Fondé en 1847 par Robert Middleton et Charles Saint-Michel, ce journal est d'abord connu sous le nom de Morning Chronicle. Son programme éditorial est tourné vers les intérêts britanniques, ce qui plaît aux conservateurs et aux impérialistes. Toutefois, cela n'en fait pas une publication politique pour autant puisque l'on y évite les longs éditoriaux et les sujets polémiques, probablement pour se différencier du Quebec Gazette, ancien employeur de Middleton et féroce concurrent. Le contenu est plutôt centré sur l'actualité (majoritairement en provenance d'autres journaux anglais et américains), sur la vie commerciale et maritime, ainsi que sur la littérature (peu présente pendant les premières années). La ligne éditoriale du journal est définie comme suit : « [.] in the management of The Morning Chronicle we shall, therefore, begin by simply declaring, that, as we glory in our connexion with the British Empire, it will be our undeviating aim and unremitting endeavour, to create and foster a cordial attachment to those time-honoured institutions which have made her so illustrious in the annals of the world ». (May 18, 1847, p. 2)

« [...] la direction de The Morning Chronicle, par conséquent, débute en déclarant simplement que, comme nous sommes très fiers de notre relation avec l'Empire Britannique, notre but sera sans détour de créer et d'entretenir un attachement aux honorables institutions britanniques, qui se sont grandement illustrées à travers l'histoire mondiale ». Sous Charles Saint-Michel (1849-1860), le journal devient le porte-parole des aspirations de la bourgeoisie commerciale anglaise et les sujets politiques prennent une part plus importante. L'esprit protectionniste, rattaché au torysme, teinte la rédaction. Durant la période de la Confédération, le Morning est utilisé comme tribune pour faire la promotion des idées de John A. Macdonald. Toutefois, l'attrait premier du journal reste avant tout la vie relative au commerce. En 1874, une fusion avec The Quebec Gazette met fin à une concurrence jugée ruineuse. Fondé en juin 1764, c'est l'un des plus vieux journaux d'Amérique du Nord. Une nouvelle entente survient en 1924. Pour mettre fin à une concurrence qui les affaiblit, le journal alors connu sous le nom de Quebec Chronicle and Quebec Gazette et le Quebec Daily Telegraph (fondé en 1875 par James Carrel, il défend les idées populaires et est reconnu comme étant libéral) s'associent et deviennent le Chronicle Telegraph. Les nouvelles prennent une place prépondérante dans les colonnes de la « nouvelle » publication. À partir de 1934, le journal est connu sous le nom The Quebec Chronicle-Telegraph. Il paraît toujours aujourd'hui. si * ;§s \u2022 >c ai : *: l oi ;g£ - o\u2019olcok Sharp.Within the laat ten ora dozen years, the better educated colored men have largely embarked in occupations where mental equipment rather than muscular development were depended on to ensure success the calling.And this fact brings the thinking man face to face with the question, are members of the hitherto down-trodden race fit for the new positions which many of them attempt to fill ?The Church Magazine discusses a phaae of this topic, and the Reverend Galbraith Perry asks the pertinent question \u201cshall we have a colored clergy f Mr.Pxk&y starts out by setting forth the proposition that \u201cno nation has thoroughly accepted Christianity until it has been ministered to by the priesta of its own kindred and nationality.\u201d He argues strongly for a pulpit in which colored men a hall propound the Gospel and preash the truths of the Bible.He admits that there is a peculiar and an imperative necessity for raising the moral and religious tone of the negroes of the South, else they will more and more tend to relapse into bar.bariam and heathenism, to which they have an inherited inclination ; and the fittest, instruments for the accomplishment of th*t necessary work are men chosen from among their own race because of their piety, ability, refinement, aptness for teaching, and moral elevation.Mr.Prery believes that the \u201cnegro in America will either advance, or, to use the expressive word of hia own coining, he will \u2018devance.\u2019 \" He sees great possibilities for the race, and thinks that the Episcopal Church, with its order, its reverence, and its more excellent ways ought to take up the colored brother and give him the opportunity he seeks to do good.Mr.Pkrry undertakes to reply to the arguments which have been advanced against a colored ministry.The Assistant Bishop of Mississippi disapproves of the ordination of colored men, but he only does so because he fears that the white churchmen might in time be overwhelmed by a majority of colored men, and the church would then cease to be a \u201cwhite man\u2019s church.\u201d On the other hand, Bishop Lyman of North Carolina saya that \u201cunless colored men can be raised up for the ministry, there is little hope of doing any effective work for the race.