Sous un titre qui a varié (Morning Chronicle, Quebec Morning Chronicle, Quebec Chronicle), un journal de langue anglaise publié à Québec qui met notamment l'accent sur l'actualité commerciale et maritime. [...]
Fondé en 1847 par Robert Middleton et Charles Saint-Michel, ce journal est d'abord connu sous le nom de Morning Chronicle. Son programme éditorial est tourné vers les intérêts britanniques, ce qui plaît aux conservateurs et aux impérialistes. Toutefois, cela n'en fait pas une publication politique pour autant puisque l'on y évite les longs éditoriaux et les sujets polémiques, probablement pour se différencier du Quebec Gazette, ancien employeur de Middleton et féroce concurrent. Le contenu est plutôt centré sur l'actualité (majoritairement en provenance d'autres journaux anglais et américains), sur la vie commerciale et maritime, ainsi que sur la littérature (peu présente pendant les premières années). La ligne éditoriale du journal est définie comme suit : « [.] in the management of The Morning Chronicle we shall, therefore, begin by simply declaring, that, as we glory in our connexion with the British Empire, it will be our undeviating aim and unremitting endeavour, to create and foster a cordial attachment to those time-honoured institutions which have made her so illustrious in the annals of the world ». (May 18, 1847, p. 2)

Sous Charles Saint-Michel (1849-1860), le journal devient le porte-parole des aspirations de la bourgeoisie commerciale anglaise et les sujets politiques prennent une part plus importante. L'esprit protectionniste, rattaché au torysme, teinte la rédaction. Durant la période de la Confédération, le Morning est utilisé comme tribune pour faire la promotion des idées de John A. Macdonald. Toutefois, l'attrait premier du journal reste avant tout la vie relative au commerce. En 1874, une fusion avec The Quebec Gazette met fin à une concurrence jugée ruineuse. Fondé en juin 1764, c'est l'un des plus vieux journaux d'Amérique du Nord. Une nouvelle entente survient en 1924. Pour mettre fin à une concurrence qui les affaiblit, le journal alors connu sous le nom de Quebec Chronicle and Quebec Gazette et le Quebec Daily Telegraph (fondé en 1875 par James Carrel, il défend les idées populaires et est reconnu comme étant libéral) s'associent et deviennent le Chronicle Telegraph. Les nouvelles prennent une place prépondérante dans les colonnes de la « nouvelle » publication. À partir de 1934, le journal est connu sous le nom The Quebec Chronicle-Telegraph. Il paraît toujours aujourd'hui. - .° ESTABLISHED 1686, dioaireekb a .a a The Queber C NEW ELECTRIC LIGHT COMPANY \u2014__f Secures Permission from the Finance Committee to Enter the City.A very important meeting of the Civic Finance Committee was held last evening, when, after a three hours discussion, the committee decided to allow the Dorchester Electric Light Company to enter this city to carry on business upon certain conditions which were accepted by Mr.W.Bosse, repjresenting the company, who was present at the meeting with Mr.Fortin, Secretary of the company.Those present were Ald.Cannon, presiding, and Ald.Verret, Cauvreau, Collier, Cote, Lockwell, Beaumont, Trudel, Madden, Guillot, Morin, Gosselin, Shink, The chairman gave a statement of the gross receipts of the Q.R.L.H.& P.Co.for the months of July, August and September last, which amount to $100,737.48, the city getting 4 per cent on that amount.Last year the receipts for the same period were $84.171.A letter was received from Mr.J.B.H.Pouliot asking for a position in the civic service.À letter was also read from Mr, N.Matte, receiver in the City Treasurer\u2019s department, asking that an assistant receiver be appointed, owing to the increased business in that department.Mr.Chouinard, city attorney, sent in his written opinion in answer to à 1equest from the committee, stating that the city had no power to subscribe towards the purchase of the Montcalm monument.The chairman read the petition of the Dorchester Electric Company, asking leave to enter the city to carry on business and also presented a draft of the report adopting the conditions upon which the city was willing to & ant the request.The principal discussion was on the clause binding the company not to sell out to any other company, several suggestions being made by Ald Cannon, Verret, Collier, Lockwell, Gauvreau, Morin and Madden.After a lengthy discussion the following report was adopted :\u2014 \u201cThat after having taken into consideration the request contained in the letter of the Dorchester Electric Cowhich asks authorization to introduce and sell electricity in the city of Quebec, recommends that the City Council grant the necessary authorization on the following conditions :\u2014 t.The company shall erect in the limits of the city of Quebec before 31st December, 1011, and keep in eon- stant operation, workshops, which are to cost at least $200,000.2, The said company binds itself