Titre :
The Quebec chronicle
La ligne éditoriale du journal est définie comme suit : « [.] in the management of The Morning Chronicle we shall, therefore, begin by simply declaring, that, as we glory in our connexion with the British Empire, it will be our undeviating aim and unremitting endeavour, to create and foster a cordial attachment to those time-honoured institutions which have made her so illustrious in the annals of the world ». (May 18, 1847, p. 2)

[Traduction]
Voici les différents titres que le Quebec Chronicle-Telegraph a connus depuis ses débuts : Disponibles en ligne : The Morning Chronicle (Jan. 1847 - Nov. 1850) The Morning Chronicle and Commercial and Shipping, 1850-1888 The Morning Chronicle (Feb. 1888 - May 1888) The Quebec Morning Chronicle, 1888-1898 The Quebec Chronicle, 1898-1924 Non disponible en ligne : The Chronicle Telegraph (1925-1934) The Québec Chronicle-Telegraph (1934 à ce jour)

Ottawa, March 25.—The second day ef the debate on the National Transcontinental Commission report was marked by a strong and able speech - en the part of Mr.W.S: Middiebro, the member for North Grey, who was put up by the Government to reply to Hon.George P.Graham.Mr.Middlebro did not occupy a Quarter of the time that had been | taken by his predecessor on the floor of the House, but his speech was a model of clear, condensed statement and bold driving, bome of facts.He wasted no words in reaching his points and by appreciation from the evidence which wes taken before the {investigating commission he pressed home the conclusion of that commission that waste and extravagance had marked the construction of the toad.Mr.Middtebro made it clear that i i the real objec, for which the road bad | been built, namely, the reduction of ‘ Light rates in.Western Canadas, ould aad “he.accomplished “he: of the barden which had been placed upon the railway by its undue cost.ve “This railway will never be able to feduce western freight rates,” he sd.“If the G.T.P.is charged with taxing thé peopled of Canada by excessive freight rates it will point to the fact that the road ost $102,000 a tnile, and will say thas as they can- uot pay the rent, let alche dividends.still fess can they reduce freight rates.” Graham Avoids Issue.Hon.G.P.Graham broke the record for marathon speeches this session by adding an hour and three- quarters to his five hours nf yesterday.The effort of the ex Miniter of Railways this afterncon was distinguished chiefly by the clever manner In which he evaded the direct issue of waste and extravangance in the building of the great railway, There was fittle of the vim and aggressiveness left which were the main features of his address yesterday.His voice had become husky and his arguments suffered in consequence.Laurier Is Absent, Sir Wilfrid Laurier was again ab- bent from the chamber, suffering, it ie stated, from a severe cold.The debate was continued late in the evening by F.B.Carvell (Carleton).Graham Continues His Agony.Hon.George Graham's continuation of the debate this afternoon after his five hours of oratory yesterday was a mearigd and wearisome effort.The ex-i ster was plainly trying to fll in time until 6 o'clock 30 us to hold off Mr.W.S.Middlebro until after the dinner hour, and he went over old ground in a manner that half emptied the galleries and House before: he concluded.There was little fire in his speech and it brought out little that was new.te He attemp®ed to make capital out of the concluding puragraph of the commission's report which stated “We find that the Transcontinental Railway Commission, the Grand Trunk Pacific Railveay and - those, having charge of the construction of ‘the rail: way did not consider it desirable or necessary’ to pructice or encourage economy in the construction of the ‘ 7s road.” 11€ Wants a Retraction.This, he said.was a charge ‘against (Continued on Page Nine) yet CAUSE | ceivad protests because of his practice FRENCH ‘PRAYERS IN THE COMMONS MEMBER FOR LAVAL APPEALS FROM RULING.OF ' THE SPEAKER.(Speciat to the Chronicle.) Ottawa, March 25.—An unexpected incident occurred today when C.A.Wilson, Liberal member for Lavel, appealed from the ruling of the Speaker and divided the House.The point at issue was the right of the Speaker to refuse to have placed upon the order paper a question directed to him.The question was as to whether or not the Speaker had re.of reading prayers in French every ; second day.The Speaker ruled that ! the question was too trivial to engage -the attention of the House, whereupon Mr.Wilson at once ip- pealed from his ruling.~ Premier Borden expretsed, the cpie- ion that this was rot a propee matter for appeal.He thought thay a great deal of fuss had been mads by, th: member for Laval about something which was not very important, The Premier said that in order to set” the mind of the member for Laval at rest he would say that the Government never had received any sucht protests as those indicated in ther question, Mr.Wilson then sose to speak but was not allowed to do so by the Speaker, who said that an appeal from the chair was not debatable.: Some further cross-firing followed, when the members were called in and the ruling of the Speaker sustained by a vote of 88 to 55, a- Government majority of 33.Three Nationalists, Paul Lamarche, of Nicolet, H.Boulay, of Rimouski, and J.P.Guilbault, of Joliette, voted with the Opposition.WOULD PREVENT FIRES Ontario Government Is Establishing 8pecial Fire Departments .