Sous un titre qui a varié (Morning Chronicle, Quebec Morning Chronicle, Quebec Chronicle), un journal de langue anglaise publié à Québec qui met notamment l'accent sur l'actualité commerciale et maritime. [...]
Fondé en 1847 par Robert Middleton et Charles Saint-Michel, ce journal est d'abord connu sous le nom de Morning Chronicle. Son programme éditorial est tourné vers les intérêts britanniques, ce qui plaît aux conservateurs et aux impérialistes. Toutefois, cela n'en fait pas une publication politique pour autant puisque l'on y évite les longs éditoriaux et les sujets polémiques, probablement pour se différencier du Quebec Gazette, ancien employeur de Middleton et féroce concurrent. Le contenu est plutôt centré sur l'actualité (majoritairement en provenance d'autres journaux anglais et américains), sur la vie commerciale et maritime, ainsi que sur la littérature (peu présente pendant les premières années). La ligne éditoriale du journal est définie comme suit : « [.] in the management of The Morning Chronicle we shall, therefore, begin by simply declaring, that, as we glory in our connexion with the British Empire, it will be our undeviating aim and unremitting endeavour, to create and foster a cordial attachment to those time-honoured institutions which have made her so illustrious in the annals of the world ». (May 18, 1847, p. 2)

Sous Charles Saint-Michel (1849-1860), le journal devient le porte-parole des aspirations de la bourgeoisie commerciale anglaise et les sujets politiques prennent une part plus importante. L'esprit protectionniste, rattaché au torysme, teinte la rédaction. Durant la période de la Confédération, le Morning est utilisé comme tribune pour faire la promotion des idées de John A. Macdonald. Toutefois, l'attrait premier du journal reste avant tout la vie relative au commerce. En 1874, une fusion avec The Quebec Gazette met fin à une concurrence jugée ruineuse. Fondé en juin 1764, c'est l'un des plus vieux journaux d'Amérique du Nord. Une nouvelle entente survient en 1924. Pour mettre fin à une concurrence qui les affaiblit, le journal alors connu sous le nom de Quebec Chronicle and Quebec Gazette et le Quebec Daily Telegraph (fondé en 1875 par James Carrel, il défend les idées populaires et est reconnu comme étant libéral) s'associent et deviennent le Chronicle Telegraph. Les nouvelles prennent une place prépondérante dans les colonnes de la « nouvelle » publication. À partir de 1934, le journal est connu sous le nom The Quebec Chronicle-Telegraph. Il paraît toujours aujourd'hui. \u2014 eus ame \u2014 QUEBEC, THURSDAY, SEPTEMBER 15, 1921.FREIGHT RATES IN CANADA NOT T0 BE REDUGED No General Cut In Railway Rates At The Present Time JUDGMENTS RENDERED Reduotion Of 25 P.C.In Pull- | man And Parlor Car Rates Recommended Ottawa, Ont, Sept, 14\u2014(By Can.Press) \u2014There will be no general reduction in rafiway freight rates at the present time.Two judgments were brought down by the Board of Railway Commissioners this morning.On the opinion of Chief Commissioner Carvell and concurred In by Commissioner -Nantel, recom mended a general reduction in freight rates of 10 per cent.except in cases where the rates have already been lowered, as In the osse of livestock and grain from the rail head.The chief commissioner's judgment also recommends a 25 per cent reduction in Pullman and parlor car rates, With this judgment, Commissionors McLean, Rutherford and Boyce do not concur.Their majority rut.ing is that there be no immediate reduction in freight rates.The ground they take is that pending the decision of the special tribunal appointed to investigute the wage question, the application for rate reduction be not granted.Following announcement of the board's majority ruling, the follow- Ing explanatory statement was issued: \u201cAs a result of the divided opinion of railway commissioners, thers will be no reduction In freight and aleeping car rates, ete, at least for the present.\u201cThe chief commissioner has written a judgment, concurred in by Deputy Chief Commissioner Nantel in which he takes the financial requirements of the Canadian Pacific Railway as the basis for his findings upon i the Mncrensé Tales wi given a year ago.From an examination of the financial statements furnished by the Canadian Pacific Rallway Company he finds that, at the end of the present year, ther should be a surplus of about $4,000,- 000 and that there should be a duction of 25 per cent.in sleeping.and parlor car rates, that is one-half the increase granted a year ago.There should be a reduction of 10 per cent.upon all freight rates excepting upon sand, gravel and crushed stone, cord wood, slabs.edgings and eaw mill refuse, when used for fuel, and milk, as no increases were made on these commodities a year ago.Assistant Chief Commissioner McLean and Commissioners Boyce and Rutherford have filed a judgment refusing the rate reduction on the ground that the wages of railway employees are now the subject of investigation by a conciliation board, In his judgment Commissioner Carvell says that the rates granted the railway companies of Canada a year ago were very severe and \"I am not at all surprised that they were a great shock to the people generally, who were compelled to patronize the railways and who, of course, would have to pay the extra rates and yet, after a year's experience and a very close study of the traffic returns from month to month, I am satisfied they were cn- tirely Justified and nothing less would have complied with the requirements of the law which says that we should give to the transportation companies just and reasonable rates.