are dead and two perhaps fatally injured as the result of a head-on collision at Long Run, 18 miles east of here, at 5.30 o\u2019clpck this afternoon, between an in-bound Louisville & Nashville passenger train and a Chesapeake & Ohio train of empty cars.Practically all the passengers on the Louisville & Nashville train were more or less injured.Two Chesapeake & Ohio brakemen suffered severe injuries.Both engines exploded, according to passengers, bits of the wreckage falling on the roofs of the coaches, terrorizing the passengers.who had been thrown into masses in the forward ends of the cars.Passengers, among them Judge W.G.Dearinggeneral attorney for the Louisville & Nashville, immediately set to work helping the wounded from the coaches and also assisted in extricating the Chesapeake & Ohio conductor and his brakeman, caught in the wreckage when ~th2 (combination coach in which they rode telescoped upon the shattered engines.The Chesapeake & Ohio train, running on the lenisville & Nashville tracks, as do-all Chesapeake & Ohio from Lexington to Louisville, was \u201cdead heading\u201d back to Lexington.Loufville & Nashville officials tonight express their belief Jan.16.\u2014The Soo Line snd Canadian Pacific Railway today announced readjustment of rates on wheat 3nd oats tc Minneapolis and Duluth, so as to give the same rates as to Fort William and Port Arthur from Szskatchewan.The rate was made effective today and will be operative until Avril 30.The action has been taken in order to save about 25,000,000 bushels of grain which would spoil in the fields and granarics of Western Canada unless stored at once.MUNICIPALITY TO SELL CITIZENS ELECTRIC LAMPS Galt, Ont, Jan.16\u2014The Town Council, through the Hydro-Electric department, has decided to sell to the consumers of electric power in Galt electric lamps, The municipality will be able to sell the consumers the lamps at practically half what is being paid for them now.The municipality is able to do this by huying the lamps through the Hydro-Electric Commission, which can purchase them much cheaper thun the dealers can huy them wholesale, and a smait margin for profit will be put on to pay the expenses, There are 24 factories in Galt now that are heing run by Hydro-Electric power and alto- THE ENGINEER OF THE QUEBEC TRAIN Held Criminally Responsible by Coroner's Jury for Canadian Pacific Collision.Montreal, Jan.16.\u2014A coroner's jury to-day found Engineer J.C.Hamilton criminally responsible for the wréck on the Camadian Pacific Ry., Montreal-Quebec line, which resulted in the death of seven people.Hamilton was engineer on the first engine of the double-header from Quebec which crashed head-on into the train from Montreal, which was standing at St.Vincent de Paul Station, expecting the train from Quebec to take a siding.Hamilton was not present in court, as he is still in the hospital, suffering from two broken legs and internal injuries, the result of the collision, but his depositiorf was read by the coroner.It was to the effect that at Terrebonne, the station before St.Vincent de Paul, he noted that the \u201cair\u201d on his engine was not working, and signalled to Paquette, the engineer on the second engine, to take charge of the braking of the train.He believed that Paquette understood.About half a mile from St.Vincent de Paul he noted that the train was going too fast snd whistled for Paquette to apply the brakes.This Paquette did not do.He declared that it Paquette had done ko the disaster would have been averted.LVELY TIMES MEAD IY give the expectation of a lively time on Feb.8, when John Redmond, leader of the Irish Nationalists in the House of Commons, and Winston Spencer Churchill, First Lord of the Admiralty in the British Cabinet, are announced to speak here on the same platform in behalf of Home Rule.The uister Unionist Council met this afternoon, under the presidency of the Marquis of Londonderry, a former Viceroy of Ireland, and passed with acclamation a resolution expressing astonishment at the challenge thrown out by Winston Churchill, John Redmond and Joseph Devlin, the Irish member of parliament for the West Ottawa, Ont., Jan.16=The Opposition spent the aftsrnon resisting the bill to enable commissions of enquiry to expedite their work by appointing technical assistants and sub-commis- sioners, Sir Wilfrid Laurier and Mr.Pugsley who were almost alone in their opposition, offered two amendments.By first of these any person whese conduct is under investigation by royal commissions of enquiry may be represented by counsel.The second is an extraordinary proposal that when forty or more members of parliament or Senators, including the l:ader of the Opposition, desnands in writing of the Governor-in-Council that inauiry be made into any matter connected with the good government of Canada, or the conduct of any part of the public business thereof, such inquiry must be made by a commission, The government rejected this latter proposal as subversive of the principles of parliamentary gove ernment, not to mention the glaring contrast with the steady refusal of \u2018the