manager present pointed out that the ¢.N.R.Prince Fdward and the Prince George are light draught steamers and ean go easily to Montreal, but that they carry very little cargo—emly 1,- 5M) tous, This shoukd make it ail the more easy to arrange, nx there should be uo diffieulty to get 1,500 tons of pulp, paper and cheese at Quebec for ; wach of these ships, and a substantial nail subsidy, to which their great «peed would entitle them, would more than compensate for any advantages "in going to Montreal. It is to be lioped that the Postmaster-ieneral will arrange this small matter for the lene- “tit uf the district he represents.À Very serious complaint was made against "the present managsment of the Lake St, John Railway for diverting the traffic of the Lake St.John and La * Tuque to Montresl, and the Council ol the Board was urged to enquire into thir. The necessity of a lightship on the reel near Matane, to svert accidents, such an that which occurred to the Fmpress of Ireland last vear, was strongly urged.A member drew the attention of the Board to the fact that although the mew car ferry is doing splendid service and crossing care for the moderate sum of five dol- jars, it is almost impossible to use it, because the C.P.R.charge fifteen dal lars for shunting a car from the dock to their station. This seems too ridiculous for comment, and should be | quiekty cured, Nome surprise was ex- the Harbor Commission to give over a large area of the water front of the city ta the Grand Trunk without ask: "ing any expression of opinion from | i the Board of Trade or the commercial | ‘community.Yesterday's meeting was most interesting, the discussion very energetic, and good results should follow, THE OPPOSITION'S OPPORTUNITY Time was when thers were few French | Canadians but bowed the knee un- | questioningly at the Laurier shrine.| That he wan laurier, sufficed ; always his personal charm as a man—still an amet to be reckoned with—and his ability as an orator have overshadow- od any political consideration, although in this last respect also he has inspired in the deys past more confidence than is the case to-day.There are those who still believe in | him personally! but put no trust what.lever in the entourage of his icono- | clasts, who would barter the coun- | try's very birthright under the plea of | oppactimism. That there should arise a large body of his compatriots to rally round Mr.Bourases is far from surprising. There may be divergent opinions amongst the Opposition. That is the privilege of most Oppositions ; there is usually more f{resdom ! af thought to be found amongst them.! They have not submitted to the indig- | nities of the compesing room, nor felt the pressure of the political thumb: acrews, which are hy way of bringing the (Government party to that supposedly blissful state, when their vari- oun brains are obsessed with but one ] single thought, and their various heartn heat as one.But whatever its attitude be on other points, the Oppo- "sition an à party is in absolute unity in its campaign agamet the Government graft and the dissipation of na- | tional revenue for the benefit of graft.| era and favorites.| Meandal follows rcandal ad nausesm in the matter of railways, dredging "contracts, sawdust wharves, and rake offs of every description. If popular outery compels investigation, then partisan committees are sttempted ) with a view to whitewashing tbe boodlers. The ‘‘utachine” through vears of bovine [fatness has accumulated hy every questionable method of extortion a huge campaign fund be employed in ourrupting the electorate. The Government press, faithfully partisan, has.sold all freedom of speach for ite subsidies, and has no desire to: kill the goose that lays the golden egg.As Sir Richard Cart wright put it, the wells of public information are poisoned at their source.‘There is therelare no particle of inde pendence amongst these journals, which reproduce siavishly the opinions of their masters us dictated to them.Such being the case it ix small wonder to find them endeavoring with futile vervility to explain away, minimise, or absolutely ignore the most flagrant instances vf criminal dishon- estv. The Senate composed for the most part through political favoritism or expediency is merely ancillary to the Lower Chamber, and consequently useless.Any Liberal, who ventures an opinion of his own is immediately gagged or thrust aut into outer dark- nes.The Bench too has gained nothing in prestige during the Laurier administration, apd the indiscriminate allotment of ofiess to the (iuvernment parasites is little short of a national disgrace.Ths pindouged continuation of such a regime, which has already brought so musk discredit upon the country, is bound to destroy confidence and in time to involve us ‘in financial chaos. There can be no doubt that the country as a whole is wearied of this gilt, swat-bellied corruption, and is no more inclined to worship in the house of Rimmon, alias the Liberal Government. To quote from th Mail and Empire : .“There is a situation in Canada today that is practically unprecedented. It is full of danger to the country in its business relations and in its morals. It works for extravagance, for dishonesy, for vorruption, for national ruin. And it is im the presence of such a state of affaire that the would- be wreckers ars seeking to divide, to disorganiss and to paralyss the Comservative party and to destroy its usefulness as a part of the machinwy of the Ntate. It is time for the eux tan- tial rank and fle to let te ureators of mischiol undefstand that the welfare of the country, which depends in so large a degrag upon the unity sed their operations as offensive su they are unpatriotio,¥- THINGS QN THE MOVE.We see that Montreal would take a leaf out of Quebec's book in its vager- ness for a Civie Promotion Commission. Now it will be in order for Quehec to outrun Montreal in the prac: tical ‘as well as in the theoretical, as soon as Mayor Drouin has taken Aid.Norin’s proposal into full consideration. The Harbor (Commission, with the project for