27—Every American merchant vessel of more than 2,300 dead weight capacity available for ocean service will be requisitioned by the government October 15, the Shipping Board announced today in a ! statement giving the charter rates at which the vessels will be taken cver.American ships available for ocean traffic total slightly more than 2.000,- 000 tons, but some of them already have been taken over for the army and navy.- În most instances, except where required for actual government service, the ships, it was explained, will de turned back to their owners for operation on government account, subject at all time to any disposition the Ship- i ping Board may direct. The rates announced will cut sharply the present charter and ocean freight rates charged by American vessels. It is the intention, it is understood, to apply them later to any t foreign ships chartered in the United * States. The chartering will be in the Bands of the Shipping Board's chartering commission, which Welding ; Ring of New York has just bzen nam- ‘ed to head. For freight vessels the rates a ton per month figured on time charter on a basis of dead weight tonnage are as follows: More than 10,000 be allowed fifty cents a ton additional for each knot or fraction over eleven. All of the rates are tentative.Revision will be made, if found necessary at intervals ni not more than 90 days. The government will assume the war risk on the ships requisitioned and in some instances the marine risk as well.Where the marine risk is assumed the usual rate for this insurance will he deducted from PARTICULARLY PEROCIOUS—THE CAPTURE OF ZONNEBEKE THREATENS THE OSTEND-LILLE RAILWAY — CROWN PRINCE'S EFFORTS AGAIN FAIL IN VERDUN AND AISNE SECTORS.—— With all the objectives for which Pel Marebal Haig started his men early Wednesday morning in a new offensive near Ypres sesursly in their hands, the English, Scotch and Austialian units are now symaciously holding them, notwithstanding fierce German thrusts that time sad again have ineffectually been launched in efforts to regain the lost growed. As bad been expected by reason of the contour of the territory over which the battle has waged, the fighting throughout has heen of 2 most violent character.Near the Polygon Wood, where the A: are facing the fos, north and north-east of St.Julien and Bt of Zonnsbeke the encounters have boen of à sanguinary character, the Germans losing heavily in their counter-attacks.Of ull the ‘points of vantage sought for and gained by Field Marshal Haig, the village of Zonnebeke probably was the most important for six miles farther on lies the Ostend-Lille railway, the cutting of which by the British, would seriously interfere with operations between Germany’s naval bases at Ostend and Zeebrugge and the southern part of their line.Only at two points during the fighiing were the Germans able to recapture lost ground. This was east of St.Julien, where two redoubts again fell into the hands of the enemy. One of these had to be relinquished by the British and still reaming in the Germans’ hands, but, from the other the Germans were scattered peil-emll by a fresh British onslaught.Thursday was spent by the captors of the new positions in consolidating them preparatory to starting another vigorous offensive. The German Crown Prince along the Aisne front and in the Verdun sector has made several attempts to break the front of General Petsin, but as on former occasions the sttacka all were repulsed with heavy casualties. On the greater portion of the line held by the French, artillery duels are in progress.Onîthe front in northern Russia and in Mumania thé: : me mans and Austro-Hungarisns has almost cessed, except for small outpost operations and here and there artillery duels of slight proportions. The Germans, however, are reconnoitring in the Beitic Ses, preparing for attacks against the Rustian fleet.Their naval airplanes also are taking part in this work, but are flying high and keeping omt of the range of the Russian anti-sircraft and coast batteries. There hes been no resumption oy General Cadoëne of his intensive offensive against the Austrians along the lsonzo fromt, where only minor engagements bave taken place. On the Carso plateau the Austrians have begun a viclent bombardment of Italian positions, but the Italians are ef- foctively countering.aLrge quantities of explosives dally are being dropped by the Italians on Austrian positions behind the fighting front. In Belgium the British and French airmen also are keeping up their raide againet German navel bases, cantonments and other important >bject- ives, and are scoring hits which give visible indications of great damage.-—— ’ HUNS gunpowder, The Netherlands Minister's explanation, presented in the form of a statement, declared the ammunition was part of that bought wp in the Unie of States by Germany at the beginning of the war
