Titre :
The Quebec chronicle
La ligne éditoriale du journal est définie comme suit : « [.] in the management of The Morning Chronicle we shall, therefore, begin by simply declaring, that, as we glory in our connexion with the British Empire, it will be our undeviating aim and unremitting endeavour, to create and foster a cordial attachment to those time-honoured institutions which have made her so illustrious in the annals of the world ». (May 18, 1847, p. 2)

Voici les différents titres que le Quebec Chronicle-Telegraph a connus depuis ses débuts : Disponibles en ligne : The Morning Chronicle (Jan. 1847 - Nov. 1850) The Morning Chronicle and Commercial and Shipping, 1850-1888 The Morning Chronicle (Feb. 1888 - May 1888) The Quebec Morning Chronicle, 1888-1898 The Quebec Chronicle, 1898-1924 Non disponible en ligne : The Chronicle Telegraph (1925-1934) The Québec Chronicle-Telegraph (1934 à ce jour)

Oct.2—A summary of the first part of the land inquiry report.on which will be based the next step of the government's program of social legislation, has been made public and shows the pressing need of relief for rural laborers. The report, which is made under the direction of David Lloyd-George, Chancellor of the Exchequer.states that the wages now paid do not allow the level of physical efficicacy to he maintained. The question, it is urged, is the more pressing hecause since 1900 prices have risen disproportionately to wages.Objection is shown to a © increasing degree by laborers te the wages being partly paid in kind. The laborer feels the tong hours and the absence of holidays nearly as much as the lowness of wages. The loss of wages through wet weather is a strong subject of complaint.A surprising festure of the repory is the absence of any reference to the much discussed minimun: wage of $3 ILM “JOHNNIE THE FOUR INJURED WHEN CAR TURNS TURTLE AN AUTOMOBILE PLUNGES will be taken to secure the return of the employes of the Lancashire mills, whose strike has caused a great lockout. It is feared, however, that the suspension ‘of all yard spinning befose that time will throw 650,000 persons directly affected out of work.Por sibly as many more are indirectlf dependent on the industry. The employes mmintain that the Master Spinners are animated by a desire to bring about a stoppage because of the high price of cotton, which makes the profits small, but the employers assert that the principle of the maintenance of their right to control their own mills is at stake. On the other hand the unionists deny any desire to adopt syndicalism, and assert that the excutive have done all possible to persuade the Bolton strikers to return to work.ALDERMAN PLEADS YESTERDAY.Washington, Oct.2—The Democratic tariff revision bill probably will be in the hands of President Wilson for his signature by tomorrow night. The Senate at the end of a listless debate passed the conference report at 8:30 o'clock tonight by a vote of 36 to 17, only four more than the necessary quorum of the Senate.BECOMES LAW SOON.Senators La Follette, Republican, and Poindexter, Progressive, voted for the conference report as they did for the bill on its passage and Senators Randell and Thornton, Democrats, voted against it, as they did against the bill.Otherwise it was a strict party vote, Immediately after the passage of the conference report, acting on motions made by Chairman Simmons, of the Finance Committee, the Senate rejected the Smith-Lever compromise totton futures tax amendment passed by the House Tuesday; and then receded from its own amendment known as the Clarke cotton futures tax plan. Both of these motions were carried without roll caïls“and their effect is to leave the cotton futures question out of the tariff bill so’ far as the Senate is concerned.’ The.bill will be returned to the House ‘early tomorrow. It was thought at the capitol tonight that the bill would become a law Saturday.Anticipating such a conclusion to the tariff revision fight the Treasury Department was busy today making final preparations to put the few rates of duty into effect on all foreign merchandise on the day following the signature of the bill by the President. It is expected that millions of dollars worth of imported goods now held in bond will be withdrawn for distribution in this country within two or three days after the new tariff rates become effective. The eight and one-half hours of debate in the Senate today produced little real criticism of the tariff hill or the conference agreement.Chief interest ceditered in the speech of Senator Pesrose, who raised