Ottawa, July 18\u2014Special to Chrone icle\u2014The fat was in the fire from the opening of the extra session and right from the start the government's majority dropped to 16 on a straight party division.After preliminaries were over Hon.Mr.Fielding made a motion to go into committee of Ways and Means which meant resumption of the reciprocity debate.This was met by an amendment moved by Mr.Middlebro of North Grey that it is desirable that the government should recognize in some substantial man; ner the services rendered during the enian raids of 1866 and 1870, of the Canadian volunteers, Sir Wilfrid Laurier called his supporters to vote the amendment down, which \u2019 was done on a straight party vote of 61 to 45, the cut in the normal majority being hailed with great cheering from the opposition.This means that the last hope of veterans for recognition of their services has gone in spite of Laurier\u2019s promises in past years that something should be dope for them.To-night there was sn extended discussion on the question of state- owned cablé and land lines, MacLean York uréttg the government to co-opbrate with British an- thorities in r fo sécure militia department.The reciprocity debate was resumed fate to-night by Mr.Arthurs (Conservative) Parry Sound, who opposed the agreement from every economical and national standpoint.It appears to be the intention of the government to make a determined effort to get the reciprocity agreement through, although this is impossible, the opposition being determined to permit electors tp be consulted first.Indications are that the government, finding it impossible to carry reciprocity, will make efforts to obtain support and then go to the counfry at an early \u2018date, Mr.Monk gave notice of questions respecting tenders for the Quebec bridge, especially that of the British Empire Company.This will bring up an interesting debate.Both sides seem full of fight ad this special term promises empty houses and stores.The paper mills, whieh were the chief industry of the town four years and a half ago, went into the hands of the receiver.Repeated efforts to reorganize or sell the plane have STREET Was Made President of Fire Insurance Company\u2014Inter- esting Developments.Philadelphia, July 18\u2014At a hearing here ta-day of three officials of fodrteen \u201cmutual fire insurance com- papies of this city on the charge of operating fraudulent concerns, a 19- year-old boy testified that he had been picked off the street and made president of two of the concerns and secretary of a third at a total salary of $5 a week.The witness, Herman S.Robinson, said he was homeless when hired\u2019 to run errands.He was told he must \u201cdress up\u201d and \u2018said that one of the defendants had outfitted him at a clothing store.At the end of the hearing the three officials, David Balaity, Jacob Mulschick \u2018and Charles Weinberg, were held under bail for trial.- Robinson testified he knew he had been mde president, but thought it was only a matter of form.He said that the janitor of an office building in which the fourteen companies were operated from the same room, was also made president of one af the concerns.Robinson further testified that } he had presided at directors\u2019 meetings of his companies, but had no idea of what was done.\u201cI always read a news, or went he said.Ernest K.Mueller, a solicitor employed by two of the concerns, which the State Insurance Departtient charges.were all controlled by the same principals, testified that while he was connected with the concerns new ones were organized with a total \u201cfake\u201d capitalization of $1,500,000.The names of the alleged subscribers, he said, were taken from the city directory.Harry S.Thiel.another solicitor, testified that \u2018agents of the companies get 50 per cent on all business they wrote and inspectors 10 per cent of all business written by those under them.\u201cThe money came in fast,\u201d he testified.\u201cBalaity and Malschick both had tin boxes in which they kept the cash and the boxes were often full.\u201d The offices of the concerns were recently raided.The concerns, it is charged, wrote fire insurance in all parts of the country nad it is claimed their toltal receipts were $27,000 a month.DIED AT AGE OF 113 YEARS.Leamington, Ont.July 18.\u2014 The death occurred a few days ago of Robert Spooner, eighth concession of Mersea Township, at the remarkable age of 113 years.Mr.Spooner was born in England in 1798 and came to Canada when Jump On a Moving Freight Train and Met Death.A fatal accident occurred on the C.P.R.line in this city last evening about 8 o'clock, when an unknown man was killed by a freight train, near the corner of St.Dominique and Prince Edward streets.It appears that the unfortunate victim of the accident was hanging around that part of the city all the afternoon and at- fempted to jump on a western bound freight train, but missing his footing fell between the cars, which passed over his body.Death was instantaneous, and the victim was shortly after transferred to the Morgue, where an inquest will be held this morning by Coroner Jolicoeur.It was thought that the man belonged to Limoilou, and that his name was Amyot, but he was not identified.The unfortunate man was almost decapitated by