A ———— (Special to the Chronicle.) Ottawa, Feb.15—The Commons Ipent nearly the whole day in committee on the Grain act.Two changes of importance were the decision to retain the term “Manitoba hard” in slace of “Canada hard,” as at first sroposed, and the passing of an imendment authorizing a grain surrey board at Calgary with the same powers as that at Winnipeg. The idea anderlying this is that grain from Al- Serta is likely to flow west and be thipped from Pacific ports.Resolutions improving the position of railway -mail clerks and postal tlerks were passed.Mr.Turiff moved an amendment tondemnatory of discrimination in ‘ates.Hon.Robert Rogers said that as she Railway Commission was investigating the matter to adapt the resolu- dion would be a vote cf want of con- idence in the board. After some further debate the reso- tution was declared lost on division. The Fisheries.Under examination before the House mmittee on Marine and Tommtssiôner -of Fisheries, disclosed à remarkable lack of useful ce-opera- tion as between the Department ol Marine and Fisheries, under the form- sr administration, and the Biological Board. It was shown that this board had been in existence for fourteen years and had made annual recommendations to the Department toward the solution of the Canadian fiishery problems. They had, as stated by Prof.Prince, suggested among other things, methods for preserving oyster beds and of thereby protecting the oyster fishery, None of these suggestions had been adopted. No instructions to investigate in any particular branch had ever been made to the board by the department. When the board had sought a small salary appropriation for the service of a Norwegian expert in deep sea and lobster fisheries, the department had refused, Another complaint was that the board had not been provided with a proper vessel in which to carry on its investigations in regard to deep sea fisheries. The House adjourned at 12.30 a.m.Report Not Confirmed.; The story cabled from England that a contract for building of docks and granaries at Fort Churchill had been given to Pethick Bros.of Plymouth, is regarded here as unfounded. The terminus of the road has not yet been decided upon by the Government.Mr.Bourasss’s Tour.Mr.Bourassa is to make a tour of Canada as soon as the Quebec elections are bver. The tour’ will take three months and he will travel through to Vancouver, accompanied by Mr.Armand Lavergne. He will visit all the principal cities giving lectures and will also speak to country audiences.STEAMER ARRIVALS.At New York: Caronia, Fiume; Adriatie, Alexandria At Boston: Megantic, Liverpool; Bulgaria, Hamburg. At Glasgow: Corinthian, Philadelphia, At Liverpool: Ultonis, Boston. At London: 14th, Montfort, St.John, N.B.; 15th, Monmouth, St.John, N.B.At Copenhagne: Oscar IT, New York.At Bremen: Chemnitz, New York; Prinz ‘Friedrich Wilhelm, New York.At Gibraltar: Canopic, Boston. At Philadelphia: Manchester Cotporation, Manchester, via St.John, N.B, HARBOR DELEGATES WAIT ON CBINET With Regard to Improvements at Quebec — Well Pleased With Result.(Special to the Chronicle.) Ottawa, Feb.15.—The Government has been waited upon by the Quebec Harbor Commission deputation, comprising Messrs, V.Chateauvert, chairman; N.Belleau, commissioner, and R.Renault, secretary. The commissioners, who were introduced by Messrs.Lesperance, M.P., and Sevigny, M.P., interviewed Hon.Messrs.Borden, Cochrane, Hazen, Monk, Pelletier and also Major Leonard, Transcontinental Railway Commission.Their request was for two piers near Louise Basin, together with sheds and othér accommodations. They encountered a very friendly reception and left feeling that the Government is well disposed towards the claims of the City of Quebec to additional accommodation.FIRE IN MONTREAL.Montreal, Feb.15—Fire did $4,000 damage and completely destroyed the lower floor of 304 Peel street, been made by an Italian prisoner in the State Penitentiary at Columbus and to fasten the murder of William L.Rice, millionaire lawyer of Cleveland, upon the fellow prisoner, thy confession named is sought by the Pittsburg detective superintendent of a district agency, who obtained the story of the crime when visiting the prison. The detective left this city tonight, still working on the case and seeking to so fortify the confession as to leave no room for doubt when the grand jury is asked for indictments fonothe murder occurred August 5, SCHWEPPES ~OF LONDON SODA WATER DRY GINGER ALR — persons were killed and 67 were injured today, when the Pennsylvania Limited, eastbound, jumped the track at Warrior's Ridge, a shore distance west of this place, and nine of the eleven cars rolled down an embankment to the edge of the Juniata river. The dead in the morgue at Huntingdon are: HARRY A MASS, New York, MRS.JOHN TAVERNER, Washington, 1, : MRS.HALL, colored maid, employed on train.Amcng the injured is E.E.Schellenbach, of Winnipeg, Man.Warrior's Ridge, where the acei- dent occurred.is located in the beautiful Juniata valley, and it is along the Juniata River that the Pennsylvania tracks wind. The train, consisting of ten passenger cars and a postal car, left Altoona