the standard A of the angora goat over the Democratic party and moved the Senate to continued bursty of laughter with his allusion to the new duty that had been put on angora wool. The principal criticisms of thé conference commit- Ohio, whose amendment imposing a tax of $1.10 a gallon on spirits used to fortify sweet wines had been dropped out by the conferees: and from Senator Borah, whose amendment prohibiting the importation of goods made by child labor also had been eliminated.GREECE FEARS WAR WITH THE TURKS A DECISIVE BATTLE 18 EXPECTED NEAR PRISREND — ANARCHY STILL PREVAILS IN ALBANIA.London, Oct.3—The tear ot war with Turkey is growing Man Who Will Outline Defence Causes Associates Much Worry.Albany, N.Y., Oct.2—Only a brief session of the impeachment trial of Governor Sulzer was held today and then an adjournment until Monday afternoon was granted by presiding Judge Cullender that the attorneys for the Governor might have time to perfect their plans for opening their case.Judge D.Cady Herrick, chief of the counsel for the defence, said he and his associates doubtless would be ready to proceed Monday.SUFFERS FROM INSOMNIA, The illness of Harvey D.Hinman, who plans to open the case for the defence, is causing his associates much worry. He is able to be about the city, but he is ih a highly nervous condition. He has been unable to sleep. This is due mainly to the fact that he has been working through the regular court sessions and then spending a greater part of each night at the executive mansion, going over details of che case with the Governor. The Governor is a tireless night worker, and, as he has been able to sleep until neon every day the strain has not told on him as it has on Hinman, Of the plans of the defence little is known except that Hinman will outline the defence if he is able, and that Louis A.Sarecky, formerly the Governor’s campaign secretary, will be the first witness for the impeached executive.Thas the.Governor .will testify there ig no doubt nor has there been at any time within tie last ten days. Some members of his counsel opposed his taking the stand, but he used ail his persuasive powers and finally brought them to see his view of the situation—that his story would be indispensable to his.defence.A long conference.was held between the Governor and his attorneys tonight ay the executive mansion.Efforts of Attorneys Herrick and Austen G.Fox today to have certain testimony stricken from the record brought the statement from the court that this motion would have to be renewed when all the evidence was in.“I shall hold,” Judge Cullen said, “that all motions involving the pro- bative force of competent evidence must be left until the final submission of the case.” .This ruling caused Mr.Fox not to make a motion to strike out articles three, four, five, seven and eight.as he had planned. The motion will be made later in the case, however. These articles deal with all che Goversor's alleged impeachable acts except those involving financial transactions.A motion to strike out the “money articles” already is before the court.It.too.will be decided when all the testimony is in.INTER-PROVINCIAL CONFERENCE DELAYED Toronto, Oct.2—S8ir James Whitney, Prime Minister of Ontario.and Sir Lomer Gouin, Prime Minister oi Quebec, who receutly called the In- ter-Provincial Conference for the 20th of October, have agreed to postpone the conference until the 27th of October.Today the different Prime Ministers were notified to that effect. No official reason is given for the change of dates, but it is considered probable that the postponement was made on account of the return to Canada in the early part of that week of the Governor-General, The RITZ-CA Hotel and Restaurant. At Sherbrooke and Drummond Btrests MONTREAL.The most comfortable and modernly equipped * mt IT (A A in nL Ee was done in or- | CANADA AND STATES SEEKING TO OBTAIN UNIFORMAOADLAWS THE CONGRESS OF 1913 MAY BE HELD IN TORONTO OR OTTAWA, Detroit, Mich, Oct.2-—Canada will’ be represented with the United States in an endeavor to.obtain api- form laws pertaining to road building .