Fondé en 1847 par Robert Middleton et Charles Saint-Michel, ce journal est d'abord connu sous le nom de Morning Chronicle. Son programme éditorial est tourné vers les intérêts britanniques, ce qui plaît aux conservateurs et aux impérialistes. Toutefois, cela n'en fait pas une publication politique pour autant puisque l'on y évite les longs éditoriaux et les sujets polémiques, probablement pour se différencier du Quebec Gazette, ancien employeur de Middleton et féroce concurrent. Le contenu est plutôt centré sur l'actualité (majoritairement en provenance d'autres journaux anglais et américains), sur la vie commerciale et maritime, ainsi que sur la littérature (peu présente pendant les premières années). La ligne éditoriale du journal est définie comme suit : « [.] in the management of The Morning Chronicle we shall, therefore, begin by simply declaring, that, as we glory in our connexion with the British Empire, it will be our undeviating aim and unremitting endeavour, to create and foster a cordial attachment to those time-honoured institutions which have made her so illustrious in the annals of the world ». (May 18, 1847, p. 2)

Sous Charles Saint-Michel (1849-1860), le journal devient le porte-parole des aspirations de la bourgeoisie commerciale anglaise et les sujets politiques prennent une part plus importante. L'esprit protectionniste, rattaché au torysme, teinte la rédaction. Durant la période de la Confédération, le Morning est utilisé comme tribune pour faire la promotion des idées de John A. Macdonald. Toutefois, l'attrait premier du journal reste avant tout la vie relative au commerce. En 1874, une fusion avec The Quebec Gazette met fin à une concurrence jugée ruineuse. Fondé en juin 1764, c'est l'un des plus vieux journaux d'Amérique du Nord. Une nouvelle entente survient en 1924. Pour mettre fin à une concurrence qui les affaiblit, le journal alors connu sous le nom de Quebec Chronicle and Quebec Gazette et le Quebec Daily Telegraph (fondé en 1875 par James Carrel, il défend les idées populaires et est reconnu comme étant libéral) s'associent et deviennent le Chronicle Telegraph. Les nouvelles prennent une place prépondérante dans les colonnes de la « nouvelle » publication. À partir de 1934, le journal est connu sous le nom The Quebec Chronicle-Telegraph. Il paraît toujours aujourd'hui. confiscation of municipal rights, the suppression of the Courts oi the land, the vesting of judicial powers m the Executive, and the introduction of direct taxation ; and the policy of the Joly Cabinet, coni{>ort-ing respect for municipal rights, the maintenance of jndicial functions distinct from the Executive, the completion of the great public works to which the Province stands committed, and retrenchment m the public expenditure so as to permit of the administration of affairs without the necessity of additional taxation.It is to be hoped the issue will be manfully and fairly met at the polls.There esn be but one opinion, that if the July programma can be successfully worked out, it will be the duty and interest of the people of this Province to heartily support the new administration.What are the great public works to which the faith of the country stands pledged?the railway system, which is destined to develop the vsst resources of the Province.Some three millions transfer of the Quebec, Montreal, Ottawa and Occidental Railway to the Dominion should therefore be seriously considered and discussed at the coming Local and Federal elections : no more momentous questions oan engage the attention of the peeple.The advent of the Joly Cabinet must necessarily facilitate the opening of negotiations with the central Government : the Province has probably suffered in the past from the very unfriendly relations which existed between tbe DeBoucherville Cabinet and the Federal authorities.In 18T5 Mr.Joly submitted in the Legislative Assemby a resolution declaring the Provincial road to be more properly a Dominion work, and a portion of tbe Canada Pacific Railway.it now devolves on the Joly Cabinet tq follow this .up by serious negotiations with the Ottawa Government.It is easy to understand, that were these negotiations carried to a successful issue the Province of Quebec would be extricated from a somewhat tempo-.'ary difficult position, and an era of prosperity would be inaugurated which would entitle the Liberal party to the hearty support of tbe people of this Province.Let, therefore, the issue between the DeBoucherville and Joly Cabinets be manfully and fairly fought out at the polls : let false issues, false statements and religious prejudices be discountenanced with firmness.Let the Joly Cabinet be accorded (as they are consUtu^on&lly
