RECISTRATION AND CARE OF THE SOLDIERS GRAVES CANADIAN GOVERNMENT HAS RECEIVED A MEMORANDUM FROM WAR OFFICE DEALING WITH THIS IMPORTANT WORK—IDENTITY OF MEN.1 Ottawa, Oct.27—The government : has received from the War Office a memorandum relating to the registration and care of soldiers graves.As so many Canadians are deeply concerned in this information it is desirable that it should be given the widest publicity.The memorandum says in part: “During the present war a branch of the ‘Adjutant-General's Department hds been created to care for end preserve the identity of the- graves of British officers and men.Units were established for this pur- post in France and Belgium shortly after the battle of the Marne, in Egypt and Saloniki recently, and an officer has now been dispatched to Mesopotamia.“The director of graves registration and enquiries is the officer dir- extly responsible for this work.The duty of the graves registrationgunits is to register the position of graves and to see that they are marked with durable wooden crosses bearing a metal inscription giving the name, aymber, rank, regiment and date of death, “While these units have been auc- cessful in registering and marking a large number of graves at the front snd many in advanced position, where they mich: otherwise have been lost, it is nt possible, and never will be possible, to obtain a record of ail graves.If, as it is 10 be feared.the enemy have in many instances not marked the graves of British officers and men buried within their fines, à number of graves will be in retrievably lost.In some cases, even within our own lines, though graves have been marked the position is too exposed for a correct plan and survey to be made; in others every trace of a burial ground having been obliterated by the enemy's shell fire there is no hope of reconstructing the cemetery so that individual graves may be recognized.Again, during heavy fighting burials are often carried out under circumstances which make it impossible to take, or st any rate to transmit an securate record of the positions of graves.“Early in 1915 it became necessary to make definite arrangements with regard to.the provision of land in France for the burial of British officers and men, Up till then, and particularly during the retreat and the subsequent advance to the Aisne, purists hdd often taken place in isolated graves which were, wherever practicable, cared for with reverence asd respect by the French peasants and owners of land, and in a few cases, permanent concessions of land were offered.By this time however French clvil cemeteries were being more regularly used and it was also possible té arrange for special burial groundé.The director of graves re- gietration and enquiries approached thd French government, through the French military authorities on the matter.The French government immediately expressed the desire to provide land for permanent resting places for British officers and men at the cost of the French nation, and a law was passed which gave effect to this generous impulse, on December 29th., 1915.Since then, in co-opera- tion with the French asmy, the directorate has established authorized burial grounds immediately behind the British front and peer the field ambulances , the ecasmalty clearing stations and the, hospitals further back.Soldiers are employed, under the officers of the graves registration units, to look after these burial grounds.In the case however of a battle or severe fighting, isolated burials necessarily still take place “The French government further offered to maintain these cemeteries.The British government’ has, however, in agreement with, the Ftench government, undertaken to provide for their maintenance in perpetuity and has appointed a national committee to care for the graves of our officers and men after the war.With the King's consent the Prince of Wales has accepted the presidency of this committee.} “Communication on the subject should he addressed to the Director of Graves Registration, War Office, St.James Square, London.Relatives are asked to bear in mind that some time may elapse before graves are properly recorded, that it is not possible to arrange for the distribution of flowers for individuals; that circumstances not infrequently arise which make it undesirable in the interests of the military situation to disclose the position of a grave and that exhumation of bodies during the war is prohibited.Photographs of graves that are accessible to the photographers will be furnished to relatives on application free of cost as soon as possible.” INDUSTRIAL COUNCIL.Organized in Germany for Manufacturing Purposes.Berlin, Oct.27, via London—Vir- tually the entire German manufacturing industry has been united in a single organization for the first time through the formation here yestes- day of a so-called German industrial council.The new organizations forms a connection link between the older organization, the Central Association of German Industrials, the League of Industrials and the Society of