the Parliaments of the Dominions were to have no voice in the disposition of their fleets in elther peace or war, the control being vested exclusively in Britain.To such a remarkable proposal the Dominion Premiers toek strong and promot exception.They repiled with a memorandum drafted by Sir Robert Borden, repudiating the principle of Centralization and - laying down as an essential basis of .any scheme to be adopted, complete\u2019 con- tro] of local fleets by local Parlisments.\u201cpe admitted that centraîleed direction was necessary during the war but emphasis wis lald the fact that the questioh of astual participation as well as the bentrol|\u2019 and supervision of the fleets during bence must rest with the Dominions.To this the Admiraky made no reply but, upon the suggestion of ths Dominion Premiers, Lord Jellicoe was commissioned to visit the Dominions znd report on the character of the navies best suited to - their needs.This report, it\u2019 will be remembered, was tabled in the Canadian whea the Government and Parliashould be taken with respect te it until the Constitutional Conference determined the precise mechanism under which ths Dominions are to express their voice in the Fereign affairs of the Empire.There the question stands today and Premier Meighen holds that, as the present Conference ls not @ Constitutional Conference and therefore cannot deal with or settle the question of constitutional relations, it has no right to deal with the naval question at all.He will .of course, urge the postponement of the matter on other grounds, including that of the general desire for disarmament and the wisdom of awaiting international developments, but it is mainly on the ground of standing by the decision of the Canadian Government and Parliament