the terminals engaging their special attention, cannot but have heard of the steamships laden with immigrants, that will be seeking moorage at our wharves in a few weeks. And, though the community has not heard of the Commission doing anything to accommodate other lines than the Empresses, yet it ie expected that, outside of the grumbling that retards growth, our harbor will soon weer & livelier look, when the Commission gets thoroughly down to work.Beyond the industries referred to the other day, there is every prospect of a rubber shoe factory being established in Limoilou. The bridge contractors are expected to give employment to further gangs of workmen, while the street railway will soon be making a stir in the extension of its lines. These and other industrial activities, limited as they may yet be, cannot but give heart ta those who are keen to see Quebec launched as a place eager to make the most of ite own advantages. The Montrealers with all their prosperity would make that prosperity more prosperous through their own energy. They would have a Bureau of Publicity as weil as a Civic Promotion Commission.Their campaign in favor of scouring more industries, they propose to make an aggressive one. They would have an active commissioner with an assistant or two to keep in the way of making a study of trade conditions, and to approach capitalists who are looking for suitable factory locations or favorable investments. And this is what the most of us would like to sec estab lished in Quebec, even if we have to start with & commission, such as has boen recommended by Ald.Morin, and in in course of organisation in other cities.«0.There in something for the Province likewise in the movements of the times.| There is Only One | That le «Bromo Quinine” Laxative Bromo Quinine VIED TNE WORLD OVER for the prospector and capitalist to se complish in the Chibougami region, and possibly in the vast hinterland of Ungava, when steps have been taken to temper the dangers of climate and travel in the far north.M Ontario has ite deposits of the precious metals Quebec has its deposits of asbestos ter as a means of wealth may be further euhanced by: the discovery of gold und silver and other valuable lodes in Labrador and the rough lends around Hudson Bay.THE JEWS IN QUEBEC.Evidentiy our contention that ths Jews in Quebec have some right to be | accorded fair play and justice, has displeased the anti-Semitic scribe, whe delivered such an intolerant and reok- less dintribe against that race a fortnight or so ago.The result is a terrent of vituperation even more sfrim- onious if possible than the last.We would remind the public that on that nocasion our challenger by slleged quotations from the Talmud strove to prove that the Jews were muraerers, robbers, and utterly subversive of morality in every respect. He now reiterates these charges, and defies us to prove that the race, which with questionable taste he calls “the tribe of Judas,” is not dominated by all these reprehensible characteristics. For our part—and perhaps we are not mis- taken—we should have thought that the onus of proof rested rather with the bringer of such malicious aoccuss- tions, which are so sxtravagant as to need no attention either from us or ever, we have no hesitation in advising our readers to study our corre spondence column, where they will find somes quotations from the Talmud in a letter from Rabbi Glazer, of Montrenl—who, we suspect, has « more intimate acquaintances with the Talmud than is the case with the irresponsible lecturer of the other evening. At the least they furnish a complete refuts- tion of his accusations, which appesr rather to have been based on works by the most malignant enemies of the Jewish race than on the doctrines of the Talmud, and seem prompted more by personal malice than any genuine, disinterested concern for the future of Quebee.Ia Vigie plainly states thet the grievance arises from the fact that the supposedly aggrieved has been sucossded in the ooccupstion of his house by a Jew, and suggests that the fault lies rather with the outgoing than the present tenant. We have no axe to grind im this matter, but we desire that* every section of the community should have {air play, and we insist that the Jews have their rights, ‘no more and no less,” as ome of our correspondents «nid in connection with this subject. For instance we see no resson why the Jewish children shouid have any advantage over the English in the Protestant schools.“The quality of mercy is not strain- .od .‘ And earthly the loss of the stcamship Iceland, in the ive” fields northwest of Newloûndland, oo March SU, news af which reached here at the time in fragment- ury'form, was told to-day when Frank Perdue, who was a passenger on the Iceland, reached this city. The Iceland was one of the oldest of the great fleet of nealers which goes out from Newfoundland each spring to reap the harvest of Arctic mammals, which come down as far as Newfoundland from J.abrador and Greenland to hreed. Her crew had killed 5.000 seals, more than 2,500 being stowed on hoard when the great floes of ice closed in on her and she went down, the twenty-seventh steamer to pay tribute to the seals since 1863.Her crew of 125 men froaped over th, ier to the steamship Eagle, and later were transferred to the Red Cross Line steamer Florizel, on which they | ware brought down to St.John's.“We sailed from Pool's Island, Newfoundland.on March 12,” raid I'erdue to-day, “and struck the ice there three dava later. There were plenty of seals, but the ice was ‘ ao heavy that the wooden steamers could make but little headway agninst it.Nevertheless Captain Fdwin Kenn sent his men out on the ice to kill each day, and, despite their inability to | get among the pans, they had been fairly successful.T have made several trips after the seals, but 1 have never seen the ice heavier. Some of the pane were ten miles square, and in thickness the ice ranged eight to fifteen feet.