Conditions.Halifax, N.S., Aug.14-A meeting was convened at short notice yesterday to hear an address by Sir Charles Hibbert Tupper.The out standing statement made by Sir Hibbeit was that when the election comes, and it may come soon, he would choose, in assisting R.L.Borden, the oki province of Nova Bootia as his fighting ground, a promise that brought resounding cheers.That the elections may come any time was emphasized by Sir Hibbert.He paid a glowing .ribute to the sell-sacrific- ing work of R.L.Borden in the leadership, to the splendid qualities he hos placed at the service of his