nct to cede or sell to any other company the powers conferred upon it by its letters patent, as regards the city of Quebec, without having previously oh- tained the consent of the city and the payment of a penalty of $50,000.2a.If the company ceases to exercise its franchise in the present and future limits of the city, during the ten years following the 1st of January, 1912, it will be subject to a penalty of $50,000.3 The said company will only plant poles in the streets or public places at points indicated by the City Engineer, and after the erection of hese poles if the City Engineer considers it opportune to remove some of them, the company will have to abide by the City Engineer's decision.4.In case of a conflict between the other companies and the Dorchester Electric Co., the latter will have no recourse in warranty against the city of Quebec, on account of the authorization now granted the company.8 The said company binds itself not to exact more than 10 cents per killowatt hour for the price of its electricity in the present and future limits of the city and that maximum rate cannot be changed without the consent of the city.; 6.The company binds itself to pay to the said city of Quebec, as a penalty, $1,000 far each infraction of the stove conditions, save in the case where a higher penaity has been provided.7.The said company will not com- tence its works in the city of Quebec before a notarial deed, containing the above conditions, has been signed between the parties and His Worship the Mayor is authorized to sign that contract.The report will be presented at the City Council meeting this evening.The committee also considered a few other matters of routine and adjourned at 11.45.res SET FIRE TO PRISON ; SIX PRISONERS ESCAPED.Morehead, Ky, Nov.10\u2014Six prisoners, after setting fire to the Rowan county jair here to-day, escaped in the confusion.The jail was destroyed within a year.PERSONAL, Mr.Alleyn Taschereau, advocate, and Mr.H.Dussault, contræetor, of Levis, leave this morning by es Royn! touched 7834; two weeks ago it was 80; last year it was as high as 86, and it has been above 113 within a dozen years.This week's bottom price is the lowest level touched by what is still called \u201cthe world\u2019s premier security,\u201d since 1847, when a périod of severe cial reaction coincided with that world-wide political unrest which culminated in the European popular uprisings of 1848.Various causes have from time to time been assigned for this recent continuous shrinkage in market value, The immense increase in the public debt during the Transvaal war; the numerous projects co-operated.THE PROPER SITE.If there is amy one that should know the best site for a first-class dry dock in the St.Lawrence, it should be in the Shipping Federation.And that body has given an outspoken verdict in favor of Quebec.Mr.Andrew Allan dogs not oppose the construction of a dock at Montreal, but considers that the providing of \u201ca first-class graving dock at Quebec is an absolute necessity.\u201d A damaged vessel might be shut up all winter in Montreal, whereas if in Quebec it could probably be taken down to the sea in almost any month of the year.The interests of commerce demand that the dock should be here.English ports have realized that they must have Jarger docks if they wish to cater for the big liners.Unless the St.Lawrence is equipped for them, we shall sec our trade passing to the South.\u201cAN ABSOLUTE DENIAL.\u201d If the other Liberal papers of this city were as blindly partisan as Le Soleil where it is a question of Quebec\u2019s interests, it would be a bad thing for the port.But, thanks to Providence\u2014which in this case is not synonymous with Laurier\u2014they are not, and \u2018they are to be commended for the stand which they have taken on several occasions in the matter of the dredging of the St.Lawrence.The contrast with Le Soleil is the more remarkable, owing to the emphatic assertion of that journal's representative at a meeting early iu the year that discrimination was being exercised against our port, and that Quebec's development was hindered rather than advanced by an excess of politics.For some time it followed out this policy with such creditable per- sistency as to annoy the Liberal chieftains, Evidently Le Soleil was informed that it was not paid by the government to point out the little failings of the latter, and a rebuke of the same kind as was dealt to the indiscreet Mr.Turcotte was administered.Le Soleil, therefore, immediately returned, like the dog to his vomit, and with a wry face once more began to expound its partisan doctrines.Twice within the last month or so the Empresses have been delayed below this city for several hours, because they could not pass at fow tide.Every one in the town knows that there was not a sufficiency of water for them to pass, but Le Soleil says otherwise.The C.P.R.knew it, the pilots knew it and the passemgers were not altogether unaware, considering that some of them were delayed a day through the incident, Yet Le Soleil can wilfully attempt to palm off such nunscnse as the following :\u2014 \u201cWe are in à position,\u201d it says, \u201cto give the most complete and categorical denial to the story started by the \u201c\u2019guzette bleue\u201d during the last few days to the effect that the Empress was delayed at the Beaujeu Shoals and compelled to walt some time before it could pass through the canal at this point.