\u201d Mr.Pcrry meets the charge, that \u201cpractically colored clergy have not proved acceptable to their own peoplp, or creditable to th* Church,\u201d by replying that if some of those ordained have not turned out as well as was hop«d, it is questionable \u201cif the pro portion of failures has been very much greater then among white men.\u201d Oi course bad selections have been made, at times, and it is the failure which is being constantly held up to ridicule or to acorn, the case may be.Mr.Perry advises that candidates for the clergy be selected from those families among the colored people,\u2014 *\u2022 aad they are not a few,\u201d\u2014who are them selves refined and courteous.\u201cNo people,\u201d he continues, \u201care more observant of the traita of good breeding than the colored people, and if some colored clergy men have not been * acceptable to their own people, it was because, from their per-aonal character or lack of proper bringing up, many of them could not be acceptable to any people.\u201d He prints the following story to shew the careleeaness with which a colored man was chosen for the ministry and how the absence of refinement destroys clerical induence with the colored people.\u2014 th* increased esteem and regard in which his country and ita people are held by the British public.What Sir John had to say on this point is so eminently satisfactory, that a couple cf paragraphs from hia speech will bear reproduction here.He said :\u2014 \u201cI don't think that I can exaggerate the wonderful progress that Canada ha* made in public opinion in England, in the pres*, among the people of all classes whom I met, as well as among the leading statesmen.They were particularly struck with the marvellous completion of our great transcontinental road, and it was gratifying to find that everywhere, and especially among the ministry of the day, as well as among the leading statesmen whov are out of office, they are united in appreciation of this great work, not only as a colonial work but one of the highest imperial importance.\u201d \u2022 And again: \u201cI was going on to say that the military authorities all expressed winder and admiration at the successful means adopted and carried out by the Militia Department in putting down the outbreak in the North-West.The efficiency of the transport service they admired especially and News of tlie City and District, January 21, BY ORDER.A Novels ! they believe now that it is a source of strength instead of source of weakness, and I can assure you that when any of you go home to England you will be gratified as Canadians to find the high esteem and regard in which Canada and Canadians are held in the mother country \u201d Human nature is always more or less susceptible .to fhttery, and Canadians would have to be more than human if they did not take a legitimate and patriotic pride in Brttiah appreciation of some of their principal achievements.Sir Joh.v has rendered Canada a very great service in urging upon the Imperial authorities the value to the empire of the Canadian Pacific Railway, lie tolls us that they are all united in stating that it placed England in a much stronger posi tion than before.They all felt, and, in fact, recent experience has shown, that the route by the Suez Canal to India and Aua tralia was an uncertain one, and in case of war with any European nation it might easily be blocked and that means of com munication with England\u2019s distant colonies and dependencies might be obstructed now that route, they saw, was compara tively of little importance\u2014always an im portant route, certainly, bat of comparatively much less importance than it was before the completion of the Canadian Pacific Railway.They recognized the fact that now England had an nnaasailable means of communication with her distant dependencies, sending men or munitions of war to India, Japan or wherever she sought to direct her military, force direct over British territory.He had occasion to see the military au thoritiea, wfthr respect to this route, and urge upon them its importance as great national work, arousing their attention to the necessity of completing it by aiding in the establishment of a first-class line of steamers, available in case of war as transports or even as ships of war, and at the same time of such speed and capa city as would be the means of at once de- fuemiums for the scholars who have tbs srgrst deposit at the ecd cf each scholastic year.A«»tio tnde celled both, of these men we instance, in intellectual attainments\u2014so eloquent preacher that he filled with admiration the congregations of several of the largest city churches\u2014who was once invited to take dinner in a Philadelphia rectory.The rector\u2019s wife, finding her servant unwilling to \u2018 wait on a nigger,\u2019 had with great deli oacy concealed tae fact from him by doing the work herself, so that hia feehnga might not be wounded.The first words he spoke at table, as a piece of deliciously cooked steak was placed upon his plate, were : * You must be used to feeding dogs on raw meat ;