—_— Toronto, March 25—With a view to preventing fires, as far as possible, and keeping buildings as free as can be of dangerous substances, the Ontario Government is establishing a special fire department.‘ There will be a- fire marshal, with a staff of deputies, and the department willbe’ fully equipped to investigate all questionable fires and take such steps as will stop, as far as possible, the great waste from fires.The insurance companies will bear the expense of the department and the fund will be provided by a tax of one-third of one per Sent.of the gross premiums received Y such corporations on .the business tronsaction in Quarts _ during the preceding year.‘The province will not be put to any vice in connection with the départ “Announcement to this effect was made fh the legislature this afternoon by ‘Hon.J.J.Foy, Attorney-General amd, Acting Premier, who, seconded by /Provincial Secretary Hanna, in-' ttoduced a bill to the end mentioned.‘| his ows Sonounosd London, March 25,—The Government published today its promised statement of its dealings with the revolting officers of the Third Cavalry Brigade, afd the House of C.> beld another bested and disorderly session.Between the documents presented and the vasious statements drawn from the Cabinet Ministers, the vital facts of the affair were made clear.They veveal a comedy, or tragedy of “errors perpetrated dy Col.Seely, Secretary of State for War, and Sir Arthur Paget, commanding the troops in Ireland., Admits Oregt Mistake | .Col, Seely took all zhe plame upon D shoulders.He frankly declared that he had made a great mistake.His written assurance to General Hubert Gough that the Government “must retain its right to use all the forces of the Crown in Îreland or elsewhere ta maintain order and support the civil pôwers in the ordinary execution of their duty, but has no intention whatever of taking advantage of this right in order to crush ‘political opposition to the policy or the principles of the Home Rule Bill,” was given without the knowledge of the cabinet, and country tô Îts polley.The War Secretary tendered his resignation to Mr.Asquith, but the Premier refused to accept it.Government has withdrawn Coll Seely’s guarantees.according to the statement made by Viscoupt Morley: in the House of Lords, and Sir Edward Grey told the House af Commons that the Government's decision would be made kndws to Genes! their directly chosen representatives.It is little wonder that the London Daily Telegraph should expeess the hope that Mr.Churchill's anticipation of the removal of the Canadian naval deadlock will be fulfilled, “because every passing day renders more apparent the needed accession of strength which the Dominion would bring to the Empire.Meanwhile the British taxpayer has to pay hard cash fos the temporary failure of Mr.Borden's noble purpose.” IRRESPECTIVE OF POLITICS.Liberal organs are trying to take some comfort out of the alleged fact that one of the rascals unearthed by Commissioner Ferguson's investigation into the Trent Valley scandal was a Conservative.The person mentioned is named Cinnamon.If itis a fact that this man is a Conservative, there is all the more credit’ due the Borden Government for the' prompt and indiscriminate manner in which it smoked the rascals out, irrespective of politics, The fact is that the whole system of graft and corruption was carried on under the superintendency of Mr.McClellan, whose instructions received from the Hon.Mr.Stratton were probably the moving muse of the whole corrupt plot.For years prior.to 1912 Supt.McClellan had purchased his dynamite from a personal and political friend named Kingan, who carried on business in the form of a joint stock company known as the Kingan Company.After the change of government, sometime in 1912, Mr.McClellan introduced a middleman named Cinnamon, through whom the purchase of dynamite were made from Kingan.This Cinnamon is the person whom the Liberals say was a Conservative.Whether he was Conservative or Liberal, he received very short shrift from the present Government, and it is highly" improbable that his grafting propeñsities will ever be a menace to the’ country in future.* The same may be said of Supt.-MeClellan, who has been dis missed t for his complicity + in the crooked system in vogue for so many years at this canal.- The only point that the Liberals are able to make by calling attention to the fact that one of the persons implicated was a Conservative, is to emphasize the determination of the Borden Government to see that wrong-doers are exposed and denied opportunity of plundering the Treasury.There might have been little odium attaching to the Laurier Government for the disgusting system of fraud and corruption in connection with the Trent Valley Canal, had the members of that administration put an end to the operations of the grafters years ago, but they allowed the system to continue and to flourish year after year and it was not till the Borden Government was in power for almost à year that the conduet of the plunderers came under the searchlight of official investigation.And that the searchlight was turned on them is due exclusively to the determination of the Borden Government to see that every department of the public service is carried on as far as may be honestly and capably and without the polluting interference of any party machine.The days of “Dark Lantern” methods are over, — vat rns.In a leading article yesterday, while speaking of the fact that Mr.Bosse’s affidavit was given into the hands of people who might hold it to use as a weapon against Mr.Lockwell in case he became refractory, we said they there was s very ugly name for that kind of thing.The reference, was to the “holding” of the afidayits with the object of closing Mr.Lockwell’s mouth if he should oppose the Dorchester Electric Company.Hd LL » * PRESS COMMENT.9 .