\u201cWhen we heard of this story we took the trouble to get some information about it.Now, we affirm that the C.P.R.Steamship Co., as soon as the news was communicated to it by the Minister of Marine, denied the fact and assured Mr, Brodeur that the Empress had suffered no delay whatever in passing through the channel at the Beaujeu Shoal.\u201cIt is evident that the \u2018gazette bleue,\u2019 always on the lookout for the least pretext to noise abroad its partisan ritornellos and to disparage the Liberal ministers, sprang upon this tale like a frog on a fly, and gobbled it up without further ceremony.\u201cWe would not do more than shrug our shoulders out of pity for these clumsy partisan manoeuvres, as despicable as they are ridiculous, were it net that these false rumors did the gravest of harm to the St.Lawrence route.\u201cWhilst the Minister of Marine is working with all the perseverance that we know of to make the most perfect waterway of the St.Lawrence route both below Quebec and above it, the \u2018gazette bleuc\u2019 seems to have only one occupation\u2014to disparage by every means and with the most futile pre- commerce.\u201d If there ever was an article that plumbed nearer to the nadir of fool- sorry that we have never yet read it.If Le Soleil is in a position to give \u201ccategorical\u201d proof that the Empress was not delayed by insufficient depth (of water, then we challenge that jour- | nal to adduce it at once in black and white.- If it can get a single pilot or a single man of the C.P.R.Navigation Company to support it, we shall be very much surprised.And we consider that any journal which calls ag- tention to the state of the channel below Quebec and the actual disadvantages thereof is doing far more to benefit \u201cthis great artery of Canadian commerce\u201d than one that, for unscrupulous and partisan reasons, will attempt to the Ottawas had not been approached in regard to 3 four-club hockey league.The local club expects the National Association to continue a six team affair and would oppose & four-club proposal, particularly in view of what happened two years ago when Ottawa, Wanderers, Quebec and Shamrocks constituted the Eastern Canada League.Ottawa won the championship, but Quebec and Shamrocks proved such poor drawing cards that the lucal club finished with a big deficit.Renfrew officers also say that they have heard nothing about it.Some of the clauses proposed in the new constitution for the National Hockey Association will likely be opposed by the Ottawa Hockey Club.Of course the latter has not yet decided upon its course, but a canvass of the executive officers indicates that not all the Contest., London, Nov.10.\u2014The conference which was organized shortly after the death of King Edward in an endeavor to secure & settlement of the acute controversy over the question of the veto power of the House of Lords with reference to measures passed by the House of Commons\u2014a controversy aggravated by the refusal of the upper house to pass the budget\u2014has dissolved without reaching an agreement.Announcement of the failure of the leaders of the two great political parties to find a solution of the dispute which has kept British politics in a turmoil for more than a year, was made by Premier Asquith to-night after a meeting of the Cabinet, which followed the earlier gathering of the conference.The official statement does not disclose the cause of the disagreement.It simply says: \u201cThe cpn- ference which has been sitting to consider a constitutional question has come to an end withoùt having arrived at an agreement.\u201d The statement adds that the members of the conference had decided not to disclose the course of the negotiations or the causes which led to its termination.It is understood, however, that the rock on which the conference split was the question of the composition of the joint committee of both houses that should adjust the differences arising in the future.The Liberals insisted that the proportion of peers on this committee should be such that the will of the House of Commons should have a fair chance of prevailing.The Conservative members of the conference would not agree to the government's proposals, and their alternative proved unacceptable to the Liberals.Walter Hume Long announced tonight on the authority of Mr.Balfour, leader of the Opposition, that neither home rule, imperial federation nor devolution formed any
