Sept.19-\u2014The Germans have occupied Vilna and by a wide sweeping movement to the north of that city have succeeded in almost, if not entirely, surrounding a portion of the Russian army which is fighting in the railway triangle between Vilna, Lida and Vileika.At any rate, the Russian forces in this district either must fight their way out eastward or retire in a southeasterly direc tion, for the only railway left entirely in their hands is that which runs from Vilna to Lida and thence to Baranovitchi.The army of Field Marshal Von Hindenburg, which took Vilna and has reached Vileika, to the east of Vilna, is working in close co-operation with that of Archduke Leopold of Bavaria in an effort to catch a part of the Russian army, an operation which has.been s0 often tried with success since the Austro- Germans commenced their drive in western Galicia in carly May.The Russians express confidence in the outcome of the battle which must be decided if conrplete success falls to one side or the other.The German front is well protected by their cavalry across the Vilna-Petrograd ,and seems impossible that any aid can come to the Russians from that direction.The battle seemingly must be fought ot between the troops now in the district betweèn Vilna, Lida.and Slonim with the assistance of any reinforcements that can be spared to hold the German force which has reached Vileika.At the southern end of the line General Ivanoff is still keeping Field Marshal Von Mackensen at arms\u2019 length from the fortress of Rovno, the key to the route to Kiev, and in counterattacks has retaken a number of villages both in Volhynia and Galicia.It seems apparent from the inability of the Austro-Germans to hold their positior:s in the southern area that they have sent reinforcements from that front to Field Marshal Von Hindenburg's northern army, which, as heretofore, is expected to score the biggest success, | _ ne Both the Germans and the French claim mihor shrouded with considerable myste;y.The Bulgarians having secured what they wanted from Turkey in the cession of a railway line appear to be well satisfied for the present.But there is now talk in Berlin of the Bulgarians taking by force, if they cannot take it otherwise, the portions of Macedonia taken from them by the Serbians and Greeks during the last Balkan war.It is asserted chat the Bulgarians have called to the colors all the Macedonian recruits now in Bulgaria and that generally there is a2 warlike feeling in existence \u2018among the Bulgars.With Bulgaria surrounded by Serbia, Greece and Rumania and her coasts open to attack by Anglo-French-Italian and Russian fleets, however, it is believed.here that Bulgaria will hesi tate before throwing in her lot with the central itself as between them and the Central Powers.The wote, however, is not in the natuie of an ultimatum.The note, which was delivered to Quebec\u2019s Leading Newspaper the government at Sofia two days #g0, was sent in pursuance of a decision Ly the Allied Powers to test the good faith of Bulgaria by submitting the recent concessions made by Serbia, with the view oi securing from Bulgaria a definite statement as t: her position.Although the note does not fix a date for a reply and is not an ultimatum, diplomats familiar with its contents say it is of a nature readir- ing Bulgaria to take a stand one way or the other.It paint out that the Allied Powers are now prepared to J offer the Serbian concession on Bul- garia's claims to disputed territory, snd asks Bulgaria if the concessions secured through the joint offices of the Allies will bring about Bulgaria's co-operation with the other Baikan States.What, if any reference is made to Greece is not disclosed, but it appears to be considered that Serbia's concessions should suffice to secure Bulgaria's adherence tv the Balkan union.A visit paid today 10 all the legations here of the Balkan States revealed them showing deep interest, bordering on agitation in the latest turn of events.\u2018The general view exe pressed in Grecian-Serbian quarters, was that the note of the Allies brought the question to a definite issue which would Bulgaria's answer to the Alpied note as the turning-point in the Balkan situation.Against Neutrality.London.Sept.19, 9.10 p.m.\u2014A des patch to Reuter's Telegram Company from Sofia, Bulgaria, dated September 17, says: \u201cThe opposition leaders at their audience with King Ferdinand declared that it would be fatal for the country to continue its neutral policy and in order to safeguard the country against a policy which would be contrary to the interests and sentiments of the nation they recommended the formation of a\u2019 coalition Cabinet and the immediate summoning of Perliament.\u201cThe King listened attentively to the speeches of the Opposition leaders and promised to seriously consider the views expressed by them.After the audience the King summoned Premier Radoslavoff.\u201cFive political parties were represented at the audience and the leader of each outlined at length the views of his party on the political situation.The eagerness of the King to receive the deputaticn has considerably relieved public feeling.\u201d Paris, Sept.19.545 p.m.\u2014What they describe as the growing seriousness of the Balkan situation resulting from the presentation of the joint .note of the Entente Allies to Bulgaria, is discussed by the Temps and the Journal des Debats.The Temps declares Bulgaria's position to be useful, as she is treating on the Allies on the basis of juining the war, an¢ treating with Turkey on the basis of being neutral.It characterizes this as a dangerous attitude.The correspondent of the Journal des Debats at Milan quotes à report that Turkey intends to cede territory to Germany which Germany afterward will cede, to Bulgaris.Refugees Arrive.London.Sept.19, 7.30 p.m.\u2014The correspondent of \u2018Reuter\u2019s Telegram Company at Sofia, Bulgaria, sends the following under date of \u2018Saturday, September 18: \u201cEarly this morning numerous groups of Macedonian iefugees who ve been called to the colors passed through the town to their training grounds where during the entire day Bere have been animated scenes as peruits and legionnaires, th- latter acedonians from Greece and Serbia, claimed their
