service at St.Patrick's Cathedral. The i present building dates from 1190, when it took the place of one which had stood on the same site for centuries.During the time of Cromwell, the protector used the Cathedral as a law court.Monday the King will inspect the Royal Irish Constabulary in Phoenix Park, where he will also hold a review of troops and present some of the regiments with new colors. The weather to-night is brilliant and Dublin looks her best in her gala decorations.Enthusiastic crowds are parading the streets.Among a large party of guests at the Vice-Regal Lodge are the Earl and Countess of Bandon, the Earl and Countess of Carrick, the Countess of Mayo, Lord and Lady Castletown, the Earl and Countess of Rosse, Lord and Lady Castiemaine, and Lord and Lady Pierrae. From the enthusiasm of.the populace there is every indication that Their, Majesties will receive a popular ovation to-morrow .The Lord Mayor of Dublin announces that he will do | nothing to mar the harmony of the King's reception. He intends to see His Majesty in state before the King leaves Dublin, but he declines to say when or where. As the official programme for to-morrow's reception does not provide for the presence of the Lord Mayor, it is evident that he contemplates meeting the King on some later occasion. The Irish people feel flattered that King George has visited Ireland before going to Scotland or Wales, and it is believed that little will come of the efforts of the independents to disturb the harmony of the occasion Addresses will be presented to the King from every sort of public body from all over Ireland, representing Home Rulers as well as Unionists.Six thousand applications have been received from persons desiring to attend the court on Tuesday, but the state rooms at the castle will only ac- comodate about 1,000.Another incident that is affording satisfaction is that King George and Queen Mary have decided to visit Maynooth College Sunday afternoon, where they will be received by Cardinal Logue and Archbishop Walsh. The decoration of the city in honor of the royal visit has been carried out with lavish hand.Miles of streets are spread with buntings and festoons, while from the landing place at Kingstown to the city boundary—a distance of over six riles-there are nine triumphal arches connected by continuous decorations. All kinds of public entertainments, especially for children, and other festivities have been arranged in connection with the visit of the King and the Queen. The preparations for illuminations gre thrice greater than on the day of the Coronation.Scenes of tremendous enthusiasm were enacted on the Stock Exchange to-day.Business was suspended while the members sang the National Anthem. Finally it was decided to close the exchange next Tuesday as well as to-morrow.The independents, on the other hand, are trying to draw the people from the reception o fthe royal party by holding the annual pilgrimage to the-grave of Wolf Tone to-morrow in.stand of Sunday, .mess f BANK OF NOVA SCOTIA BUILDING a NEW SEAL TREATY SIGNED Terms Phohibit Pelagie Scaling in Behring and Other Seas.QUEBEC, SATURDAY, JULY 8, 1911.Washington, D.C, July 7—By the terms of the seal treaty signed to-day, pelagic sealing is prohidited in the seas of Behiing , Qhorsk, Kamchatka and Japan. The convention apportionment am powers.of the ann several seal herds intrested, as follow] of the skins annua American and ranges for the the signatory proceeds of the which they are : Thirty per cent taken from the sian herds respectively is divide equally between Great Britan and pan; thirty per cent from the Japanese herds, divided equally among the United States, Great Britain .and Russia and thirty per cent from any herds which may hereafter resort to the breeding grounds under British jurisdiction in the North Pacific ocean is to be divided equally among the United States Russia and Japan. In connection with this apportionment the United States will maek an advance payment of $200,000 to Great Britain and Japan each. These payments are to be refuncknedbzzzzz mentz are to be refunded to this country out of the proceeds of the British and Japanese share of skins taken from the rmiacneA taken from hée American herds.“This payment,” says an official statement on the subject, “is in effect merely a loan and was necessayr only because the United States reserves the right to discontinue altoghther thhe killing of the Pribilof Island seals.” ‘The convention also prohibits the hunting of sea otters on the high geas The treaty will extend for fifàen yetrs.and thereafter until terminated by one year's notice by any of the powrs concerned.BRITISH POSTMAN UNDER ARREST.Toronto, Ont., July 7.