[" r ‘ ‘ ».The Weather + Fair and Cool, ad Owing to to-morrow being - - ELECTION DAY Our Store will be closed according to law A.GRENIER THE ISSUE BEFORE THE ELECTORS TOMORROW .The isuue which confronts the electors of Canada to day is the identical issue which they turned their backs upon in 1891.Both policies were initiated in the fertile brain of Bir Wilfrid Laurier. The Unrestricted Reciprocity policy of 1891, with which Sir Wilfrid appealed to the people, was described by Sir John Macdonald as “veiled treason,” and Hon, Edward Blake, the greatest leader that the Liberal party ever had, also looked upon tt in the same way, and deserted his party rather than support a policy which he considered would prove ruin- sus to Canada and tend fo sever our connections with the Mother Country. On that occasion the electors of Cantda rose in their might and almost wiped the party which advocated such a disloyal measure out of existence. For twenty years nothing more was heard of the obnoxious volicy of Commercial Union with the United States. It remained for Bir Wilfrid Laurier in this year of grace 1911 to resurrect his love of 1891, and, disguised under another name, seek to impose it upon Canada. In 1891 Sir Wilfrid time and in declared that he would sonsecrate his life to Unrestricted Reciprocity, and would sever rest content until it was adopted by the people ar - Wilfrid ce enswered at the polls showed him, for a time ut least, he must bury his desires if be wished to obtain bffice. For twenty years the question has never been mooted.: .There is no distinction in principle between the proposal presented by Sir Wilfrid Laurier at the present time and his proposal of 1891.Sir John Macdonald won the supreme triumph of his life when he called upon the ple to put down that veiled treason twenty years ago.r.R.L.Borden will duplicate that triumph when the people go to the polls tomorrow. In spite of the ridiculous assertions appearing in the Liberal press to the effect that Laurier will go back with an increased majority, the very opposite is the case. The swing of a Conservative victory is in the air.How many Ministers in the Cabinet are sure of their seats? Is Templeman, is Fielding, is Lemieux, is Grabam, is Mackenzie King, is Paterson, is Pugèley? Not one of them, and what is more, there are not a quarter of the seats in this «district sure for Laurier.‘ People are beginning to see that the gang of boodlers is only using Laurier to draw attention from their own scandalous plundering. When, a Lanctot is caught or a Letourneau gives himself away, these gentlemen say, Look at our Premier. He, at least, ds pure. His White Plumes are.unsullied.‘ He may be pure, we do noti doubt it for a moment, but, after all.be should be responsible-for the sins of his followers. He benefits by them, and he takes care to see that all inconvenient motions for investigations are blocked.Vote for Laurier, say the boodlers who know that only by the return of Laurier can they continue to plunder from the public exchequer. But the country is sick of men of the stamp of Letourneau.Lanctot, Oliver, ete, Tt has got wise to the game, and will stand for it no fonger. It will chase the grafters out tomorrow.4 of politics in this matter at a “We are doing at present an immense business all over Canada and we feel NOILLY PRAT DRY FRENCH VERMOUTH baw, Young & Oo._ Montreal ‘ JERS FO SR WLFA usual Send-Off From Montreal Last Night Montreal, Sept.19—Sir Wilfrid Laurier left Montreal to-night fol- towed by a storm of hoots and hisses from the throats or Henri Bourassa's followers. The Nationalist leader on the conclusion, of his speech in the Ontario Rink proceeded with his followers to the Place Viger station, where he delivered another short address. In the midst of this the Premier and his followers arrived, Sir Wilfrid being on his way to catch the 1145 train for Quebec. The Nationalists espied the Premier and mindful of the heckling and jeers which their leader had encountered from the Liberals on his recent tour, broke into a storm of jeers. No personal violence was, offered, however, and the Premier got away according to schedule.Following thie demonstration clashes occurred between the followers of Sir Wilfrid and Mr.Bourassa and so threatening was the aspect that the police were called out. However, the disorder was soon quelled and the crowds gradually dispersed, shouting and cheering for their respective leaders. The trouble started when a parade of Nationalists, headed by Mr.Oliver Asselin, and including a number of floats and effigies came along I the road.A number of young Liberals charged and the floats were broken up and clubs improvised.from the wooden supports. The police dispersed the rioters, however, before much damage was done. The streets were full of people all night, however, and cheering and jeering continued until an early hour this morning.Immediately upon the conclusion of this meeting the Premier proceeded to east end of the city to support the candidature of Mr.Robert Bickerdike in St.Lawrence.On his way to St.James market, where a crowd of 5000 people were waiting him, he spoke