Chemical Industries, These organizations which have been working together since the outbreak of the war, resolved to form an alliance on a permanent basis in order to meet new conditions after the war and to co-operate in the recovering of Ger many's them a ground of contention and of steife.French-Canadians assert that all ce of Quebec; but they complain, siderable number of inhabitants of their race, and where English is the language of the province, there is not sufficient regard for the French tongue, either in the sacred min trations or in the Catholic Separate Schools.They wish, therefore, that churches in due proportion to tne number of Catholics of both lane guages, In such wise that in places where: the French-Canadians form a and race should be sclected, and that in parishes, where they are in a certain numb:r, Frencli shou:d be used in preaching and in the exercise of other'sacred offices in the same way i as English, and finally they desire thatin the Separate Schools the children should be more fully and suitably taught the French language after their own manner, On the other hand, it is put forward that in Ontario, and in the other English-speaking province, Catholics are in 8 mirority compared to non-Catholics, though in some places French-Canacians are more numerous than Catholics of the other speech; that in the appointment of priests those who may and should cventuafly he converted te the true faith must be taken into account; that due consideration should be given to the language which is proper to the province und to other cireurs- stances of place and oi persons, and that the question cannot be settled on the sole basis of a minority of Catholics of one or other race.It is added thas too often French-Cana- dian priests are deficient in the ‘knowledge of English, or speak it imperfectly.or negl:ct it out of prefe- ence for their own tongue.and thud their ministry is of little cfficucy or unequal to local exigencies, Then as rewards Separate Schools, à is poirt- ed out that if French were taught in the manner claimed by the French- Canadians.it wonld be’ greatly ‘detrimental to the proper tzachine of English, which is the language“ of the province, and prejudicial to the par.ants, who would he obliged.either to provide at their own expense that which is wanting in order that thuir chiidren should be thoroughly a a’ rompletely instructed in the Fngl-h lanswage, nr else to ahand om Catho‘ie schools and send their sons to the public or neutral schools, which would He totally wrong.Finally, it is contended that this system of e“u- ‘ation may provoke the ill-will of fhe usate authorities against the Separ-te Schnols on the ground that they prove inadequate to the needs of the puhlic welfare, and thus endanger the bere- fit of the law authorizing Catholics to have their own Separate Schoels, which it is in the greatest interest of religion to safeguard and to main- tein.And would that all these points were the subject of calm and peace’ul debates! Tn fact, as if the nation or religion itself were at stake, these matters are so bitterly distussed in the daily and weekly press, in books and jpamphlets, in private conversations and a* public meetings, that men’s minds get more and more pws- sionately inflamed.and the confhct hetween the two contending pérties daily becomes more hopelessly irremediable.le is with a view to furnishing a fitting remedy to so grevinus an evil that we desire to open our mind to you, Venerable Brethren, whom we know to he ever in close union with us.Rest assured then.that there is nothing you could do more pleasing tn us that that you should make every utmost effort in peace and charity.to restore agreement and concord amongst the faithful committed to vour pastoral care.To use the words of Paul the Apostle: “I beseech you.hrethren.hy the name of Our Lord Jesus Christ, that you all speak the same thing and that there be no schisms among you, but that you be perfect in the same mind snd in the same judgment .supporting one another in charity to keep the unity of the spirit in the bond’ of peace.” CATHOLICS CEASE ALL VARIANCES i £ "QUEBEC, SATURDAY, OCTOB Christ and to the salvation of souls, let them lay down and decide that which they hold to Le just and expedient.If for any reason the gues- tion cannot be settled and finished by their ruling, let them bring it before the Holy See, where the isque will be finally decided in accordance with the faws -ol justice and charity, in order that the faithful may in future preserve peace and mutual goodwill, as is befitting to the saints.Meanwhile it is recessary thag the daily and weekly papers which claim the honor of being called Catholic, should not fan the flames of discord amongst the faithful, nor forestall the judgment of the Church; and ii those who write in them remain patiently and reservedly silent, of even further strifc to calm excited feelings, they will éurely accomplish a tusk well worthy of their professicr.The faithful, too, should avoid: discussing this matter in public