accounts of the actions of the Gormans during the recent troubles in Cameroons territory from those heretofore made public.The trouble originated between a German trader and natives, who fina ly disembowelled the German and cut .ff his head.When the German men-of-war inaugurated the bombardment as a punishment upon the natives, no attention was paid to the rights of foreign re idents at the mission.Several houses belonging to and occupied by English traders and missionaries were demolished and one British subject was severely wounded.When the Germans lauded they searched indiscriminately all premises for refugees and arms.The re silence of the British Vice-Consul was ruthlessly invaded despite his protest.In many cases English merchants and missionaries were compelled to submit to a search of their premises at the point if the pistol.There is a well-defined report that the authorities are to-day considering the question of treason or libel in the following sentences of Hamilton, Jan.27\u2014The Synod of Niagara met to-day at Christ Church Cathedral School-house, to elect a Bishop for the Episcopal diocese of Hamilton.Up to the time of adjournment for tea, four ballots had been taken, with Mr.Hamilton leading and Dean Carmichael next.The candidates voted for at the Synod of the diocete of Niagara here to-day, for Bishop of Niagara, were Dean Carmichael of Montreal, Rev.Charles Hamilton of Quebec,Bishop Sullivan of Algoma, Rev.Dr.Mackridge of Hamilton, Rev.E.P.Crawford, Principal Lobley, Rev.Archdeacon Dixon of Guelph, and Canon Dumoulin of Toronto.Eight ballots were taken ; necessary to a choice, 28 Clerical and 25 Lay votes.The Rev.Charles Hamilton was elected, securing 41 Clerical and 25 Lay votes, Dean Carmichael coming next with 12 Clergy and 19 Laity.A Roadside Tragedy.MYSTERIOUS BURNING TO DEATH OF A WOMAN-FLIGHT OF HER HUSBAND.»go known man and woman who gave her name sa Mary Fisher, both said to be Germans, took possession of a vacant house, near the scene of an Italian murder, at Slate Valley, Lehigh Township, Northampton County, and lived together as man and wife.They occupied one room of tne building and bad it poorly furnished.On Tuesday last the couple left their home and walked to Moore Township to purchase goods.While passing the residence of Thcmaa Anthony they appeared to be quarrelling.Anthony and one of his sons watched the oouple as they walked along the roai.and in a few minutes saw the man hasten his steps and disappear, leaving the woman behind him.Her companion proceeded but a short distance after the separation when her clothing became wrapped in fiimes and waa soon burned from her body, nothing being left but the shoes on her feet.By this time the woman was a long distance from Anthony\u2019s residence.Her cries for help attracted the attention of other farmers in the neighborhood, who ran to her assistance.They found her almost burned to a crisp.Geo.Shiffiir mounted a horse and started in pursuit of her alleged husband.As Shiffer approached him he make a queer remark, the nature of which has not been learned.Tbe man then passed on and Shiffer returned.The woman was wrapped in blankets, conveyed to her home and a physician called.Death ended her sufferings at about midnigh*, and yesterday afternoon her charred remains were buried in the cemetery at the county almshouie.Slate Valley is about twenty-three miles from Easton and several miles from the nearest post-office or telegraph station, so that additional particulars are not easily obtained.It is not known here how the woman's clothes caught fire, whether she made a statement before her death or what became of the man.UNITED KTkTE*.______________ Waldoborocgh, Me., Jan.27\u2014Captain Joseph Dewyer nas gone to Canada with $20.-000 belonging to other people.Indianapolis, Jan.S?7\u2014Fire broke oat in the insane hospital this morning, an4 was got under control after destroying the engine room, laundry, bakery and some smaller apartments located in rear of tbe building ; and the Recorder\u2019s Court, respondent ; the city of Montreal, mis en saute, and the Attorney-General.intervenant.This is a case of considerable importance, its decision involving the consideration of the distribution of legislative powers to the Dominion Parliament and Provincial Legislature.The action, it will be remembered, arose out of the passage by the city of by-law No.130, \u201cTo abate nuisances by smoke,\u201d which became law in 1882.The appellants were prosecuted for contravention of this by-law, and being brought before the Recorder were condemned and fined for the offence.The appellants appealed from this decision to the Superior Court, but the Recorder\u2019s judgment was confirmed by Judge Doherty, and consequently they brought the matter to appeaL They denied the jurisdiction of the Recorder on the ground that the matters charged against them constituted a misdemeanor and they were entitled to a trial before the Court of Queen\u2019s Bench ; that the Legislature of Quebec had no power to vest the Recorder\u2019s Court with power to try summarily, and asked that the by-law be consequently declared illegal.The Court of Appeals this morning unanimously confirmed the decision of the Superior Court, holding that the by-law in question was not a matter of criminal law only within the jurisdiction of the Dominion Parliament, but municipal legislation and perfectly within tne competence of the city of Montreal to pass.The