—Gorge Guile, a London, England, postman, was arrested.im this Pn this.n908 ! to whether Germany's action in regard to Morocco means peace or a sword, Some of the more re- .sponsible German newspapers affect | to believe that the main abject in ; sending à warship to Agadir is an | honorable settlement of the Moroccan question and that such a demonstration is necessary to bring France to the point. The aim may be peace- {fui but it smacks too much of the { bully, In any event the situation is grave ; enough to cause a flutter in political ‘and financial circles.Mr.Asquith re- cagnizes the seriousness of the situation but expresses his hope that diplomacy will find a way out.He has, however, signified the intention of Great Britain to support France in accordance with the treaty obligations of those countries. The most serious possibility of the situation would undoubtedly be the conversion of Agadir into à coaling station for the German fleet. There are many people without any tendency to hysteria both in England and Germany who are firmly convine- ed that à clash between the two eoun- tries is only a matter of time. And some of them do not hesitate to argue that the sooner the clash comes the better will it be for England. These, however, are debatable questions and such a war would have the most terrible and far-reaching effects. So far as can be gathered from superficial indications the interested powers are seeking a solution of the vexed problem in a calm and judicial manner and an amicable and honorable settlement is hoped for.= rt TOLERATION.Mayor Archambault of Hull occupies a responsible position but he hardly seems to realize it, He is now credited with the remark that an Orange procession “is just as distasteful to the Catholics of Hull as a St.Jean Baptiste procession would be to Protestants.” His intolerant attitude proves that Protestant demonstraions are offensive to the Mayor of Hull but when he states that St.Jean Baptiste processions are a source of irritation to Protestants he is guilty .of a falsehood which is buttressed By no evidence.Everyone knows that St.Jean Baptiste processions are held all over Canada and Protestants have never yet sought to discourage or interefére with them.Jf Mayor Archambault really does believe what he says then t is such men as he who would be responsible for the alleged situation. When he approves of his policemen beating inoffensive spectators about the head because they do not take off their hats when a procession (which {he considers objectionable to them) passes by on the street, then both he and his police should be brought to a realization of their duties and responsibilities. This is, when all is said and done, a British country and religious tolerance and justice should be observed in it.PROTECTED INTERESTS.Mr.Fielding community generally too much trouble and worry, to be allowed to mind their own business without interference. No man or woman who is reckless is capable of minding his own business properly.Of all the reckless performances that humanity is guilty of, there is none worse than going out in a sailboat or canoe without knowing how to manage it.When the recklessness goes so.far as to tempt others into the snare, the recklessness becomes criminal.Water drowns.Every year one feels that this fact should more and more be dinned into the ears of the‘pld and young, rich and poor, active and feeble, alike.Parents should igsist on their children learning to swim as soon as they can be put in the water.Civic legislators should multiply facilities for bathing and swimming, both outdoors and in city baths.Strict regulations should be enforced respecting all who go out in boats or canoes. No one who has not a certificate of ability to handle a sailboat should be permitted to take others out at the risk of their lives.Of course such à view will be regard- ¢d as grand-motherly by some, who are prepared to rage over a tainted drinking cup. There is less danger in the cup than the ignorantly managed sailboat.Women are vaually the victims of these tragedies. They might do much to protect themselves by refusing to go out boating with anyone who is not fully capable, not only of sailing a boat, but of meeting an emergency. There is no honor in being drowned for the sake of an inefficient water- man's goodwill, WHEAT.The big “plum” in the reciprocity pudding is reserved for the men who grows wheat, according to government arguments. They say: “Of course, everybody is going to get rich out of régiprocity; there may be some delay or even doubt in the case of the others, but when it comes to the wheat grower, there is no doubt —no delay. He is to be given a new market—a market of ninety millions— the sun of the south is to shine on his west fields, and his grain will turn to gold.” 1f reciprocity does not “make the wheat grower rich,” it is confessedly a failure, The Government would rest their whole case on that single claim. Therefore, it is worth looking into closely. We do not want to sell our birthright for a mess of pottage; and then not get the pottage.A market is not to be measured by its size but by its purchasing capacity.A man who drove his hogs to a fine market made up of ninety other hog raisers would have to drive them home again.A market of nine merchants or mechanics, who cat pork, would be far better, The American market is a wheat- | exporting market. It has wheat for ‘asle. At the present time, the United States is producing wheat enough to feed 120 millions, let alone 90 mil- tions. It is exporting more wheat than Canada. The wheat production and exportation from the United States and Canada respectively for the last four years were as follows: ’ United States.Production Exportnbushels.bushels.1907 are.In 1907, they exported fifteen barrels to our one; in 1906 they ex- ported—roughly—fourteen barrels to our two; snd in 1909 they expoted ten barrels to our a little better than one and a courts, but the Supreme Court has set aside the award on the ground that the telephone company was not guilty of negligence in the case BRITISH SHIPS AND THEIR SUBSIDIES.A company with a capital of $i0,- 000,000, all of which is subscribed, has been formed in London to establish new ship-building ‘yards, docks and ‘shops at Sydney, Nova Scotix where 300 acres of land has been secured for the purpose.Upon the construction alone of this new Canadian plant $6, 000.000 will be spent, and the dry dock, 1040 feet long and 110 wide, will accommodate any ship afloat or designed.A significant part of the gnnouncement is that the Government of Canada, combined with that of the Province of Nova Scotia, will pay the company an annual subsidy of $170,000 for thirty-five years. This Government bonus is mearly 2 per cent.