Laurier government to allow investigation after investigation demanded, not by 40 but by 80 members of parliament.The proposal as to Counsel it took into consideration.The opposition also fought savagely against the proposal to appoint sub- commissioners and the government offered to add the proviso that such sub-Commissioners be approved by the Governor-in-Council.This also was held over for consideration.At the opening of the house resolution providing for the transfer of archives from the Department of Agriculture to care of the Premier was passed.Bill to amend Inquiries Act was read a second time and referred to Committee.Sir Wilfrid Laurier began by opposing the proposal to appoint technical assistants as unnecessary.He then demanded that persons investigated have the right to be represented by counsel.Mr.Pugsley moved an amendment to this effect, so worded that every official in any department investigated be represented by a lawyer.Mr.Pugsiey and Sir Wilfrid Lausier pressed this vigorously, Mr.Pugsfey charging the Public Service Commission with partisan bias.Mr.Borden expressed sympathy with the proposal that the man who was under accusation should have a counsel.The Laurier goverument had not observed this rule in its day of power.Mr.Borden proceeded to point out the right to counsel.The moment it came under view, confusion would result.He gave positive assurance that the Commissioners would give fair-play.After further debate the amendment stood over.Then Sir Wilfrid Laurier and Mr.Pugsley fought the proposal for sub-Commiss- ioners, arguing, that only lawyers should be appointed and that incompetent persons might be appointed and Mr.Doherty finally offered to insert a proviso that sub-Commissioners must be approved by the government.Mr.Pugsley then proposed his amendment as tp the right of the minority to order an investigation.Mr.Borden declared he could scarcely believe his ears.In former years not forty, but eighty members had repeatedly demanded investigation only to be refused.He then turned to discuss the form of amendment, showing that it was opposed 10 all the principles of responsible government.The discussion ran on for a while.Mr.Foster made an excellent ighting specch.He pointed out that the proposal was that à minority could force an investigation without the majority having anything to say.40 or 50 investigations Havoc Around Carriage.Peking, Yan.16-~An artempt has been made on the life of Premier Yaun Shi Kai.The Premier's assilants were three well dresed Chinam:a, who are stated to be prominent revolgtionaries, They were standing on the sidewalk when the Premier\u2019s carriagkfAporoached.As the vehicle reached $ithin a distance of about thirty yards from the spot where they were nding, one of them threw 3 large Bomb in its diree- tion, but his aim was so bad that the missle exploded at a distance of twenty feet from the carriage.\u2018The vehicle rattled and shook from the shock of the explosion, but Premier Yuan Shi Kai escaped unscathed.He appeared.in fact, not to be greatly perturbed by the attempt.The havoc caused by the explosion was immense.Immediately around the carriage a policeman, a soldier and two horses were struck dead.Twelve other soldiers and several civilians; with a number of horses, were also badly wounded.The farce of the explosion when the bomb came in contact with the earth was so great that many houses hundreds of yards awcy were shaken from top to bottom.Premier Yuan Shi Kai was driving in a \u201ccarriage; with open windows, which was preceded and followed by an escort of cavalry.The route wa: lined by soldiers and police stationed five yards apaft.The men faced alternately inwards and outwards, and weer carrying doaded rifles with fixed bayonets.When Yuan Shi Kai's carriage ar- arived opposite the çesidence of Dr.Morrison, correspondent of the London Times, at the cdgner of which the assailants had been rved standing, 2 bomb was huried.{Without waiting to see the effeet their deed the perpetrators rushed! toward a neighboring tea house.Idiers and police, however, were immediately on their heels and they were arrested before they were able to effect their escape by a rear door.The cther men who are suspegted of being accomplices in the attematod apsatiention have since been arrested.Congratulations from alt quarters, including the legations, have been pouting in on Yuan Shi Kai thraugh- out the day.The attack made against the Premier apparently has removed doubts in the minds of the Manchus as to his loyalty.The foreign residents declare that Yuan Shi Kai's death would throw North China into a state of lawlessness, demanding immediate intervention bv the Powers.The belief is general that Yuan Shi Kai is necessary to the transition from the old to the new order; otherwise, a change would make a shambles of Peking.The bomb thrower, who is a native of Kweichow, it is expected, will be executed tomorrow.Tt is believed that the three republican cruisers, which airived at Chi- Fu today, were convoying transports from Shanghai, which are remaining outside for the present.The 300 revo-