twice, once, at the corner of City Hall Avenue and Ontario street, ent agxie et the cor- of "St.Lawrence and Ontario streets. On each occasion he received an ovation. He arrived at St.James Market at about 945 p.m.accompanied by Mr.Robt.Bickerdike and Ls.Letourneau, Liberal organizer. Here again he had difficulty in getting through the dense crowds to the plat- ner form. While awaiting the arrival of } the Premier there had been some disorder among the crowd and several women were carried away, having fainted. This ceased when Sir Wilfrid arose and he was given another hearty reception. He spoke along the same line as in Hochelaga division, ‘only devoting somewhat more attention to the naval question, Mr.Bourassa having been waging a strenuous campaign in St.Lawrence.Other speakers were Senator Dandurand, Hon.Jeremie Decarie, J.C, Ethier, L.A.Lapointe, Liberal candidate in St.James, and Mederic Martin, Liberal candidate in St.Mary's.The Premier left for Quebec by the 11.45 p.m, train.WEDDING OF PREMIER GOUIN.Montreal, Sept.19—Sir Lomer Gouin, Premier of Quebec Province, was married this morning to Mlle.Amos.The ceremony was a private one and took place in the chapel of Mgr.Bruchesi at the archbishop's palace.Father Gouin, cure of St.Henri, brother of the Premier, pronounced the nuptial benediction.Sir Lomer and bride ieft later on a honeymoon trip.INMONTREAL.SIR WILFRID "Jinn 19.—Sir Wilfrid Montreal, Sept.Laurier arrived here late this afternoon and immediately entered upon the last leg of his reciprocity campaign. He addressed mass meetings in both ends of the city, opening on Atwater avenue in the centre of Hochelags division, where Mr.L.A Rivet, Liberal candidate, is opposed by Mr.Louis Coderre. The entire space between St.James street and Notre Dame street was packed with a mass of swaying humanity, it being estimated that fully twelve thousand people took part in the reception accorded Sir Wilfrid in the west end of the city.A platform, decorated with party colors and illuminated with elec.trie bulbs, had been placed on the roadway and at 8 o'clock, the time appointed for the meeting, it was with difficulty that the Premier was shle to make his way to it through the dense crowds.STEAMER ARRIVALS.New York-Uranium, Rotterdam; Kaiser Wilhelm der Grosse, Bremen: Grosser Montreal.' i Montreal, Sept.19—Mr.Henri Bourassa was given a remarkable reception tonight at the Ontario Rink, when 15,000 people turned out to hear him outline the aims and ideals of Nationalism. In addition to stating very clearly his policy on the navy question and | on reciprocity along the lines of former speeches, the Nationalist leader gave a vicious indictment of the Liberal regime, running.over the various alleged scandals, which have been charged against the administration, in concise manner and giving full vent to his sarcastic and biting wit.He also turned his attention to the Liberal press, which he claimed had misrepresented him and villified him.The English-speaking people were not to be longer deceived, however, by racial cries and the accusatipn that his policy was one of French domination. He attacked the Liberal leaders and the Liberal press for raising the race cry, and especially referred to a Toronto paper which had piciured him as ambitious to found a French republic on the banks of the St.Lawrence.Mr.Bourassa was enthusiastically cheered by an audience which was, of course, largely French, but which von- tained a fair sprinkling of Englishspeaking electors. The audience, which had paraded to the rink from all quarters of the city, was also addressed in English.Mr, C.H.Cahan, K.C, made an appeal to his hearers to be true to the interests of the Dominion. He came out strongly in defence of Messrs.Monk and Bourassa, whora he pictured as making a splendid fight to maintain the constitutional right of the electors to decide national iasues which vitally affect the political, commercial and industrial interests of Canada.“They have,” he declared, “made & splendid effort to clean and efficient government in a call to the Atlantic Coast to discuss the election with the Britishers who are more numerous than I supposed. So far I have been to Amherst, Stellarton and Halifax—three places of distinct characteristics, but all alike in devotion to the Imperial connection of Canada.Enthusiasm is à feature of this election as it has not been for several elections. For instance the British-born meeting in the Masonic Hall, Halifax, afforded standing room only for scores of men on a wet Saturday night.During the election of 1908 I happened to be in Halifax, and went to a meeting in the same hall at which a famous prime ‘minister was the chief speaker. The audience only two- thirds filled the place, and there was about as much enthusiasm for the winning side as you would expect at an anti-vaccination meeting. The dif- ference between 1908 and 1911 is the difference in the issue. Then the appeal was chiefly as between the ins and the outs. Now it is between Canada pro-American and Canada pro-British.