second day of Carnival has proved even brighter and more inspiring than the first.The mercury has fallen consider ably, while the sky is clearer than that of yesterday and the sharp air makes people fiurry along briskly to keep warm.Some of the visitors from across the line appear to be feeling the frosty air greatly and recent arrivals speak of the change from an over-heated sleeping-car to the sharp wind that cuts along the streets.The hall of the Windsor was crowded and the staff kept busy in every direction.An occasional snow-shoer in his blanket costume was the observed of all, and appeared pleased with the notice he attracted.A curious result of climate was no ticeable in one individual, after walking rather unsteadily to the counter for a match with which to light his cigar, filled his vest pocket with a bundle of tooth-picks, and went complacently away.The Ice Palace showed to perfection, the final touches having been put to the building and the poles and scaffolding taken away.An improvement has been made by cutting down part of the supporting towers, thus apparently increasing the height of the central one.The Coudora is also rearing its glittering height in steadily increasing proportions and will soon be completed.The Ice Loon was inspected by a large number of people, but does not show off to the same advantage as under the electric light.The toboggan hills are again in full swing and are receiving a largo share of the patronage of visitors.The Carnival at the Victoria Rink tonight is a brilliant affair.The office on St.Francois-Xavier street has been besieged all day by people anxious to secure tickets, either for skating or to watch the performance of others, but the directors have wisely determined to make the afiair a pleasant one by preventing over-crowding and will only issue a limited number of tickets.The Governor-General and Lady Lans-downe arrived about a quarter-past eight.Their arrival was announced by Captain Clapham by bugle call.The skaters formed into a double line, through which His Excellency passed to the dais.The unveiling of the group of statuary then took place and were illuminated bv means of electric lights placed in the root and in the directors' gallery.These lights were equal to 12,Q00 candles in power and passed through colored glasses, so as to change the color of the stutuary ; this is quite a novelty, as it has never been seen in Canada before.The hockey match between the Ottawaa and Victorias of Montreal was won by the Ottawa!' The torch light procession from the Island took place between eiaht and nine o\u2019clock and waa witnessed by thousands.It was a grand affair, but owing to the extreme cold was not equal to business committee to visit the varions counties and forward the adoption and enforcement of the Scott Act.In the suit of Delay vs.Kirkpatrick and his partner for $2,500 loss through alleged negligence in transacting a loan, the jury brought in a verdict to-day for the defendant.The ballot-box stuffing case against Wiggins, returning officer, and Franks, tbe polling clerk has been postponed till the next Assizes at the request of the prisoners\u2019 counsel.\"True bills \u2019 wero returned by the grand jury.The $100,000 will case of Cameron vs Cameron has been settled in favor of tbe defendants, the plaintiff s case falling through.George Washington.BILL NYE\u20193 OPINION OF A PRESIDENTIAL ANOMALY.Says Bill Nye : Now that workingmen are clearing away the scaffolding from the tallest monument in the world, we are led to inquire, Who was George Washington ?He was the father of his country for one thing.He gave this country a start that it has never fujly recovered from.He was also first in peace, first in war and first in tbe hearts of bis countrymen.He did not take position on account of the salary.At the time the pay was not large, yet George attended to the work well.He would get up before daylight and work till lats into tbe night.He very seldom took a holiday, and used to work right on throngh the 22nd of February as he did other days.George Washington waa different from some of our modern statesmen in many respects.He scorned to enter a convention and grapple with the delegates all day.He did not seek to be President so hard as some have since done.He simply placed himself in the hands of his friends and let nature take her coarse.The more I study tbe character of George Washington, the more I regret his untimely death.We need him almost every day.If he could see bow badly his orphan country needs him sometimes, it seems as though he would almost open the door of Mt.Vernon smoke house and come forth.George Washington attracted a great deal of notice, even in his time, by telling the truth.Think what a curiosity he would be now.And yet truth ia within the reach of all.We may accustom ourselves to almost anything if we begin gradually and work our way up to it.George Washington to-day would no doubt be regarded as a freak of nature, and yet he told the truth without effort and without his notes.He need to entertain his friends through tbe long winter evenings by allowing them to tie his hands and feet and then blindfold him, and on top of all this he would tell the truth for hours at a time.He was what we call in science an anomaly.But he had to give up at last, and finally he yielded to the unequal strain and death ensued.People who contemplate a political career with more or less truth in it should see that
