Sous un titre qui a varié (Morning Chronicle, Quebec Morning Chronicle, Quebec Chronicle), un journal de langue anglaise publié à Québec qui met notamment l'accent sur l'actualité commerciale et maritime. [...]
Fondé en 1847 par Robert Middleton et Charles Saint-Michel, ce journal est d'abord connu sous le nom de Morning Chronicle. Son programme éditorial est tourné vers les intérêts britanniques, ce qui plaît aux conservateurs et aux impérialistes. Toutefois, cela n'en fait pas une publication politique pour autant puisque l'on y évite les longs éditoriaux et les sujets polémiques, probablement pour se différencier du Quebec Gazette, ancien employeur de Middleton et féroce concurrent. Le contenu est plutôt centré sur l'actualité (majoritairement en provenance d'autres journaux anglais et américains), sur la vie commerciale et maritime, ainsi que sur la littérature (peu présente pendant les premières années). La ligne éditoriale du journal est définie comme suit : « [.] in the management of The Morning Chronicle we shall, therefore, begin by simply declaring, that, as we glory in our connexion with the British Empire, it will be our undeviating aim and unremitting endeavour, to create and foster a cordial attachment to those time-honoured institutions which have made her so illustrious in the annals of the world ». (May 18, 1847, p. 2)

Sous Charles Saint-Michel (1849-1860), le journal devient le porte-parole des aspirations de la bourgeoisie commerciale anglaise et les sujets politiques prennent une part plus importante. L'esprit protectionniste, rattaché au torysme, teinte la rédaction. Durant la période de la Confédération, le Morning est utilisé comme tribune pour faire la promotion des idées de John A. Macdonald. Toutefois, l'attrait premier du journal reste avant tout la vie relative au commerce. En 1874, une fusion avec The Quebec Gazette met fin à une concurrence jugée ruineuse. Fondé en juin 1764, c'est l'un des plus vieux journaux d'Amérique du Nord. Une nouvelle entente survient en 1924. Pour mettre fin à une concurrence qui les affaiblit, le journal alors connu sous le nom de Quebec Chronicle and Quebec Gazette et le Quebec Daily Telegraph (fondé en 1875 par James Carrel, il défend les idées populaires et est reconnu comme étant libéral) s'associent et deviennent le Chronicle Telegraph. Les nouvelles prennent une place prépondérante dans les colonnes de la « nouvelle » publication. À partir de 1934, le journal est connu sous le nom The Quebec Chronicle-Telegraph. Il paraît toujours aujourd'hui. Canadian Government, when asked as to how the parole system was working, and as to the number of prisoners who had been qaroled since the inception of the system in Canada eleven years ago, said that of the motives actuating them in this matter.To the sweeping charge so gratuitously hurled against them that, in opposing the observation car, they are wrongfully seeking to block a great modern improvement and evidence of progress, whieh is of immense convenience to tourist travel and of far- reaching benefit to Quebec's interests as « tourist resort, and that they are governed solely by regard for their own pockets and for the consideration of their pretended libefty to overcharge visiting strangers to our old - | city\u2019s serious detriment, they unanimously and unhesitatingly of the company's regular lines, which permit them only to catch a distant and passing glimpse of.one or two of our principal points of scenic aud historic interest.8.Because it affords strangers no opportunity to see and-emjoy the principal sights which ohiefly attract tourists fuch as the interior of the famous Citadel, and the magnificent scenic panorama from.the King's\u2019 Bastion, the entire sweep of our antiqué: fortifications, the sites: of many of our old tetes, the Grand: BYifery; the Breakneck Steps, Little- Qlamplain street, the spot where Momtgoniery fell, the U.suline Convent, the \u2018Seminary, La- | val University, Sousrje=Cap street, the site of the Intendéhts palace, the Wolfe monument on the Plains and #a inscription, the elegant statuary and the paintings decorating our Parliament puildings, the inside of our historic churches, the Governor's Garden and the Wolfe-Montealm monument, and many others .too numerous to mention.4 Because all these are in the very nature of things excluded from the purview of the so-called observation caf and because the strangers, to whom its accommodation and glittering circus accessories are tendered as sufficient for the pugpose of seeing all ye principal points of.interest here, not conte amongst us to luxuriate in the savory odors of tanneries and shoe factories or to look at the exterior of churches and private residences, bt to see our ancient institutions and battlefields, to tread the same ground _| that was trodden by the same heroes of our romantic past, to read the interesting inscriptions on our historic monuments, and to vjsit our principal stores.7 $.Because the megaphone information supplied to the occupants of the car is utterly inadequate to make up for the failure to show them the chief sights of quaint old Quebec, taking into account also the difficulty of always hearing and understanding it owing to the Yumble of the car and its frequent betrayal of lamentable want of acq\u2018aintanceship with the true his- totic facts.6.Because all this involves à deception and an imposition upon strangers, which is not only not creditable to Quebec, but must inevitably \u2018| tend to destroy its attractiveness as a tourist resort and to confirm the un.otincipled statements of Montreal hotel and other runners that there is tittle or nothing here worth seeing or that eannot be seen in an hour or