A spokesman for the Seafarers\u2019 International Union of Canada says Leonard (Red) McLaughlin of Montreal is assured of another three-year term as SIU president in Canada with the majority of returns now-counted.The spokesman said only 400 votes\u2014from the West Coast region\u2014remained to be counted Wednesday night, and Mr.McLaughlin held a 600-vote margin over his opponent, Rod Hei-nekey of Vancouver.Mr.Heinekey, national executive vice-president of the union under Mr.McLaughlin from January, 1965, to October, 1966.when he resigned and returned to his former union post in Vancouver, heads a three-man opposition slate of candidates seeking to unseat the present SIU administration.But the spokesman said Wednesday night Roman Gra-lewicz and John Royce, incumbent executive vice-president and secretary-treasurer respectively, are in no danger of losing their posts to Norman David of Vancouver and Angus Cameron of Halifax, both on the Heinekey slate.FOUR UNAPPOSED He said four other men have been acclaimed to their respective posts of the 10-member national executive board of the SIU.which includes six regional vice-presidents, a director of contract enforcement, the executive vice-president, the secretary-treasurer and the president.Those acclaimed were: Roy Willis, formerly of Port Arthur, Ont-, and now living in Vancouver, as West Coast vice-president: Ray Doucet, as Quebec City vice-president.Fred Outh-ern of Halifax, as Atlantic region vice-president; and Bill Glasgow of Thorold, Ont., as director of contract enforcement.Voting in the SIU elections took place over a six-week period from Oct.1 to Nov.15.The SIU in Canada has about 8,000 members, but only 4,500 sailors were eligible to cast ballots under provisions of the union\u2019s constitution.The spokesman said about 3,-200 ballots were cast across Canada, but sufficient returns had been counted since Nov.20 to allow him to say that none of the incumbent members of the national executive board will lose.A full and official count would be available early Friday.There were 234 names on each ballot for a total of 19 different posts within the seafarers\u2019 union.Mr.McLaughlin has been president of the SIU in Canada since 1962.Little progress MONTREAL (CP) -