à ; will be offered te Mr.Borden in Quebec this month will be in no way partisan, and the chairmen of the various representa- tire bodies in Quebec will figure on the executive of the organizing committee. The fact that this will be né mere party demonstration is borne eut by the part which is being played by such prominent Liberals as Drouin and others. In doing honor to the Premier of Canada which returned threes Liberal members to Ottawa at she general elections of 1911, would hardly have much ahaim to the consideration and beneficence of the Borén Government on the greund of party service. It 4s much to the cœedlit of that government that it has been actuated by no motives of political vengeance or spite in its treatment of Quebec, und that it has tuken the broad, national viuw 1911 ueither of the parties had ever done much to give justice to this part which, from its unsurpassed natural advantages, its position on the St.Lawrence, its expanse of deepwater harbor and the difficulties and ice conditions in the channel above here, should, with any measure of fair play, have been by now one of the most important and best equipped ports of the Dominion. It has always been plain to those who have given even the slightest study to Que- Pac's needs that her welfare and expansion depended mere on her utilization as a port than on amything else. The Borden Government was not slo# to res- lize the urgency of this need and at once set about the desired improvements with a zeal and energy that produced immediate and fangible results, the evi- , dence of which is so plain as to be unquestioned by any citizen. It replaced the old Harbor Commission by a smaller and far more efficient hoard of men who have done wonders during the short time that they have taken over the task of equipping Quebec's water frontage.Elevators, wharves, terminals, better shipping facilities, dredging of the channel, damming the St.Charies, laying of the Transcontinental, building the Post Office, beginning the St.Malo shops, laying out the Battlefields Park.completing the Quebec Bridge, commencing the dry dock.-what with these and other public works, «he workmen, the merchants and all classes of the community are benefiting by the era of progress for this sity and district which has been inaugurated by the Borden Government and which has téen so noticeably and effectively askisted and pro- joted by the energy and enthusiasm of Hon.L.P.Uetier, the member for Quebec County.Small won- Ger, then, that the citizens of Quebee, subordinating Mr a moment their political ideas to their fund provided by the proposed currency measure, said to be acquiested in by Mr.Bryan, has caused the papers that have always supported the Nebraskan to argue that Mr.Bryan was right in 1896 in his quantitative theory of money, but that the increased production of gold rendered the free coinage of silver unnecessary. They do not dwell on his contention during that memorable campaign that silver and wheat had gone lovingly together down the centuries like Biamese twins.Nor do they mention other absurd-theories as to the ancient and holy ratio he expoundéd.°Tt is true that there has been à grent ‘itfefeasd if the detion’ of gold during the past fifteen years, due to the use of the cyanide process. But that this has had an appreciable effect on pfices is not borne out by a scientific study of the facts. An article in the September London Contemporary Review, written before the revival of the discussion in America, exhaustively examines the ca of ‘The New Dearness,’’ which is the article's caption. It is written by L.G.Chiozza Money, « member of Parliament, who has no interest in ‘saving Mr.Bryan's face’’ or in disfiguring it.He discusses the question not provincially, but as a world problem. That there has been an astonishing increase in prices the laat few years is a matter of universal knowledge. It has been noted in America, in Argentina and in Australasia, where much food is produced. It has been severely felt in the British Isles. There Comment of The Press have been food riots in France, Germany, Austria and | {iNET Italy.A weighted index number of 100 commodities, fairly representing variations in price as they affect ordinary consumption, is used by Mr.Money, taking 1900 as 100 per cent.In 1912 the price of this weighted index number was 115.In 1896 it was 88.In 1880 it was 130.In 1875 it was 141.In 1871 it was 136.From 1871 to 1891 the production of gold was stationary. But the prices varied greatly.During the last twelve years the production of gold doubled while .prices increased one-sixth.Of forty-five chief articles taken from the list of a hundred, thirty rose in price, while fifteen fell.Under the quantitative theory why should any have fallen?Wheat rose and rice fell.Lead, fell and tin rose.Mr Money points out an increased use of gold in the arts and for orna- mentative and decorative purposes. He refers to European war chests of gold and to the hoarding of gold in India. He shows that the bulk of business