Dxar Six,\u2014You were kind enough last autumn to insert a letter for me in yonr paper, in which 1 expressed my fears that the population of these islands would be greatly distressed during the approaching long winter.I am, therefore, emboldened from your last kindness, to ask you to insert the following lengthy one, in the hope that it may draw attention hnd sympathy to our condition.I am sorry to say that my fears were not unfounded, for we have had a severe time of it in every way.Our winter set in early in the month of November, with days and weeks of successive snow storms and cold biting winds.By the end of November ail our inner harbors and lagoons were frozen solid ; and by the end of December one could make the circuit of the whole group of islands in a cariole.A few weeks later and our Island borne was entirely fsoaea ia.As far as th* eye could Tfarh'anmse the dreary gulf, there was nothing to be seen but one field of piled up ice\u2014the turbulent waters were still.As our winter began, so it continued all through, even up to the 7th of April.Cold aud snow, snow and cold, the only change being a little more cold.This made one fear that there was going to be no end to our dreary winter, but it has at last come.Our mountainous ice fields have taken their departure through the gulf, to perish amidst the warm waters of the deep Atlantic ; and we are free, free to hold communication with the living outside world.The warm son of May is fast melting onr deep snows and breaking up our inner harbors, making them impassable with a cariole.The distress among the poor inhabitants here this winter has, in cases, been heart-rending.We have only four months of fishing time to provide for the remaining eight of the year.Last season the whole thing was a failure, many of the people, out of six weeks got only three days\u2019 fishing ; the weather was so boisterous that they could not get ont their boats.The consequence was that they were unable to meet their merchant\u2019s bills, and bo lay in a winter stock of floor, or get credited with any daring the winter.Many at its com~ mencement were without a pound of flour in their houses, but few potatoes and leas quantities of herring.With regard to the latter it is more or less so every year, for when these fish strike in here, the people, in cases, have not the salt for preserving a winter stock, much to the discredit of some of their merchants.So that many have been next door to starvation, and were only kept from it by the ill-afforded charity doled out to them by their more fortunate neighbors.How some have made ont daring the put six months, l cannot think I Some, I feel sure, have lived almost wholly upon rotten herring, \u2018to their hurt, getting a t&ste of flour only once in a while, and this at the houses of others.The mer-chants here have been greatly tried, and their little stocks made goed ase of, although some were hard hearted enough to refuse them goods.The English merchant at House Ear-bor has been completely drained of everything; owing, it is supposed, to the great quantity of ice formed in the Gulij and grounded aroond these Islands, so that it did not admit the approach of the seal ice brought down by the wind and current from the St.Lawrence and Labrador.Last year npwards of 11,000 were taken.^ This winter not a dozen, in spite of the vigilance of these intrepid catchers So that this has helped to aggravate the case.Unless seed can be procured and planted, next winter threatens to be worse than this one.At the close of the navigation last year, we heard that Mr.Fortin, late commander of the revenue cutter La Canadienne, b\\xt now a member of the house at Ottawa, had obtained a supply of flour to be distributed along tbe Gulf coast and part to these islands.Our share has not, as yet, reached os.I only hope, with others, that instead of floor, he will send us seed.He knows our wants, if it be not too late.Tbe Government ought to take*Lhese Islands into consideration every year, by the appointment of a committee to report to them of their condition, and if necessary send seed supplies here before our navigation closes.Our situation in the Gulf is snch, that before we can get news from Quebec, our winter has shut us io, and so left us helpless.Even If a few hundred barrels of potatoes were sent here for distribution to the Priests and to the Anglican Missionary, who know the w.ints of their people, and who are called upon to bear the heaviest part of the burden, they would help in a great degree to mitigate our distress.We have had no cases of actual starvation ; there are too many c&ttlo on the Islands for anything of that kind to take place.But were the people compelled to kill them, the following winter would be far worse, for they would then be deprived both of food and raiment.Owing to tbe length and severity of the past winter, fodder also for the cattle has been scarce ; both man and beast have alike suffered.In addition to our poverty, and partly as a consequence, we have had a great deal of sickness, and, far worse, a great number of deaths In twelve months npwards of 170 have died out of a population of 3,600.A great many of them have been old people, many children, and a great number of robust men, andyoong mothers.At present there evidently appears to be a disease among the young mothers, for several have died after the second or third day Many of the people do not appear to have the animal strength to carry them through a severe attack of illness.We have do doctor, and seem to be entirely neglected.The only aid at present to be got here is from the Collector of Customs and tbe Anglican Missionary ;
