Natural Products Marketing Act, Condemns Granting Autocratic Powers to Bodies Apart from Parliament \u2014 Co-Operative Common-Wealth Forces Support Government\u2014Senate and House Committees Continue Work.A NOTORIOUS CHINESE REBEL REPORTED KILLED I i I Ottawa, April 20.\u2014Described alternatively as socialistic, unconstitutional, a violation of liberties cherished for generations and as a matter of simple necessity the Government\u2019s Marketing Bill oontinues its slow progress through the House of Commons.It has yet to receive secopd reading.Yesterday the House of Commons witnessed the Co-Operative Common-Wealth Federation and Ihe Conservative party ranged on one side in support, of the bill against an embattled opposition led by Rt.Hon.W.L.Mackenzie King, Liberal leader.Mr.King in a lengtthy speech denounced the bill as a negation of parliamentary government, as a step which would destroy liberty, ambition and individual initiative and moved an amendment declaring the policy of the Liberal party in the matter of marketing.The amendment would defeat the bill and it declares the House is ready to proceed with a marketing measure which would not confer unusual and autocralic powers on bodies apart from Parliament.From J.S.Woodsworth, loader of the C.C.F., came the assertion the bill was the introduction of Socialism.He congratulated the Government on the adoption of a part of the C.C.F.platform, although most of his speech was devoted to criticism of terms of the bill.The one satisfactory thing from his point of view was that it committed the Conservative party to the control of industry.He thought it should go further and apply to all products instead of being limited to natural products.Robert Gardiner, leader of the United Farmers of Alberta, and ^\t' spokesman for the farmer wing ol.i nm.* w w., w .wv the C.C.F., endorsed the bill.He was I pill JI pi Ay |V prepared to support experiments on | a substantial scale in an effort to work out a system of marketing which would give the producer a fair show.Conditions had changed in recent years, said Hon.H.H.Stevens, Minister of Trade and Commerce.In criticizing the bill, Mr.King appeared to have forgotten the world was passing through an economic crisis.The doctrines of government and of trade propounded by the Liberal leader might have fitted in well in some period before the war.The bill was simply an effort to secure for the producer of natural products a measure of control over his products.The agriculturists of Canada, almost fifty per cent, of the population, were laboring under a price condition which made it almost impossible for them to carry on.This was due mainly to two sets of factors, said Mr.Stevens.The nations of the world, impelled by fear or necessity had erected barriers to trade, quotas, high tariffs and embargoes ahd disrupted trade.Moreover the internal economy of Canada, as well as of other nations, bad been disturbed.A potent factor in this had been the growth of huge corporations for the marketing and processing of farm products.Control had passed from the hands of the producer into the hands of the processor and the Government planned by the bill to right this condition.It was true the bill was unusual but the people were looking for something out of the ordinary.To Mr.King's references to the history of parliamentary Government, the Magna Charta and the Bill of Rights, Mr.Stevens\u2019 answer was \u201cwhat has that got to do with the price of eggs or butter?\u201d The measure, argued Mr.Stevens, was no greater violation of the principles of parlianiehtary government than many regulatory acts now on the statute books.The Relief Bill, subject of the last long debate in the Common?, received third reading in the Senate be the result of ill-treatment and lack of nourishment.The child died last Saturday after drinking a large quantity of coal oil, a verdict of accidental death being rendered by the coroner of this small Quebec village, sixty miles from Montreal, between Huntingdon and Hemmingford, Que.On Monday the funeral was held and the child buried.Investigation by a Provincial Police detective revealed the child drank the coal oil when her cries for water went unanswered.Dr.Rosario Fontaine, Montreal medico-legal expert, performed an autopsy yesterday and stated death was due to ill-treatment and lack