| For the firet fortnight ve repeatedly were jammed.lt was Captain Kean's first year in command of the ship, but he had learned her ways and kept her moving stead: ily.In their search for seals, the men were compelled to travel many miles over the ice and then drag the pelts back again.Ou Easter Satur day, March 26, the Teeland recaived her first bad nip.We were hetween two hreast pana of ice when the wind sprang up strong from the ses and pressed the field against us.We conld hear the timbers cracking and groaning, but she withstood the pressure. We did not sleep a wink that night.| and evervons was ready to gO over, the side at a8 moment's notice.Rome of the more timid ones did go over onto the ice, believing it safer.Op Wednenday alter Faster the wind increased again and the ice began to press against us and the ship began to shiver and shake. At midnight the eiden were bulging in and threatened to cave in.Then her seamn opened and the water began to pour in, as the nternpost, fourteen inches of oak, cracked like a match, Chief Engineer Bradbury started five pumps going.and the Jeeland would have gone down had not the pressure become so great that she rested on the ice.Soon the water extinguished the fires, and, with the pumps stopped, all hope of saving her wan gone, Slowly the fee closed in, finally cutting the ship in halt horizontally, the bottom below the ice dropping into the men.The men hastily gathered up what thay could and went over the aide. Before he loft the ship Captain Kean broke a dozen cans of kerosens oil over her and applied the torch. The glare lit up the ice for miles and she burned for two hours before the heat melted the ice enough for her to drop through. After much hardship and suffering the men made their way sro, the ice to the Eagle and the next day the shiplees sailors wore transferred to the Morisel.” The Fceland was built in 1870.he made her up with Ar, Bourasss’s repiy to Premier Gouin, the m:mber for St.Hyacnthe speaking for over three hours.: for Rt.Hyacinthe, in reply to l'remier Gouin's statement that sich Conservative orgens as the (azetie and Star had commented favorably on the prevent financial condition of the Province, remarked that whatever the newapapers said would net change the financ'al affairs of the Province.‘lhe Premier had also sisted that he had not found any errors in the Public Accounts but he (Mr.Buurassn) would reply to him with the documents of his own Government.Nut only were the monevs voted by the Legis)iture misapplied but the reports of the different departuients were false, In 190s.1909 the Provincial Treasurcr was authorized to spend $150,000 for the encouragement of elementary schools in the Province, but only $133,214 was spent according to the l’utlic Accounts.Referring to the new pulpwood policy of ‘the Goverument the member for St.Hyacinthe, renarked |that all interested parties hud had plenty of time to prepare for thie legislation and as a result considerable pulpwood would cecupe thy new law.The Premier's speech, at the Windsor Hotel on’ that questicn, had its efiact as speculators had tiken their precautions. He considered (hat the proposition to Mop the exportation of pulpwood wus a good cne but the manner in which the Government proceeded would dfrét the project they had in view.Among those who would escape the law were the faire [etilers, who, in the interest of the lumber merchants, secored Tand far speculation purposes. An invenliza- would show that in ther case the law would not apply. He criticized the action of the Premier in makin: an announcement in June lat which he only brought before the House to-day nu ‘such an snnourcement regarding the public domain was a moat | important one.Mr.Bourassa roferring to the Government's programms on the muarrÿ question, condemned it en: tirelv, remarkino that they were an- pealing to an old regime for authority to take possession of property, which had always been considered.private property ‘under all previous governments. The best examples of personal liberty existed in Creat Britain, re marked Mr.Bourassa.‘The Govern: ment should foilow the example of Creat Britain where no luw is en- forred when it deals with th+ moral right of citisens.Land subsidies lo railways, was another questions ferred to bv Mr.Raurasss, who aroued that thew should hove apperr- ed as a liability, as other persons could not get possession of them.Granting such subsidies waa onlv voting away part of the public domain and it was a debt of the Province which should be acknowledged in some way, in the Public Accounts.Moneys had heen voted for Agricultural purposes but had bem reapect Mr.Rourassa drew the atien- tion of the Housn that $24,000 had besn paid Le Canada, of Montreal, for publishing Ie Journal d’Agriculture, and this should ho explained in the Public Accounts.Premier Gouin had stated that the sale ol water powers menant the establishment of new towns but the interests of eompanies and private partics were also taken into consideration. The system of bookkeeping in the Tre: Department was also condemned by - Mr.urosen, who remarked that the Fodcral or Provincial Governments, as well as all large corporations should have a statement of they liabilitics nnd sets and in that respect the Public Aoconnts of this Provins were incomplete. An investigation into the Crown Lends Depirtment, he con: sidered, waa absolutely noocessary and the Premier should not be afraid to hold auch an investizetion. There wan considerable work to be dome in that department which should be entirely reformed. At present it took ane year to get à title from the Department and that vas à mificient cause for an investigation as it showed that there was something wrong. He never had accused the ministre of | personal malversation but they were guilty of public malversetion. If an inventi- gation was held into the allairs of the Crown Tamds Department, it would be shown that a larwe- proportion of patent letters had been issued to parties under borrowed nemes. That explains why the revenue of the De partment decressed while the issue of Sent letters jnorsnsed, Tn eonolud- og Ma remarks, Me, Doursssa said that the Government wae