& year on the entire capital of $10,000,000 and is to be continued fos a third of a century. It is stated that if Canada decides to go into the construction of 1eviathan battle ships for itself there new yards will be adapted to the requirements. The british have nc near compet: itor in shipping maintained on the seas.On the ocean Great Britain is a protectionist country, and, in several ways, direct and indirect, subsidizes the vast fleet of vessels that sail under the flag.In this instance its colonia} dependency directly subsidizes a grtat modern ship-building- plant, and the money required bs easily raised in London. In order to re- guin its leadership in swift runs across the ocean the British Government loaned, at a nominal rate of interest, a large amount of money to the company that proceeded, successfully, to build the fastest passenger vessels on the ocean.British mail subsidies to ships under its Rag are on a gener ous © June | PALACES AB BURGLAR PROOF Windsor Castle and Buckingham Palace, while being two of the best furnished residences in the world, are perfect museums of treasure, new and old, and th royal property is so well guarded that it is practically impossible for a thief to lay his hand on a single article.During the reign of Queen ictoria several plots were hatched to rob both Windsor Castle and Buckingham Palace, saye Tit-Bits, but not one of them was carried out successfully. Some years ago a gang of swell West End thieves made up their minds to attempt to pilfer some of the treasures within, Buckingham Palace, and one of their number managed to enter by the private entrance unseen. He was discovered in one of the corridors, however, and, being unable to give a satisfactory reason for his presence, he was promptly turned over to the police. The royal residences are strongly guarded by military and police, arid private dotectives are engaged to keep guard over the treasures. The strong rooms at Windsor are elaborate apartments, and the doors are burglar-proof and powder-proof They bave violence locks about eighteen inches long.changeable locks and gunpowder locks, all of which are covered by undrillabl steel plates, which render it impossible for any one to pass even a fine needle into any of the keyholes. In the strong rooms there is plate valued at over $12,500,000.There is a gold dinner service sufficient for 140 persons, with other articles of gold and silver number in all 1,100 and weighing thirty tons.A candelabrum of gold, representing St.George and the Dragon, nsed for lighting the royal table, is x0 heavy that two men are required to lift it.It weighs 2,700 ounces, and is valued at between $12,000 and $13,000.A more modern piece of plate, an epergne, designed by the late Prince Consort, is worth $35,000.1t was made to commemorate Queen Victoria's first visit to Scotland, and represents her late Majesty's deer hounds standing over a dead stag.OLD PATHS BEST FOR WOMAN.(Julyia Teaterman in N.Y.Sun.) 1 am glad to see thatwomen are at last refusing to be represented by the band of suffragettes who pose as defenders of their sex and are its bitterest enemies. Many of us have been misled by these ideas in our youth, but those of us who have found peace of mind and usefuiness have found them in ‘the ‘odd-time worn paths.I never could see that reversing things was improving them. The old law of expediency still counts for something Life flows more smoothly when we accept the part to which by nature and inclination we are best fitted. The only way in which I have ever seen that men showed their superiority of intelligence over women was in ' their clear perception and simple ac-: ceptance of this very obvious fact.On this point they are so very much wiser that they will undoubtedly undertake — pocket.convenient stump—w circumstance, starting out without * The Gillette | Offices also in You Can't Leave fhe Beard Behind ° 50 Don’t Forget.the Gillette ; The strong woman was not invented in the twentieth century nor in: America. Her price was above rubies * as long oga as Solomon.St.Monica was a strong woman, so were Queen Louise of Prussia and Florence Nightingale. As cvery one must, they “found their strength in limitations” and in pouring their whole strong natures into that for which they were best endowed.1 don't doubt, I never have doubted, that women could by a ; combined effort wrest much of their; power from men, but I do not admit that advisability, and 1 most firmly | believe that we should pay a heavier price than we could afford.it all re- | solves itself into a question of “Is the price too high for the good obtained?” I am sure that it is, and will always conscientiously use what small influence I have, and my children listen