\u201d After referring to the Chicago wage award, Mr.Carvell continued: \u201cAs I feit that in order to avert a catastrophe to the railway companies of Canada à year ago we were compelled to give the Incrense above referred to when the same board in the United States some months ago ordered a reduction in the wagons of the employees of the United States rallways amounted to about 32 1-3 per cent.I naturally feit that the Canadian employes should at least make a like reduction and we are informed they have aireedy put these reductions into eftect, dating in the case of the Cansdian Pacific trom the 15th day of July last, and all the roads are now paying thelr men.on this reduced basis.\u201d It war further admitted hat materials are costing them at east 238 per cent.less than a year ago and Mr, Carvell adds \u201ci had a very strong impresson that the pub- fic war entitled tn a substantial reduction In freight rates.\u201d The Assistant Chief Commissionor concludes: \u201cPending the decision of the special tribunal appointed to investigate as to the wage question involved, 1 do not feel that | am Justified in expressing an opinion ar to the propriety of a rate reduction based essentinlly on a wage reduction whose justifabdllity is at present under Investigation.\u201d : EIGHT EARTHQUAKE SHOCKS Wala, Walla, Washington, Sept.14 \u2014Eight distinct earthquake shocks, the first of a violent nature, Were felt at Dixie, Washington, this morn- Ing, KILLED IN SERIOUS FIRE Atlantic Refining Company In Philadelphia Soene Of A Spectacular Blaze Philadelphia, Sept.14\u2014Nine men are known to have been killed and more than a score injured.several of whom are expected to die in the second serious fire to visit the Big Refining Company in a month.\u2018Three more men are reported missing and may have been burned to death beneath flaming tanks of petroleum.\u2018The fire was preceded dy a terrific explosion which drenched workmen with flaming oil before they could leap to safety, killing several Instantly.Others employed further back from the tanks were sprayed with the searing petroleum and painfully injured.Only prompt action by the company\u2019s organised rescue squads prevented the death list from mounting higher, witnesses de- ciared.A dense pall of smoke accompanied the first blast, making it dif- fleuk for the rescuers to reach men who wers frantically trying to save themselves from being burned to death The explosion courred in the North section of the yard where several hundred men are employed in the manufacture of naptha.Many of these work in underground tunnels where fires that boil the crude product Into naptha are maintained.Some of the dead were trapped In these tunnels by veritable rivers of liquid fire let loose upon them by the blast.So fast did the blaze travel that even those working in sections of the tunnel some distance from the tank in which the explosion occurred could not lsap to safety before being badly burned.The intense heat hampered the efforts of rescue workers.Flames shot more than a hundred feet in the air and the under-tunnel passages became seething masses of fire, close to which city firemen were unable to approach for several hours.It is teared the three missing men were trapped in these tunnels and no hope is entertained for them if such is the case.Most of the bodies recovered wers burned beyond recognition.Officials of the Atlantte Refining Company were unable early to-night to explain the explosion, the second fatal accident of the \u2018kind to oceur in & month.The first was on August 14, when five men were killed and property damaged to the extent of a million dollars.; TORONTO CAR SYSTEM IS WORTH $20,000,000 Chicago Expert Gives Evidence Before Board Of Arbitration In Queen City Toronto, Ont.Sept.14\u2014According to the appraisal of W.J.Hagenach, the Chicago expert, engaged by the Toronto Street Railway Company to testify before the Board of Arbitration who wilt fix the price to be paid by the city for the railway property, the car system In worth $20.447.612.hr system, he says could not be rebuilt under existing costa for less than $27,000,000.Mr.Hagenach in the first witness and the company has twenty-three more to be