“Old Home” Spirit. This campaign makes it more and more clear that the British-born between Halifax and Prince Rupert have long felt the need of some connecting link that will do for those what old boys’ societies and kindred organizations do for those who have been scattered from their native counties and towns in Canada. The old home week is a great ideal ; a splendid adjunct to unselfish patriotism.Everywhere 1 find men who are delighted to know that hundreds, thousands of miles away from where they are settled, other men, from their old county in the old land are feeling the same impulse to social and political work as they fecl—a new impulse created by the revival of an old issue that is quite new to ninety per cent of the old country men in Canada. For they see that with such a large immigration of alien blood to Canada.the British, who is endowed with all the rights of Canadian citizenship the moment he sets foot on Canadian soil, is the natural balance weight, from the point of view of British confection; and that on him is a peculiar duty, arising from the fact that he is the only living link with the Empire that his alien neighbors, especially in the West.come in contact with.Ie Is Up To Us.AI this means that his countrymen who come from the British Isles should be far better prepared for Canadian citizenship than is possible with the hap-hazard methods of en- couragmg British immigration.it is up to the British-born to make it easy for the British immigrant to become speedily a creditabie Canadian, if only for his inevitable influence upon other immigrants to whom the idea of British connection is new and almost incomprehensible. That is the sentiment | found in Halifax, which from its naval and military associations, past and present.was more easily British than many other tities. There are hundreds of ex-service men in the city whose influence is on the right side.Government employes—Halifax is the terminus of the Intercolonial Railway —are a tremendous factor here, there being two thousand in the constituency of Halifax city and county.Government employes who differ from the Government, periorce keep a dis- ereet silence about their views. But Halifax Britishers have a message for their fellows in every other province. It is : “Be pro-British, not pro-Taft.” TO the police reports the revolutionary bodies are showing signe of recovering from the staggering blow dealt them two years ago by the exposure of the dual role of Eugene Azef who was at once the head of the fighting Socialists and a police spy.‘The Revolutionists are now, we officials say, closing up their rapks in preparation for a new campaign. Some time ago Russian police agents abroad in reports to their government indicated that & new outbreak attended with terrorism was impending.Recent acts of violence directed against those in the employ of the government hav eappeared to give some disturbance to these reports. The assistant public prosecutor of St.Petersburg, Alexander Shopipeky, was murdered in a train on the Simphoropol Railroad on August 2 by two men who entered the car at night and have since evaded detection. The fact that none of the murdered man’s property was takep led to the belief that his death was a po- litital act.Shopinsky occupied an important post in the Department of Justice and is said to have been slated for high promotion in the Ministry of the Interior. He carned the hatred of the Revolutionists in 1904- 07 because of the conviction of certain terrorists who are said to have vowed to take his life.On August 12 Pav), the 17-year-old son of Commander Kurosh, of the cruiser Admiral Makroff, was murdered at Oger.On the eve of the assassination he received a letter saying that the Riga fighting organization on the demand of the Helsingfors fighting organization, wished to inform him that he had been sentenced to death “to expiate the blood which your worthless father spilled in Helsingfors.” The note added that to kill the father would be a lesser punishment than the suffering over the death of his son.The father, when in command of the cruiser Finn in the Helsingfors roadstead in 1906, did much to suppress the Sveaborg mutiny.’ Other recent acts are the killing of the prison warden Efimoff, in Vologda, and à series of similar murders. In Izhedsk, P- atka province, the assistant public prosecutor Golokhdastov, was wounded in the back with a dagger on August 23.Two days later an agent of the Okhrana political police named Artemenko, was killed at Alexandrovsk; on August 29 an unknown gerson into the bpdroom of the assistant chief of thé Gendarmes at Yelizabethpol, Lieut.