid monotony. When even faintly dulled by boredom he knows that a pause for relaxation and a cup of coffee will restore his good nature and keep him alert. When this happy driver is the father of a family, he protects the children from the dangers of falling out by keeping the car doors locked.Never does he lose his temper.Knowing that he himself can make mistakes, he refrains from bawling out other drivers.Nor does he let himself become impatient. In a moment of impatience the ill-adjusted driver has been known to swing out of line and accelerate himself to death on the wrong side of the road.On The Wane That is one reason for his personal popularity, but it is also one reason why his party is leaderless.Under the two-term limit imposed by a jealous Congress largely because of the late Franklin Delano Roosevelt's four straight presidential victories.President Eisenhower cannot run again. The top men in the Republican party, Nixon, Knowland, Knight and others, are therefore scrambling for the nomination in 1960.The President s authority is being undermined by his own lieutenants.Unable to wield political power like a club, Eisenhower is lacking in the sharp political understanding that is necessary to persuade his fellow Republicans to work with him.Eisenhower says that he is disappointed greatly in the record of the Congress in 195 7.Much of his program has been shelved, watered down or beaten. The people seem to be disappointed too, but their disappointment is directed at Republican leadership as a whole.Wisconsin’s vote is an indication of what this may mean for party fortune* No ise Rome has become aroused over its street noises. The act of an hotel ewner, his accustomed bearing described as polite, calm and peaceful," has brought realization of what noise can mean.'This ordinarily peaceful man shot two youths recently, killing one and wounding the other, when they refused to stop testing a motorcycle outside the hotel one night. They were roaring up and down at full speed with the exhaust open and it was not for the first time.Rome’s newspapers have in consequence demanded an all-out war on noise-makers, particularly "the savages of the road." They speak of trolley buses, street cars, trucks and motor scooters roaring over the roads and braking with nerve-shattering grinds.A little self-discipline and the noise, the papers urge, would be greatly reduced.Rome s noise situation may be bad but dweller* in millions of homes in Canada and the United States have their share of night clamor much of which is unnecessary. And it does not require a testy individual to conclude that "there should be a law" against cars without mufflers and noisy trucks.Sleep tests have proved the potency of noise in breaking rest.It is more difficult to gauge in daytime waking effect on nervous persons in particular and the population in general. But this is probably greater than is usually recognized. When half the hospital cases in the United States and Canada are in the mental column, as is true today, the time has come when there should be serious study of the effects of noise.Limitation of nerve-wracking sounds night help prevent a great deal of mental trouble.Experts and law-makers can help.So.too, can the general public.COUNTING THE DAYS (Ottawa Journal) It's just a matter of days now — week after next the schools will emerge from their Summer hibernation and some millions of young Canadians will return to their classrooms. There is a tradition that boys and girls dislike school and approach with dread and trepidation the renewal of their studies. We suspect that is no more than a legend.Everybody likes a holiday but 10 solid weeks of vacation is a good deal for the ordinary active youngster.Hosts of teenage boys spend the long vacation acquiring their first knowledge of business, running errands for a business office, (remember the chap who was office boy for an attorney's firm and polished the handles of the big front door so diligently that he came to be ruler of the Queen's Navee?) delivering parcels for the corner store, juggling with bottles and cartons in the supermarkets, carrying newspapers, and it ia good for them. They begin to learn that money they earn has a special significance — and that money Press Comment ! does not grow on trees. They learn to work in harness and , to accommodate themselves to I office routine and discipline.Unfortunately there are few such opportunities for their sisters, and come mid-August and the girls begin to find the beach an old story or Grandfathers farm losing its novelty. The schools today are pleasant places, the hours arc not too burdensome, they have an attractive social life of their own, and we think most students will return to them with eagerness. As for the youngsters registering for the first time they arc entering upon the great adventure of life and they will be happy about it.ON HAND SIGNALS (Brandon Daily Sun) The modern desire to avoid physioil