to me, against it.I entirely agree with Martha Me- Culloch-Williams.Very much the same experience hefell me about the ubiquitous small boy.A number of penple crowded on a car.The small boy, governed by instinct and happily devoid of material instruction in matters of politeness, fought valiantly for a seat and got it.1 leaned over from where T stond, touched his shoulder ‘ and said to him: “I don't believe you ' saw that old lady standing.did you?" | The poor little fellow turned crimson and got up at once, while several people smiled who had been tooking at him with disgust. It wasn’t the child's fault. The manners are the women's business, but the women in this country are so hopelessly dominated by the masculine ideal that they fail to asscri themselves.I have lived in less modern countries for 15 years and have scen pave erty made beautiful and life made amoother only by the wisdom of women. And they are not less capable than ours, breadwinners and homemakers as a matter of course, often highly educated as well, but women and wives and mothers first, always ready to sacrifice power to their deeper interest. There is less self-assertion, more self-realization.1 will add another anecdote: In Rome one day an aged peasant woman took long in getting off the car, and she said to the handsome youth who, as conductor, was helping her: “1 am old, my son.” He raised his hat, with a sweet smile, and replied, “We'll all be old some day, mother,” It was a charming Incident.I think as our race grows older it alip will grow wiser in jhans wars pw.À EDDYS Tho moss perfect SAFE Bal SITING Around ° our fingers 1S IT A REMINDER TO REPLENISH YOUR SUPPLY OF STRIKE ANVWHERE MATCHES Your Grocer has the Eddy Brand you particularly Favor.Maybo the new “Royal George” Safe Silents suit you well.Ask to see Lm “ Always, overywlicre In Canada, ask for Eddy's Matchss” ! THE QUEBEC CHRONICLE, tume, ' 56 inches "FREAK CARRIAGES, | Vehicles Built by Rich Men and Women Often Very Striking.) The bored rich, in search of new sensations, have of late been turning their attention to the designing of motorcars. While, however, same ihe ideas hich bave been out are extramely nov ingenious, they are Soarcely likely to become popular, for, as one writer remarks in regard to the latest thi in motorcars—a little auto-ca which has been made to fit a wealthy American lady like a tailor-made cos.only 26 inches wide and gh—" few people want to be helped into their cars with à shoe-horn every time they have bad an extra lunch.” Then, again, a novel motor-car designed and owned by a gentleman of Calcutta simply adds to the noise of the ordinary motor-car, which so often offends sensitive ears.On this motor-car, which, by the way, cost $12,500, the usual bonnet is covered by the enormous figure of a swan, the eyes of which are composed of prism lenses, which are lit up st night by eleotricity. The beak is made so that the exhaust can be sent through it, causing a noise like the hiss of a awan, fes on a dark night, it is liable to cause as much fright amongst quiet-going people as & Canadian ummy horse-car which was exhibited some time ago.THe dummy horse was fixed to the front of the car, the horn being attached to the dummy'a mouth, while at night the eyes were lit up, a pair of brilliant green and red orbe glaring at passing vehicles. Some of the novelties in motorcars, however, take a more practical and useful shape.Amongst the cars, for instance, possessed by the late King of the Belgians, who was & most ardent automobilist, was an elaborate gipsy-van which contained three rooms—a parlor and bedroom and a room for the King’s valet. The machine was capable of developing 30 h.-p., ensuring a speed of from thirty- five to lorty-five miles an hour.Altogether thn vehicle cost $30,000.And talking of caravans reminds one that the Duke of Newcastle, some time ago, had the most elaborately.fitted of traveling caravans built, which, however, was moved by horsepower. It contained a cooking-range, piano, typewriter, and a dark room, together with accommodation for three persons, in the moderate space of 15 feet by 7 feet, and cost $3,500.Four years ago the Duke of Fife had built for him, at a cost of $10,000, a 60-h.p.motor, which was designed as far as possible to combine the advantages of a railway saloon with the luxury of an apartment in a royal palace. At the back of the carriage was a couch with soft cushions, upon which a passenger could take a siesta at full length. The seats were of the armchair pattern, and were so constructed that the occupants could look out in any direction. The doors opened with nickel-ailver handles; soft Turkish carpets covered the floor, and among the fittings were ladies’ companions and smoking fitments galore.- Amongst the wonders of the Motor.Car Show at Olympis, London, four years ago were King Edward's spe- ga -constructed shoot! the Prince of Wales's pietic car, with folding sdjustable tables for luncheon r or tes.The French Chocolate King, M.Menier, owns a wonderful motor-car, which is a small botel on wheels. It is divided into two parts, bed-ittin room, with secret fo beds, an 8 dressing-room and kitoh with every possible accessory for toilet and cooking. It reminds one much of the three-roomed fiat on wheels in which M.de Fabreques, the well.Enown millionaire automobile manufacturer ‘of Marseilles, went for a novel holiday jaunt through Europe three years ago. This traveling flat is a combination automobile and home.It contains twe sleeping.rooms, which in the daytime can be converted into large ‘bilting-room.There are also a bathroom, dressing- room, and in the rear a complete kitchen, with aooking-range, pantry, and acullery.Norway Hote! Eugene N.Foss’ reason for having pardoned thirty-five prisoners during the six months he has been in office.