thirty miles west of the scene of the accident, more than an hour late.At the time of the disaster, it is stated, the Limited was going at the rate of 50 miles an hour.As the heavy train, which was drawn by two locomotives, neared Warrior's Ridge.the eaualizing bar on the second locomotive dronped to the rails. This bar is over the trailer wheels and holds up the spring of the locomotive, The first car passed over the obstruction, but nine succeeding cars jumped the tracks and dropped down the embankment to the hink of the Juniata. The ohservation car remained on the rails. As the ponderous steel cars with their human freight dashed down the bank.the telegraph pole were snaoned off like pine stems. With the telegraph fa- cil‘ties thus criopled, the telephone of the Funiata Power Company, near the wreck, was pressed into service, and word was sent to Altnona.Tvrone and this town for all available physicians snd aurses. In a short time two spe- cinls, one from hete and anofiver from | Altanna were rnshed towards Watrior's Ridge. The Altoona special stopped at Tyrone en route and picked up twelve phvsicians at that place. In the meantime, the train from Huntingdon had reached the scene, where the greatest confusion was manifest.Groans of the injured, who were pinned within the steel cars, were pitiful. As quickly as possible the relief partv released the most se- riouslv inirred and hurried them to a local hospital. All of those killed were in the rst dining car.Harry A.Ma:s and Mrs.J.E.Travenner, two of the killed, were dining at the time the train was derailed. The awful impact threw them into the forward end of the diner and they were crushed to death.Mrs.M.B.Hall, the colored maid.was thrown through a window and had her skull fractured. In all there were sixty-seven persons injured.Fifty-one were given attention in the local hospital, while the remaining sixteen, who sustained minor injuries, were looked aiter by the volunteer physicians.Of the 67 injured, 42 were passengers, and 23 were railroad employees of the train. This is said to be the first time on record that a train composed of all steel cars has been wrecked on the Pennsylvania, and had it not been for these ponderous lifesavers the death toll would have been appalling.Nothing short ‘of & miracle could have saved the frail wooden cars from crumbling and going into the Juniata River.Even the big steel cars were badly twisted, but there were no splinters or fire to add to the horror of the wreck.Conductor H.R.Patterson, of Harrisburg, who was in charge of the wrecked train, sai dthat there were 102 persons on the train.Patterson was in a car that turned over on its side.going down the emoankment. The momentum of the train can best be judged when it is shown that the two engines and the postal car, which broke from the other cars, ran nearly half a mile down the track before they could be brought to a stop.It is said that some of the cars in thelr descent turned completely over, and three of them are practically hanging on the bank of the river, The water at this point is between fifteen and twenty feet deep, and had the cars toppled into the river nothing could have saved the occupants of these cars.THE FATAL RIOT.Lawrence, Mass, Feb, 15.—After a day of testimony for the defense, devoted chiefly to an effort to show that the defendants had made no inflammatory speeches in connection with the textile strike, adjéurnment was taken tonight until Monday, in the district court hearing of Joseph J.Ettor and Arturo Giovannitti, charged with being accessorlus to the murder of Anna Loplezo.Numerous associates of Ettor in the conduct of the strike prior to his arrest and witnesses of the parade and rioting on January 29, the day the Lopizzo woman was killed, were called to the stand. All agreed that neither Ettor nor Giovanni had urged violence | tha sert of conspiracy was conducted with fuil knowledge of members of the executive board of the International Association of Bridge and Structural Ironworkers, including President F.M.Ryan; that the whole conspiracy, extending over yegrs, was recorded on paper; and that 'Ortie E.McMan- igal, the confessed dynamiter, was shifted shuttle-like over the country on missions of destruction, were made public to-night by District Attorney Chas.W.Miller.Mr.Miller announced the contents of an indictment Lfown as that covering “unconsum d acts” of the conspiracy, and .it to be the basis upon which the vernment intends to conduct ita progecution. The indictment eharges Ryan, Herbert S.Hockin, of Detroit, Mich, M.J.Young, of Bost@t.John T.Butler, of Buffalo.Frank Webb, of New York, with conduc&ng the conspiracy through the mail, End all names of the 54 defendants &s abettors. It declares that a regulat system of pointing out non-union #teel and iron construction job: was carried on and that the executive members not only contributed money buy explosives, but assisted in the work which Me- Manigal was to do.The basis of all the charges lies chiefly in 40,000 letters and telegrams taken from the Ironworkers’ International headquarters. These letters purport to be between Ryan, Hockin, Webb and various other officials and business agents.NOMINATION D AT SOUTH BEVREN BEM L Maloggy, and Hon.G.P.Graham Candidates — Trouble About a Hail.Renfew, Ont, Feb.15.