is not done with gold. The bank deposits in England are ten times all the coined gold in the country.Credit is ‘‘coined’’ in modern business and the velocity of exchange has increased greatly with improved methods of transmission and transportation.Mr.Money does not attempt to explain the cause of high prices in every instance. He restricts his article to showing that the increased production of metallic money can not be held responsible. He suggests, however, that with improved labor appliances men ox- ploited newly developed countries and flooded (he markets with cheap products. As a result he sten- dard of living enpress the quality of extreme deli- eacy in amy object it would seem that they ascribed its origin to the eles ment of water.Venus, most beautiful of goddesses.rose from the foam @ the sea, said the Greeks. The Arabe and Hindoos found a source equally poetic for the pearl.most delicate and romantic of gems.A .dewdrop fell into the ocean and was T veceived by the oyster. From this, : the legend.was formed the pearl, § the cloud from which the dewdrop were light and pure, then the was fine and lustrous. Were the cloud, however, dark and heavy the pearl was dull and leaden. Now, however.it has been porevd | that the pearl develops from a para- ‘ste which dies in the oyster and fa covered by precious matter, thus becoming a valuable jewel.Should the parasite be taken out of the shell by some fish before dying and then pass into the body of still another it loses its parasitic nature and becomes a self-dependent little creature, Tt would seem indeed that too many of these little animals pass out ; ef the shell before dying.for out of every thirty or forty oysters only one contains pearls. An oyster can.of course, contain more than one of the - jewels. It in on record that one taken fa the Indian Ocean held eighty- seven pearls and one from the famous Ceylon fishery sixty-seven.Bug the supply does not equal the demand snd human ingenuity is at work trying to bring about this happy state of Mfairs. The Chinese were the first to try to imerease the supply of pearls. They .drôpped fragments of nacre.sometimes round and sometimes in the “ ler mof the god Buddha, into the mussel shell. The oyster deposited some of the pear] matter around (hese and the pearls thus produced are in great demand. Not many years ago a company was formed to perform experiments along the same iine in the Indian Ocean It is equipped to handle J00 shells and has spent four years and $100.000 in the experiments.Little halle of nacre weighing from 40 to 60 grains are placed in the Australian oyster, a panicularly big species. After about ten months these halls are covered with the pearl matter and are very beautiful in appearance. The uit weight fot these gems is the carat—that is.four grains.A famous pearl weighs one hundred and swelve, The value of the pearl is proportional to the square of its weight in grains. The unit value varies with she quality and is ygreat- est in jewels weighing from Frteen to thirty-five grains, especially if they are spherical in shape. The unit value dessens, however, as the weight it- ereades because of the proportional coetliness and the consequent diffi- various dynamite jobs already had been arrested, although his confession indicated that the government had not obtained ail the incriminating evidence ! against these defendants when they i were tried at Indianapolis.| Apprehension of this McManigal of j the cast was due to Robert Foster.a { Louisville detective, who shadowed .the iron worker through eastern cities. Finally, several weeks ago when Davis was displeased with his treatment by the union, Foster persuaded him to make a full confession. This was gy September 16.For a week Davis.hag been working in Pittsburg of the Thompson Starett Company. Then the Jocal delegate of the Iron Workers’ Union told him he ‘must pay a $26 initiation fce to the local union or quit work.Davis quit. The detective told him he knew all about his deeds anyway.and Davis, feeling that the union had deserted him.accompanied Foster to New York. Here in the presence of representatives of the federal district- attorney and the National Erectors’ \\s- sociation, he dictated and swore to the long detailed confession which was given out by the district-attor- ney's office today.Davis said he had been an iron worker since 1900 and had been employed at Denver, Pucblo, St.Louis, New York.Washington.Providence, Cleveland.Pittsburg and Birmingham. In the early days of the troubles between the union and the bridge builders he