-Col.Gamreklidze, but hit a pillow instead of the lieutenant. On the same day a band of thirty men attacked the arsenal in the center of the fortress at Kertch, apparently with the purpose of stealing rifles, but were driven off after a fight in which one of the invaders was killed. The chief of the penal settlement at Zeremtui was murdered on Sept.4.Also, according to the police, meetings of important leaders of the Social Revolutionary party from Russia were held in Paris this summer when the plan of the new movement was determined.Reports, it is asserted, were read indicating an increase in Books of Interest the elective principle temporarily corrected by the right of co-operation, in view of the necessity for conspiritive work under the present circumstances. The question of participation in the elections tried paths of the National Polic: by the allurements of Taft, President of a foreign country, who would bene- § Correspondence § THE QUESTION OF VOTING.To the Editor Gf the Chronicle: Dear Sir—Will you grant me space for a few words to the clectors who are entitled to vote on Thursday?1 am strongly against our religious teachers conceshing themselves with party politics.Theis mission is high above such matters as the heave are above the earth, but it cles comes within their province to use their grest influence to impress upon the members of their congregations the great responsibility the right to vote carries with it and the wrong in- | - volved in anyone voting againat his honest convictions, or in abstaining from voting without good and sufficient reason.1 may be exceptional, but never a word on the subject have I heard.from the pulpit. The importance of à single vote so often underestimated by its holder.À government in the Province of Quebec remained in power for some time sustained by à single vote, and one of the supporters in the House of that government was elected by a major ity of one.‘That is what the vote of one elector did in that instance.I do not propose to discuss the merits of that government, or allude to its demands, but it is certain that if one voter at that election had voted differently or abstained from voting, the history of the Province of ec would have been different. This is not a solitary example. On a most important division in the United Kingdom House of Commons, during the last century, when the people were struggling through their representatives to obtain relief from conditions they found unbearable, the government of the day wes sustained by ore vote, when defeat would have entailed resignation. In that case also the majority contained a member who had been returned by one vote over his opponent. At the present time the great city of London is ruled by the Moderate party ingtead of by the Progressive party, on the vote of one elector, a vote that was not discovered till after two recounts following an election tie.Such is the importance of a single vote.It should be needless to allude to the wickedness of accepting a bribe or the iniquity of offering or giving one, but there are many who do not realize the full force of this and treat it lightly enough, We have Had many times in Canada the promise of honest government.Have we at any time had thoroughly honest, even-handed jas- tice dealt out by any government to its party supporters, workers and organizers? In the oN time it was short shrift and a horse-hair halter to men men found woithy of the same. Now it ghould be badishment from the party and from politicel lifgÿ of any supporter acqued of usingfquestion- able or worse than questionable means to advance its interests, unless he can clear himself. We fave bee in having premiers with 2 hands and never ‘a- ‘government without many honorable and honest members, but we are yet fad from such ap-|.proach to perfection as is quite possible. The fault lies with ourselves. When we look upon a voter who sells his vote as worse.t§an.a sneak thief, and upon the giver pf a bribe, or the promise of any inducement to influ ence a voter, as we look upon the soldier who betrays his comrades, or as they look upon a dirty informer in a dear old land beyond the sea, and refuse to associate or have anything to do with auch men, then honest government will be ours, for under election by general suffrage it will always be “like people, like rulers.” It was written long ago that men do not despise a thief if he steal when he is hungry, but many 8 hungry man has fought that battlé and kept his honesty and self-respect by enduring till better times, and shall a voter do less when tempted. There is one other thing 1 would like to say and will try to avoid politics in saying it.The Americans are our neighbors, and our duty towards them as such has been clearly defined on sufficiently high authority.Quebec welcomes them in the summer, and even hopes to persuade them to come when the snow is on the ground. To me it is painful to hear reciprocity discussed as if the question were one of getting the better or worsé of & bargain.Surely there is more in it than that. Will it lead to better feeling and more kindly relations between the two peoples or not?Canada is a large country and the British Empire is very great, but the wide world, with its teeming millions and many interests, is still greater, and to myself and many others the hope of the world is in closer and even more friendly relations being established and maintained between the United Kingdom, or rather the United Empire, and the United States.Sons of Canada are in the old land and the new.It may be well for us to have a tariff wall to keep unduly expanding trade with our neighbors in check. It might even be well to have no dealings with them even as the Jews had no dealings with the Samaritans, or