‘ “I want to see the old Bay State the first to sdopt a system which will correct, not punish ; which will be based on the sense of honor inborn in most men; which will hold out to every delinquent the shining light of hope,” the Governor says.He hopes the State will soon establish a uniform scale of pardons for those in jail which will hold out hope to all prisoners, vo He calls the existing system obsolete and characterizes it as totally inadequate. He considers it as founded on wjong principles. He believes that the time is close at hand when a great reformation will take place, and will wipe out prisons, do sway with reform schools, which, it has been said, are little better than schools for crime, and which will put every criminel man and woman upon his or her honor.Remembering the fact that many criminals are hardened, that bonor, as understood among normal persons, is now an almost meaningiess term to criminals, Governor Foss yct believes that the honor system is the only rational, humane and effective one.“I am trying to show that kindness After Gold Brick Without Changing Pattern.Nature bas the funniest way of making monkeys of ue mortals. She certainly must enjoy scaring us half to death and seeing how easily it can be done. She sells us precisely the same THE QUEBEC CHRUNICLE pattern of gold brick every few weeks in the course of every year.Last ycar, however, just to show that she wasn’t confined to the old routine of scards, she tang in a comet with a perfectly good cyapogen tail. She induced a few highbrows to spec- alate on pbisonousness of that tail and probable results if it should be of à certain degreee of public attention had not been catled to it, and we went right on living. Now as the sunmmer is beginning we are starting in for our usual number of deaths by universal and long- sustained drouths.Of got.Didn't he have the soaking of his life, just for that ?Now, I have noticed—and maybe you have noticed too—that every drouth ends with à rain.Did yon ever know one to end any other Nw York, July 7—With the exception of a few stocks, most of them inactive ispues, the market barely stirred through to-day’s session The three favorite mediums of speculation.Union Pacific, Reading and United States Steel, all moved within a range of less than a point: After sume irregularity in the early trading the market became dull and remained in a comatose condition to the end, closing with only insignificant changes. The reluctance of traders to conduct aggressive operations on either side of the market was due in no small measure to the imminence of events which may have a decided influence upon .speculation.The government crop report, the monthly statement of unfilled tonnage of the United States Steel Corporation and the monthly figures of the Copper Products, Association all will be'made known on Mnoday.Pending | the desert of this information in re-] to the crops and.the metal Ga A operators were .not inclined to engage in extensive ventures. The strength of the grain markets hampered bullish operations to-day, but Walt Street expects a fairly favorable crop report. Some short covering today was attributed to expectations of a good showing.Moderate revivals in both the steel and copper trade doubtless will be reflected in Monday's statements, although the copper market, after a period of increased activity has.become dull.Copper prices advanced in London to-day, but the domestic market yas at a standstill.Exports of copper during the past week from this port increased 30 per cent.Among the few stocks which moved widely to-day, Virginia Iron, Coal and Coke was most conspicuous.A gain of 13 points making its rise in the last day's 23 points, was followed by a relapse, The various fluctations of this stocks were attributed to manipulation, and a report that the company wis to be absorbed by United States Steel met with official denial.Underwood Typewriter, which has enjoyed & meteoric rise, lost part of its gain, and Pennsylvania, Western Maryland, Pittsburg C.C.& St.Louis, and the fertilizer and copper stocks were higher. The foreign exchange market was strong to-day, owing pes- untably to the activities of a considerable ‘short interest which was built wp in expectation of a decline in the tates after the end of last month.Sterling Exchange rates were slightly easier for the first dav or two of July, but instead of reacting further rc again.Ysterday's advance of 10 to 15 points was followed by a further upturn to-day, although the market eased off before the close.Forecasts of to-morrow's banle statement point to a loss of cash which some estimates place as high as $30,000,000.This is due to payments to the Sub-Treasury for Panama bonds and to the fact that the inward flow of currency from the interior has shrunk to small proportions, resulting in a small loss on balance for the week.Bonds were steady.Total sales, par value, $1,845,000.United States bonds were unchanged on call.NEW YORK RK