the story brick building, No.323.The fire was in the upper story and the building was badly damaged.The building was oœcupied by Mr.J.B.Falardeau, whn has an insurance of $600.The building was owned by revolvers.BURIAL OF SUICIDES.As one reason for the increasing number of suicides an unusual explanation was given by the Bishop of St.Albans in the Upper House of Convocation of Canterbury.In a report read by the Bishop on the question of the burial of suicides, it was stated that there was a widespread belief that burial with full rites of the Church was not likely to be withheld from suicides in cases when the verdict was \u2018Suicide,\u201d unqualified by any other conditions.The Bishop of Bristol referred to part of the report which si§ed that it did not seem necessary to refuse to allow the body to be brought into the Church.He thought a little outward form of severity in this respect would strike parishioners, and might do a great deal of good.The Bishop, of Oxford said that a man 18\u2014The test tubes of the health officers\u2019 staff of physicians at quaratine have saved New York from a possible invasion of Asiatic cholera by five carriers of the dread disease, in themselves well, but bearers of millions of bacteria.Their presence was made manifest to-day as the result of the individual bacteriological examinations instituted in the case of every person detained at Hoffman Island\u2014an extraordinary precaution.Their discovery, together with the failure of additional cases of cholera to develop at quarantine, caused Health Officer Doty to regard the outlook to-night as brighter than at any time within the past week.In the ordinary precautions taken against an invasion of the cholera all persons not developing the disease within a certain period of detention would have been released.These five cases, which gave no ther indication of the plague than the undeniable evidence of the bacteriological examinations, were at once isolated from other immigrants under surveillance and dodged in the Swinburn Island Hospital, \u201cDuring the past 48 hours no further cases of cholera have developed at Hoffman Island,\u201d rsads tie official statement regarding the situation issued t-night.\u201cAt Swinburn Island Hospital no deaths from cholera have occurred in the last two days.\u201cIn accordance with the plan agreed upon by Surgeon-Ceneral Wyman of the United States public health and marine hospital service, and Dr.A.H.Doty, routine bacteriological examinations of well people detained at Hoffman Island has been undertaken and \u2018so far five cholera carriers have been discovered.These cases show no symptoms of cholera, but have been transferred from Hoffman Island to Swinburn Island.\u201d MOTHER AND CHILD FOUND IN RESERVOIR Beamsville, Ont, July 18\u2014The inquest into the deaths of Edna Comfort and her three-year-old son, whose bodies were found in the reservoir here, was resumed to-day.Sixteen .| witnesses were examined, the most important being Isiah Tufford, father of Roland Tufford, and Drs.Elmore, | Fairfield and E.Talwood, who performed the post mortem.Isiah Tufford's evidence was taken under protest of his counsel.He admitted that he talked for five or ten minutes in the berry patch with Edna Comfort on the last day she was seen alive, but swore the conversation was only regarding her plans for work in the future.The doctors all swore that the child was killed by a blow on the head with flat instrument or a fist.There was one surface wound on the mother's head but she met her death by drowning.In adjourning, Coroner Alexander said undoubtedly the child was murdered, but the cause of the mother\u2019s death was problematic, and the Crown would like an adjournment to give Inspector Miller time to further investigate the mysterious stanger who was seen with Edna Comfort the evening of her death.CANADIAN TENNIS TOURNAMENT.Toronto, July 18\u2014The games in the all-Canadian tennis championships were resumed to-day.The event was the winning of the mixed doubles by Baird and Miss Andras, their opponents being Henderson and Miss Moyes.Baird maintained his usual form.Splendid progress was made i nthe handicap and novice events.The final event in the championships takes place to-morrow, when Baird and Witehall meet Burns and Smart in the men's open production and sale of ice, were lodged to-day by District Attorney Whitman against the Knickerbocker ice Company, the Ice Manufacturing Cotheir officers and directors, The complaint alleges that the monopoly maintained in by-gone years by the American Ice Company has been perpetuated by the defendants, and prays that the court subpoena fifteen witnesses named and examine the records of the two concerns to determine the truth of the accusations.The formal complaint was laid before Magistrate Appleton.Public sittings for the taking of testimony will be held probably for 18 days.Counsel for the defendants expressed his willingness to produce the desired records and witnesses without subpoenas, and an adjournment was taken until to-morrow afternoon when the taking of evidence will begin.The date of the alleged conspiracy is given as May 5, when the American Tee Company surrendered its charter.On that date the Knickerbocker Coand the Ice Manufacturing Co.were character, the