—The last week beiore the election to decide who shall represent South Renfrew in the Dominion House of Commons has begun, and Dr.M.J.Maloney of Eganville and Hon.G.P.Graham of Brockville, are the candidates.Nominated here this morning, they both addressed large audiences this afternoon, with the difference that while the Conservative candidate spoke in the open air, the late Minister of Railways in the Liberal government said what he had to sqy in the O'Brien Opera Hotse.Dr.Maloney was helped out by Mesars.W.H.Rennet, M.P, for East Simcoe; John Webster, M.P.for Brockville, and C.J.Thornton, M.P., for West Durham: while Mr.T.A.Low.ex-M.P, and Dr Neeley, M.P., of Humboldt, Sask., spoke fer Hon.Mr, Graham. The nominations proper were without feature, hut a hitch hetween the two parties developed when it came to speaking afterwards, and for a period it looked as if trouble might result, Tt originated in the fact that the Liberals some weeks ago secured the O’Brien Theatre for nomination day, the date of which they were at the time ignorant.A few days hefore its announcement, Dr.Maloney's supporters rented the theatre for the 15th.Both sides claimed to have paid for the place, and accordingly both claimed the right to speak there, the Conservatives going so far as to issue posters announcing à meeting.Manager J.M.George, of the theatre, fearing disorder, then posted up a notice to the cffect that it would not be open at all until after 7 o'clock.About 2 o'clock a crowd of perhaps 1,000, mostly maloneyites, marched down the street behind the Renfrew brass band and took up their position in the main thoroughfare in front of the theatre. There they remained for upwards of an hour, and it looked as if neither side would be allowed to use the opera house. Finally, however, Mr.Maloney drove down and, through Peter White, K.C., of Pembroke, invited the crowd down to the Market Place to hear him.To the number of a thousand, they followed him.Willing hands soon cleared the market platform of its burden of snow, and mounting it, Dr.Maloney and his fellow speakers addressed the crowd which had gathered.Taking the day as a whole, the honors were with the Maloney faction, the Conservative candidate's action in addressing an open air meeting having turned out to be the best tactics.CHILD SCALDED TO DEATH.Toronto, Feb.15.—Frankie Turley, two-year-old son of W.Turley, a Toronto boxer, 100 Seymour avenue, was scalded by falling into a boiler of boiling evoked by last summer's events has not yet passed away. The references in the Reichstag to-day to the British Secretary for War's mission were unmistakably cool, except on the part of the Socialists, who warmly favor better relations between Germany and Great Britain.Chancellor Von Bethmann-Hollweg in a statement respecting the conversations which took place between the German Ministers and Viscount Haldane, said that they had been ex- haustive and frank, and would be continued. The spokesman for the Conservative centre and the National Liberals, while declaring that they would welcome a rapprochement, recommended very reserved action. The National Liberal speaker said : “We all will support the peace efforts as heretofore, but the chief assistance must come from the English.” MOST PECULIAR DOUBLE ACCIDENT On the Grand Trunk Railway— Train Derailed, But No One Was Injured.Ottawa, Feb.15—As a result of one of the most peculiar double accidents ever met with in local railroad his tory, the Grand Trunk Railway passenger train from Pembroke and Renfrew, due in Ottawa at 7.20 o'clock to-night, was derailed at South March, the engine being torn apart from the rest of the train and damaged and the tender badly wrecked. All this occurred as a direct consequence of a collision between the engine of the train and a sleigh driven by Peter Hoolihan, an Epean Township youth who was the-only offe concemed to suffer any injury.Jumping from his sleigh just as the train struck him while he was driving across the tracks at the level crossing near the South March station, young Hoolihan was fortunate enough only to injure his leg and ankle.the cart he was driving being smashed to picces. The peculiar feature of the accident, however, was that the collision with the sleigh threw open the switch connecting the main track with a siding near the station. The engine jumped it in safety, but the tender and the remainder of the train were thrown off the main track by the open switch and took to the siding. On the latter track was a car loaded with heavy hardwood logs. The jar of the coliision with the train relieved the car of its burden and in an instant the heavy pieces of timber struck the tender and rolled on the [ track. Some even rolled under the] engine, but in some miraculous manner did not derail it and it went some hundred yards down the track before it could be stopped.ELECTION BY BALLOT IN CHARLOTTETOWN, P.EIL Charlottetown, P.E.I., Feb.15—The civic elctions held here by ballot for the first time resulted in the return of
