Sous un titre qui a varié (Morning Chronicle, Quebec Morning Chronicle, Quebec Chronicle), un journal de langue anglaise publié à Québec qui met notamment l'accent sur l'actualité commerciale et maritime. [...]
Fondé en 1847 par Robert Middleton et Charles Saint-Michel, ce journal est d'abord connu sous le nom de Morning Chronicle. Son programme éditorial est tourné vers les intérêts britanniques, ce qui plaît aux conservateurs et aux impérialistes. Toutefois, cela n'en fait pas une publication politique pour autant puisque l'on y évite les longs éditoriaux et les sujets polémiques, probablement pour se différencier du Quebec Gazette, ancien employeur de Middleton et féroce concurrent. Le contenu est plutôt centré sur l'actualité (majoritairement en provenance d'autres journaux anglais et américains), sur la vie commerciale et maritime, ainsi que sur la littérature (peu présente pendant les premières années). La ligne éditoriale du journal est définie comme suit : « [.] in the management of The Morning Chronicle we shall, therefore, begin by simply declaring, that, as we glory in our connexion with the British Empire, it will be our undeviating aim and unremitting endeavour, to create and foster a cordial attachment to those time-honoured institutions which have made her so illustrious in the annals of the world ». (May 18, 1847, p. 2)

Sous Charles Saint-Michel (1849-1860), le journal devient le porte-parole des aspirations de la bourgeoisie commerciale anglaise et les sujets politiques prennent une part plus importante. L'esprit protectionniste, rattaché au torysme, teinte la rédaction. Durant la période de la Confédération, le Morning est utilisé comme tribune pour faire la promotion des idées de John A. Macdonald. Toutefois, l'attrait premier du journal reste avant tout la vie relative au commerce. En 1874, une fusion avec The Quebec Gazette met fin à une concurrence jugée ruineuse. Fondé en juin 1764, c'est l'un des plus vieux journaux d'Amérique du Nord. Une nouvelle entente survient en 1924. Pour mettre fin à une concurrence qui les affaiblit, le journal alors connu sous le nom de Quebec Chronicle and Quebec Gazette et le Quebec Daily Telegraph (fondé en 1875 par James Carrel, il défend les idées populaires et est reconnu comme étant libéral) s'associent et deviennent le Chronicle Telegraph. Les nouvelles prennent une place prépondérante dans les colonnes de la « nouvelle » publication. À partir de 1934, le journal est connu sous le nom The Quebec Chronicle-Telegraph. Il paraît toujours aujourd'hui. 97 persons were admitted to the Civie Hospital, 533 cases of contagious diseases reported to the Board of Health and 76 deaths out of that number and 179 stables were examined The report was a very elaborate one and the Secretary read several extracts therefrom.The Committee decided to chll for tenders for all mittee for the ensuing year.Dr.Catellier, City Physician, asked tho Comunittee for $2,400 for general purposes of the Civic Board of Health, $1.600 for salaries and $2,- 50C for general vaccination, if necessary.VACCINATION.Alderman Turcot again brought up the question of free and compulsory vaccination, and in support of his contention stated that during the year 1897-98, 42,000 persons had been vaccinated in Montreal, and out of that number 86,000 had been vaccinated free of charge.Too much care could not be taken by the citizens of Quebec to prevent small-pox, which is frequently at our doors, from making its appearance in our midst.Hc considered that the sum ul $2,600 for the vaccination of the poor was not too much.Mayor Parent remarked that he did not see the opportunity of scaring people with smallpox just now, and if such a discase was at our doors the necessary precautions would be immediately taken.Besides, it was all very well talking about vaccina- sing the poor, hut he knew for a fact that the rich people were more he glectfui on that point than the poor people.Dr.Turcotte replied that perhaps that might be the case.but it was no reason to give, as the children of people who could afford it would he vaccinated at any time, but poor children could not.In answer to Ald.Norris, Dr.Turotte had to admit that all his chil- ren were not vaccinated.Abbe ted that .a portion of the mensy asked for should be devoted to the protection of public health, which is continually menaced by the coal and dust from factory chimneys.This was a most important matter that should be immediately attended to.His Honor the Mayor suggested that a sub-comnittee, composed of Aldermen who belong to the, medical profession, he appointed to report on these questions.Ald, Norris remarked that he had been informed on good authority hat when an east wind blew, it con- inually carried the coal dust from he chimneyof a factory in &t.Roch into the General Hospital, which contained a number of sick people © di t t t Dr.Cattelier confirmed that re port, and the inatter was left in abeyance.Ald.Turcotte also ilrew the attention of the Committee to the disease of tuberculosis in cows, and which is almost epidemic in this country.remarking that this disease was often the cause of consumption, and was transferred in milk, and he suggested that cows should be\u2019 inspected and those affected with the disease immediately slaughtered.Dr.Turcotte then moved to have the sum of $2500 for vaccination purposes included in this year's appropriations for the committee, but no decision was arrived at, and the matter was left over until next week's meeting.;