was a member of the Enrertainment Committee, whose duty it was to assault non-union workers. He hegan his career as a dynamiter at Trenton, N.J.In careful detail, the confession describes how he biew up or tried to blow up buildings and bridges in various cities and towns of the east.It was during his preparation of plans to destroy a new building at Fall River an April 26, 1908, that Davis first came into communication with Harry Jones. He says he gpt Jones at Indianapolis on the telephone and asked him for money.Jones, he adds, sent $80.Davis asserts that Jones was familiar with the work he was doing.Under the name O'Donnell Davis was arrested for the Fall River job and served two years in prison.During his prison term, he ys, his friends ‘made a couple of noises” in other parts of President Ryan.Davis ‘says, he returned east. One of his latest exploits was the dynamiting of a bridge at Mount | Vernon under the direction of Frank C.Wehb, à New York member of the executive committee of the union, who is now serving six years in prison.A feature of Davis’ statement was a story of a gigantic scheme to set off simultaneous explosions in Omaha.San Francisen.St.Louis New York, Det.2—Stocks crept upward slowly today. There was no urgent bidding and speculation was quiet with long periods of stagnation. But the undertone was firm and offerings of stocks were small. The market grew stronger as the day advanced.Canadian Pacific was marked up 3%, Amalgamated, the leader in yesterday's market, rose 2 points and rious other promingpt shares were raised a point or more, Influences which have heen brough to bear.ip the market recently seemed to have worked themselves put, and traders marked time pending developments to grive- fresh impetus te -spgeulation.There were evidences of growing uneasiness among the-shoris as | prices continued to rise.and efforts to cover revealed the scarcity of stocks.Advance in the Bank nf England's discount rate from 4% to 5 per cent was followed by a alight hardening in money rates here and a sharp rise in exchange on London.Virtually no in- Huence was exerted on speculative sentiment by the increase in the Euglish: bank rate.The.weekly report of the bank offered plenty af evidence of the reasons which were responsible for the change.Although the propor tion of restrves to liabilities remains considerably above the average for this season, the return was distinctly unfavorable. The loss of over $15.- 000,000 gold on the week was almast falling off of over $20,000,000.The Bank of Germany's report reflected the strain of the quarterly settlement in an increase of $121;000,000 in loans and discounts. The bond market was steady.Southern Pacific collateral 4's rose 2 points.Total sales, par value, $1,295,000, United States 4's registered solid at 109%, unchanged on call, but a decline of % from the last actual sale, and a new low record. The 2's registered declined % on call.NEW YORK CLOSING LETTER.Received over the private wire nf McDougall & Cowans, stack brokers.Phone 246.New York, Oct.2—The volume of trading at the opening was small and prices were slightly under last night's close. Before long.however, a better tone prevailed and the market gradually hardened during the rest of the day.In the afternoon stocks grew quite strong uuder the lead of Amalgamated and Steel both of which advanced over à point above last night's close. The metal situation, the market being disposed to discount another favorable Coppers Producers’ statement on the 8th of the month. This huying alarmed the shorts in Steel who covered freely.Canadian was a very strong feature from the opening making a gain over 3 points.the buying being influenced by the statement of the President that it was quite possible that a large diss bursement from lands sales would he mad this year than that which was given shareholders during 1912.Union Pacific also showed a strong tone all day nad in spite of the disap- Steel, Reading, Uniop.Pacific and va- |.4.unprecedented and reserves showed a rise in the former was hased op strong ; THINKS PROXIMITY OF LUNATICS BAD FOR PATIENTS The chief bone of- contention be fore the Civic Finance Committee last evening, or rather this morning, for that assembly of ediles sat until 1 am., was the question of the site for the proposed Civic Hospital, and it was finally decided to accept the condition of the Sisters of Beauport Asytum and erect the building on the land which they will furnish gratis.