it might be well to protect ourselves by higher and stilt higher customs duties, of course doing it all in the kindest possible way and with full consideration for their prosperity and happiness, but do not let us discuss such matters as reciprocity and anti-reciprocity ao though it were à mere question of filling our pockets somewhat fuller.Let us try to find higher ground for our action.Nor let us allow the coward tear of annexation to influence us.The eagle might absorb the beaver, but the moose is a different proposition. The annexation of one country by another is not settled by votes, not while a sufficient minority of determined men will not.have it so.How then can we live side by side on this great continent on the beat possible terms? How will reciprocity of letting things remain as st present affect that? This each voter must an- awer for himself.| Yours truly, fit his countey at the expense of Canadan ) ED.HARPER WADE.Bent.19, I91L *.à He also counselled them that if they would be prosperous and happy, they should join their fortunes with the cities of the United States. That was bad enough. But, when the despicable advice has been followed up by what has happened in St.Roch, the electors of Quebec, who have not yet heen robbed of their chance to vote, can have only one opinion to give at the polls on Thursday, casting their votes, as they cannot but with all party feeling set aside, for the two independent candidates in Quebec Centre and Quebec West.Messrs.Power and Lachance, while courting party favors fine and simple, announced at the meet- | ing on Thursday last, that whatever Sir Wilfrid Laurier said or did, they were ready and willing to uphold. But now that the honest voters of their own party are opposed to reciprocity and indignant, on moral grounds, over the nefarious transaction in St.Roch, what is there left to them but to take their defeat tomorrow as nonchalantly as possible, and seek out for more honorable connections in the future. As they sit down by the river front at the end of the week to make an inventory of the harbor improvements, and count the number of vesséls Iving at the wharves, ther may possibly get up their courage to compliment Messrs.Price and Hone on having a chance to do better in behalf of Quebec than they could have done. And in preparation of what is leading up to their reverie tomorrow, elected or non elected as they may be, let them ask themselves these queries which all Quebec is propounding today: We were promised a reorganized Harbor Commission.Have we got it?We were promised additional harbor appliances.Have we got them?We were promised that Quebec was in the way of being made the great and prosperous eastern terminus of the Transcontinental.Have we got further than the laying of the Champlain Market in a heap of unsightly ruins towards such a consummation?Five thousand dollars have been spent in buying off Sir Wilfrid Laurier’s opponent.but how much has heen set apart for the poor beggars who are in worse straits than Sir Wilfrid?* * * * And a final word to the electors, as yet safe from the Letourneau style of canvass, is now all that is needed. If Quebec ir to be saved from disaster, now that 8ir Wilfrid Laurier has been deprived of a legal seat in Parliament, the two candidates that are no cringers to his influence must he elected to stand up for Quebec’s interests to the upholding of them to the very last point of realization. And who Îs to do this save the electors of Quebec Centre and Quebec West?Who Is to elect Mr.Price save the men who elected hiro at the last election, with others who camot but admire his splendid independence of action? He is the kind of representative, with the courage of his convictions ever in evidence, whom any constituency might well appreciate, And who is to elect Mr.Jules Hone, an alert business man, who knows the good end of n enterprise from the bad end, and is sure to be a faith- fai ally to Quebec in its endeavors to realise on its splendid natura) advantages as a seaport and manufacturing centre? And who is to vota for Bir Wilfrid's opponent?- | US Aye, who would have cast votes vy the thousands for him, had be not been tempted from the pathway of straight dealing with the electors of Quebec East by his enemies, and thus deprived the wage-earners of that cuustitueney from voting against the reciprocal pact which, according to the opinion of their employers, is sure to deprive them, if passed, of the means of earning an honest living, “Hurrah for Laurier!” is a dead letter in St.Roch toilay. As well might we expect to hear in that quarter “Hurrah for Taft and Fielding!” who have been in at the deception of the “Knight of the White Plumes,” who, alas, now lies de feated by the misguided tentacles of the octopus that in- juriously grasps at everything within its reach.Over in Quebec Centre and Quebec East there still may be heard, perhaps, in very subdued tones in the vicinity of the very last meetings of Messrs.Lachance and Power, “Hurrah for reciprocity!” But what does that half-whispered note of expectancy mean, if it does not mean “Hurrah for the loss of the trade of Quebec!