gathde- irgs, in public speeches or in Catholic meetings properly so-called, for it is all but impossible that smakers should not be carried away by party spirit or abstatn from adding fuel tr the fire already ablaze Now these injunctions which wr give in our fatherly affection to alt, are laid down in the first place for the clergy.As priests should be “the rattern of the flock from the heart.” it is indeed quite unseemly that they should allow themselves to Le wrought up by this storm of rivalry and enmity.We, therefore, loving'y urge them to set ar example to others of moderation and gentleness, of reverence towards the bishops, of ab- cdience finally.especially in matters of justice and of ecclesiastical discn- line, and regarding which it is the Cliurch’s own right to decide.Xo doubt it would be greatly eonduct've to the sniritual welfare and concord o' Catholics of both tongues, if all their priests were to know both lang- tages well.Hence, we have heard, with notable pleasure that the teaching of French and Faglish to clerics has heen introduced in some se:r'a- aries, and we would suggest this as on example to others.In the me: while we urge all priests engaged in the sacred ministry to become thoroughly conversant (n the knowlette and use of the two Janguages.and, discarding all motives of rivalry, to adopt one or ather according to ‘he requirements of the faithful.But as the bitterest controversy is that concerning Catholic schools in Ontario, it seems Atting that ve should mention some special points in that connection.Nobody can deny that the civil Government of Ontario has the righ | ta exact that children should lesen i English in the schools; and likewis: | that the Catholics of Ontario legitimately require that it should be perfectly taught in order that their sons should be placed on the same level in this respect with non-Catholic chi'l.ren who frequent the neutrat schools, and that they should not be eventually less fitted for the higher schools or he disqualified for civil employments.Nor on the other hand is there any reason to eontest the right of Freneh- Canadians, living in the province, to claim, in a suitas*e way, however, ‘today .Commissioners will arive ju that French should he taught in schools attended by a certain number of their children; nor are they.in- | deed, to be blamet for upholding ‘ what is so dear to them.Nevertheless.let the Catholics of : the Dominion remember that the ons thing of supreme importance above alt others is to have Catholic schoolgant not to imperil their existence, in order that their children.whilst receiving a literary education, should be taught to preszrve the Catholic faith.to openly profess the doctrine of Christ, and to live in the exact oh- | servance of the Christian law, Love for our children, the gand of religion | and the very cause of Christ demand .as much.How these two requirements are to For we are the children of‘ be met.namely, a thorough knowt- | the same Father.we sit at the same! çdge of English and an enuitabte | table, we share the same sacraments, and are called to the same happiness: haptized inth one body.and in one spirit we have all heen made to drink.” “As many of yon as have been baptized in Christ, have put on Christ:” “.where there in neither | prevent the bishoos in thelr earne-t Gentile nor Jew.cireumelsion or un- ; bonds, $6,334,300.(By Breen & Gourdeau) New York, October 27—The securities market during the current week was a strictly day-to-day affair, with practically nothing in the way of an incentive at the close of each session upon which to base a satisfactory forecast of the succeedine days possibilities.” The remarkable bank statement published after the close of business last week, showing a big gain in actual cash, a sharp contraction in’ loans and an increase in excess reserve of more than $80,- 000,000, had a distinctly favorable effect upon trading and prices for a time at the outset of the week, but this highly impressive item of mar- ketwise importance soon lost prominence in the consideration of other market factors.The irregularity characterized the movement of prices thereafter.The lack of uniformity was largely attributable speculative interests in view of the proximity of the national election, snd the taken by the professional” element to work strenuously for lower prices.The chief topic of discmssion was the political situation; the increased uncertainty in the outcome of which | tended to greatly confuse sentiment and this helped very materially to unsettle the market's equilibrium.However, money market rates remain easy, capital available for both investment and speculative purposes is in plentiful supply.and, despite the effect upon sentiment which politics have influenced, the market presents many opportunities, notwithstanding the improvement in prices.The opinion is widely shaved in, | i look as to the composition of the be reflected in the movement: of prices until a definite development, in that situation may be seen.Sales: stocks, 1,222,305;