two.7.Because its result ie to kéep sway tourists instead of bringing them here, to induce thoss who come to shorten their stay and to lead them to carry away with them an old\u2019 city\u2019s principal asset and sburee of revenue nowadays, the killing of the goose that lays the golden egg for us, angd the most serious injury to our storekeepers and all other branches of local trade, as well as to the hackmen.9.Because the introduction of a so-called chaervation car is not à new thing in Quebec, but is simply the re- newzi of an experiment that wgs tried hert six or feven years ago and failed because it was then, as it is now, a deliberate violation of the company's franchise, which was fully realized by our then Mayor, Hon.S.N.Parent.who, on its being brought to his notice, at once saw all the force of the grave objections to it and used all his influence to have it stopped by the company.10.Because, while purporting to afford relief from the pretended overcharges of the hackmen, the fare charged by the ci ompany to residents, as well as to tourists, for the tour on the observation car, is more than double the amount charged to passengers making the same circuit on the ordinary and better sheltered street cars, which, in the opinion of the city attorney, as well as other legal authorities, 13 illegal and should not be toler- sted.11, And, last, but not least, because # prevents a sum of fully $200,000, if not more, from being spent in Quebec every year, which under other circumstances would be spent here by tourists for hack hire and which the great majority of them moreover would be pleased to spend in order to see all the local sights in a more leisurely and enjoyable way.This sum, as far as can be gathered, represents about the total of the earnings of the 200 or so of licensed hackmen, who make a regular busihess of handling Quebec's tourist travel during the brief three months of the tourist season.course, there are some who make more during that season, but a fair average per man would be $8 to $io per day, which is not excessive in the face of the high cost of living, of rentals, of labor and of horse feed.And all this money, when in the hackmen\u2019s hands, remains and is spent in Quebec.It goes to pay the grocer, the butcher, the baker, the grain dealer, the blacksmith, the carriage maker, the real estate owner, the dry goods retailer, &c., besides putting $25,000 to $30,000 à year in the coffers of the City Corporation for licenses, assessments, &c.In other, words, it enables the hackmen to make both ends meet from one year to another, for, if they had to depend wholly on the local business during the rest of the 12 months they might as well abandon the calling altogether.And it is not the fruit of overcharging the tourists either, literally plunaering them, as is slanderously insinuated.On the contrary, it is derived from the \u2018hack- men's regular charges, which is proved moreover by the moderateness of their average individual earnings during the tourist season.Under the new order of things, insugurated by the Q.R.L.& P.Co.the majority of visiting teurists, who only come here for the day, carry back with them the amounts they had calculated to spend in Quebec for hack hire only to spend them on pleasure in Montreal and other places, thus depriving Quebec of the benefit of this large expenditure for no reason whatever except to .increase the earnings of a speculative company chiefly manipulated by stock riggifig outsiders.As for the pretence that the running of the observation car daes not prevent the hackmen from soliciting and securing tourist business, as usual, it is as false as ail the others.The great majority of tourists, not knowing the facts, natusally give the preference to it on account of its great cheapness and, once they have been deceived into making the tour by it, they imagine that they have seen all that there is to be seen and invariably turn 8 deaf ear to the solicitations of the hackmen.: For all these reasons, the forcefulness and reasonableness of which will appeal to all, the licensed hackmen respectfully Submit that they should in all justice and fairness have the earnest sympathy and support of their fellow citizen and of every true friend and well wisher of Quebec in their opposition to the Q.R.L.& P.Co.\u2019¢ detrimental policy on this head.They think that they have shown that that opposition is perfectly justifiable on general as well as personal grounds, that it is called for by the necessity of protecting one of Quebec's most important interests and that, for the sake of the credit of the Ancient Capital, so patent a fraud upon strangers as this observation car and so great a source of injury to every branch of local trade should not be tolerated a moment longer than can be helped.In taking this stand, they are not only unanimous, but they are supported by the best legal talent available.And they also take this stand as a body of law-abiding citizens who have their use iv the community, who have stones in it to be safeguarded, and who are as keenly interested as the best in the advancement of Quebec.Fer from being obstructionists and foes of local progress, they yield to n.ne in the desire to promote it, and they fling back in the teeth of the anonymous sctibblers and pot hunters in the press, who consider them fair game to be shot at, misrepresented and abused on all occasions, the base insinuations so recently made against them in the present connection.As a bocy the hackmen of Quebec will compare favorably with those of any other community.And the least they are entitled to ask is a fair and impartial hearing together with the suspension of all judgment upon their ace tion