® British French Dominion for a number of years.when Napoleon fell.It is in obedience to a sort of foolish in satisfaction of a few people that it id proposed to go into Belgium and because of the fighting that was done there.The sopner nations forget their quarrels, the better for them all.It is the fashion in Europe to name streets and bridges, sometimes even public buildings, after battleficlds on which a nation has won victories.But the principle involved is all wrong, for the reason that it tends to perpetuate the recollection of enmities that were extinguished only in blood and attended with endless suffering.About nine-tenths of the debts of European countries is due to wars and the people in that entire continent will not have their debts paid within any calculable time in the future.No one imagines that in a thousand years from now that debts will be extinguished or even wuch lessened, so that there is the enormous burden imposed upon hundreds of millions because of the ambitions of comparative ly few men.Everything that tends to keep alive the sense of those things is a mistake in policy and in practice.| Of course, it is well to remember battlefields in which a nation has repelled the invader gr maintained its independence by its valor, but to go into & foreign country and there establish a memorial of war is in wretched taste and worse conduct.Perhaps, though, it is not to be expected that Christian principles shall be applied to international affairs.—Buffalo News.President Wilson laid down the principle in his campaign that there should be but one White House term.He his not introduced legislation to this end, and is suspected of harbor-, ing a hope that there will be no bar to his return for a second period of four years.Friends of the president are saying that he cannot hope for a second term, no matter.Opponents of Woodrow Wilson predict freely, and are said to be placing their money alongside their prediction, that he could not be.clected president tomorrow, much less in 1916.The reason is not his course upon the Panama Canal tolls., In a measure it may have to do with his weak attitude upon the Mexican situation.What is really disposing of his future ss a political head of the nation is the trade policy that finds more men out of work in the country than is years.The discovery already has been made that German and ish manufactures cannot be infrdiuced into the United States without taking work from the United States workingmen.The United States farmer is worried because his home market is being Aboded with food products from the Argentine, New Zealand, Australia and Canada.He sees beef cattle entering his home field to compete with him, yet is able to discover no drop in prices in anything that either he or the city consumer must buy.A very large and influential clas are being taxed heavily upon their incomes and are finding out that what they contribute in this way is what the foreign producer formerly contributed.Apparently no one in the United States is benefiting by reason of the reduced tariff.The cost of living has not come down.—London Free Press.LISTEN MOTHER 00 BE CAREFUL IF CHILD Is at any rate, there are rumors of approaches to financial and shipbuilding interests in this country with the view to the creation of a fleet of flour-carrying steamers.In these circumstances one may usefully refer (0 the records relating to enterprises of this class with a view to obtaining some idea of the chances of : success of the latest proposal of this nature.History appears tc show that in the past such ventures, after a brief and not necessarily altogether unsuccessful career, have been absorbed by their trade rivals, as must generally be the case, for shipping is a competitive industry as much as any other trade, and no matter what the class à of freight or the route, rates as a rule | are quoted as low Ws circumstances ! warrant.Consequently, if some enterprising persons undercut the mar.| ket figure, the probability is that they will suffer for their temerity.This is ! ! likely to prove the case in connection ; with Canadian flour shipments by a privately owned line, these being by no means the easiest of- cargoes, for they require careful stowing and handling generally, Such an enterprise could scarcely hope to command much public support, and experienced judges consider that, should the fleet be constructed, it wil eventually enable some other old-estab- lished shipowner to acquire a considerable amount of new tonnage on a cheaper ‘basis than it could be obtained from the shipbuilders.This, of course, is a diplomatic way of zut- ting the matter.One hopes, however, that it will be sufficient warning for enterprising Canadians, who must remember that they cannot alter economic laws merely by the turning of 8 screw, or even by the institution of private shipping companies.On the contrary, it may be doubted whether such an enterprise will be able to work even as cheaply as do the existing companies.CLOZING MARKET J.RTTERS.Received by Brees & Gourdeen, stock brokers, 63 dt.Peter St.and $ Sault au Metelot.New York, March 25.