| Ald.Lockwell was the chief opponent to the selecting of the site offered by the Sisters, and he moved in ; | amendment that the question be adjourned after spesking at length | against the recommendation of the site to the City Council, which was proposed by Ald.Trudel This amendment being defeated.the main motion was carried by the foi- lowing vote: For — Aldermen Lavigueur, Cote, Beaumont, Pouliot, Collier, and Trudel.Againet—Aldermen Verret, Lockwell, and Gosselin.Mr.Theo.Leclerc, who had offered a site for the hospital at Domaine Lairet appeared before the Committee and said that he had been injustly treated by Mayor Drouin and also took objection to criticisms that had | appeared in certain newspapers. After he had taken up nearly an hour of the committee's time the discussion of the hospital site was resumed and decided, as already mentioned, after midnight.; Ald.Lockwell, in the course of his arguments against the site selected for the Civic Hospital said that if the citizens were aware of the facts and figures which he could place before [ them regarding the site offered by the nuns of Beauport Asylum not a single one would support it.He also pointed out that a civic hospital situated at such close proximity to the asylum would have a very bad effect on convalescing patients. In asking that the question be ad;ourned Ald Lockwell said that he did so in order to have time to study the suggestion made at the last meeting of the Health Committee by Ald.Lavigueur that the City purchase the Drouin Park land on Charlesbourgh Road, build the hoy- pital, and sell the lots which were left over after the hospital was built the grounds laid out."he Committee voted three months’ salary to the widow of ‘the late Fireman standing of the Quebec Fire Brigade, taking into consideration the local conditions and the population, is as good and even superior to that of the brigade of the City of New York was the tribute which was paid to the City of Quebec yesterday by Mr.MacKay, the General Manager of the Springfield Insurance Company, of Sprinfield, Mase., after he had visited the stations and inspected the fire-fighting accessories in company with Ald.C.J.Lockwell, Chairman of the Fire Committee, MAY REDUCE RATES.This compliment was announced last evening at the meeting of the Fire Committee by Chairman Lock- | well, who also suid that he had the assurance of Mr.MacKay that he would do all in his power to bring the fact to the attention of the Fire Underwriters with the object of having them reduee the insurance rates in the City of (juebee.Want a New Fire Protection By-Law.The committee decided last evening to ask the Ly-Law Committee to prepare a new civic law by which the inspector of chimneys will have the power to bring before the Recorder those who do not coniorm to the law regarding the emitting of smoke and sparks from their chimneys. The question was brought up by a letter received from the lumber firm of J.& W.D.Brown, in which it was stated that during the past year fire was caused several times in their yard by sparks emitted from the smoke stack of the mill of Mr.E.T.Nesbitt, on Queen street.Inspector of Chimneys Casgrain said that he had cautioned Mr.Nesbitt several times to keep th: grating closed over the smoke stack of his factory, but it was never done.He had even appealed to Recorder Dery, who had informed him that in his capacity of inspector he had not jurisdiction to bring the owners of offending smoke stacks before the court.Among the questions decided with little or no discussion were: To pay Messrs, Staveley & dtaveley, Architects, the sum of $868.43 for the plans and superintending of the construction of the new No.6 Fire Station on Champlain street; to call for tenders for rubber sheets for the salvage corps.which is being formed in the brigade; to supply life-saving nets for the No.6 Fire Station in Champlain street and for No.10 Fire Station in Limoilou; to purchase three medicine chests for first” aid to the injured, which will be carried constantly in the automobiles of the brigade, as suggested by Ald.Dr.Martin; to offer to sell the old Dorval fire {adder to oeauport Ksylur, for the sum of $400.Superintendent Begin.of the Fire Alarm Department, reported to the committee disconraging the proposition of installing a special telephone in his quarters for the purpose of calling his attention to fires, so that he might sound the alsrm. He gave among other reasons that in the event of an electric storm, when all telephonic communieatidn is suspended.people mpght be calling for a long time in vain.while the fire would be constantly gaining ie proportions.CPR.CUTS OUT ST, JOHN CALL THE