—Aside from weakness in Corn Products Issues and Bethlehem Steel, the opening of the stock market today was featureless and dull, but bear pressure appeared shortly afterward and moderate recessions develeped throughout the cenerat list.Stocks were seemingly well bought ow the decline, however, and dulness followed the selling mevement, Panhandle furnished a surpfise around mid-day in announcing dividend reductions on both its common and preferred issues, poor earnings being ‘given as the cause, but this action was without effect, so iar as the market values, generally, d SAILINGS.° DIRECTORY OF OCEAN nT Quetesrol Tt ry td Agente, ir HATE li NOT bli Hi Cermanis .! 1 New Ame = fa y amburg Wim, Bg Bel ALLAN LINER.M.3.Virginian, from Liverpool, is due at St.john, N.B., tomorow: (Friday) morning.Steamer Scotian, from Giasgow for Halifax and Portland, docked at Halifax on Tuesday morning.CUNARD LINE Steamer Ascania arrived ct Plymouth on Tuesday morning.DONALDSON LINE.Steamer Saturnia, from Glasgow, arrived at St.John, N.B., yesterday.QUEBEC STEAMSHIP CO.Steamer Bermudian sailed from New York for Bermuda at 10 a.m.yesterday.WHITE STAR LINE : PANAMA CRUISE Steamer Laurentic arrived at Barbadoes at 7 a.m.and sailed at 6 p.mon Tuesday, March 24th.FREIGHTS AND CHARTERS.New Yors, March 25—A limited amount of chartering was reported in the steamer market, and additional freights of various kinds offered in limited numbers.Rates were quotubly steady in all teades.Quotations to Liverpool, 1 1-4d, nominal; bonds, $1,840,000, Boston, March 25—The market showed a firm inclination to sag for several days past.We do not look for the reaction to ge much further, as liquidation is entirely lacking.For the immediate future, we favor purchases on reactions for moderate profits.Chicago, March 25.—Wheat had the benefit 6f some rain and snow today southwest, west and northwest, which, with weak corn and indifferent cables and no export inquity sagged that market off.There was some coid weather talk, but it did not prove at all effective.It would take some change in he news to help the wheat situation, however, it seems risky to sell it short except on bulges, At the same time things to advance it do not ma‘erialize.Corn—One of the leading bull houses 301d a good deal today, helped along by a number of bears, who re- guined their coûrage today.There | his been a great deal of reinstating by local bulls, but it has not prevented further declines.Bearish influences have been continued, free and Tower period offerings of Argentine new corn to arrive.Cash demand here better.It will take small receipts and an insistent cash corn demand to advance prices again.Without it, May will work some lower.Oats—Trade dull and market lower, with corn.Shipping call only fair and primary arrivals lighter.Colder weather is forecasted for larger oats producing states with prospect of further delay in seeding.There was some influential locel sciling of July vats today.DR: DeVAN'S FRENCH FILLS SE rE He SER HONOL FOR MIEN, 1:55 a EY Ty Wd Fi Ay Riss \\ 7 v CURES COLDS AND LA GRIPPER IN HALF A DAY “Thank the famous Herr Doctor Stohr, of Vienna, Austria, for allowing his personal prescription ‘for relieving pain to be sold in Canads.The Doctor has use: “Kephaldol” in thousands of cases, both in private practice and in his hospital clinics.He has proved to the delight of the medical professioi:.that attacks of La Grippe and Colds could be warded off and broken up in 12 hours by using “Kephaldo.” at the first sneeze or sudden chill.Two cr three “Kephaldo!” tablets at bedtime and two the first thing in the morning, will us- udlly make 3 complete cure, although in very severe cases, it may be necessary to continue the treatment for a short time, taking one “Kephaldo!” tablet every three hours.“Kephaldol™ has the pleasant property of relieving all the distressing symptoms of a “bad cold”—clearing the head, stopping the throbbing headaches—easing the pain in the back and limbs—and enabling one to eat and sleep in comfort.Keep “Kephaldol” in the house, ready to take the first sign of a cold.If your druggist should not have the 50e tubes of these tablets, write Kephaldol, Limited, 31 Latour street, Montreal, me mr rep Gaudias Bureau MACITINIST.Repairs of all kind protoptiy at tended to.‘ Telophone 2946 Residence 5628 11¢ Sth Street, Limoiicu, —p.SOCIETE DE PRETS ET PLAGE- MENTS OE QUEBEC DIVIDEND No.88.A Dividend of Two Per Cent.on the Capital Stock of this Society, has been declared for the current quarter, payable at the office of the Society on the Ist of April next.The transfer books will be closed from the 26th to the 3lst instant, inclusively.By order of the Board.F.F.HOUDE, Secretary-Treasurer.March 23rd, 1914, Mch.23toAp.t POSITION WANTED.POSITION WANTED-As commercial traveller by a young man 25 years old and speaking fluently both languages.Will furnish best of re- cofmendations.Answer by letter to A.D.L, “The Caronicle” Mar.24x3, EMPLOYMENT WANTED _— mere LEARN BARBER TRADE.—Few weeks required;
