Pays says that Dr.Louis Laurie, Revenue Inspector for the District of Jolictte, h a defaulter to the Government of money received by him for tavern licenses issued, and penalties during the last Unee years, to the amount of upwards of two thousand dollars.The Government received the information through Mr.Jobin, the member for Juliette, that a misappropriation of the public moneys had occurred, and Mr.Bouchetto.Chief Inspector, being instructed to enquire into the matter, the amount of the defalcation was ascertained to be as above stated.Dr.Laurie received the appointment from the present received by our correspondents in Washington yesterday, confirming the news.Intelligence had reached Louisville from Fortress Monroe that Mr.Davis was dead, and that the rebel Higs in that vicinity learn, by way of Nashville, tint the rebd Congres1, which had adjourned on that night in consequence of the precarious condition of Mr.P.ivis, has since been called together by Mr.Stephens, the Vice President.All these facts tend strongly to confirm the rumor of the decease ol Mr.Davis.Groat excitement prevailed in Washington yesterday in anticipation of a great battle, which was confidently expected as an inevitable necessity on the part of the rebels.There is a goner d belief existing there .that a serious conflict will take place to-day, and th .t the rebels will sustain a severe repulse\u2014the perfect condition of Gen.McClellan\u2019s army warranting that anticipation.It is reported, and we believe with truth, that General Beauregard\u2019s army is suffering terribly from measles, which is decimating the camps.We learn from the telegraph report by the Asia that the London iilobe (Lord Palmerston\u2019s organ) says that 22,500 Regular troops arc expected to reach Canada, within the space of one month.This will bring up the \u2019Regulars to about thirty thousand Regulars troops, rather an imposing force in the eyes of Brother Jonathan.But it happens that the telegraph is never very reliable, particularly in the matter of figures.Last week it sent two hundred (200) assassins to the domicile of Garibaldi, which on the arrival of the mails dwindled down to two.The coming reinforcements may and probably will undergo the same process.T Mr.Russell\u2019s Letters.\u2014Wc resume J to-day the publication of extracts from the , Times correspondence, as giving extraordinary powers such as were never heard of before, except under a virtual despotism, because, by a recent bill, he is enabled to dismiss ofliccrs at pleasure without giving a court of inquiry.But the evil was enormous.Everywhere is the same story.At Newport the troops have been in a state of mutiny ; officers have shot soldiers in self-defence.Demoralisation prevailed largely in Butler\u2019s force,* and the .11100 had burned down part of the pretty village of Hampton.The duv before yester-dny a soldier shot a comrade in the street close to the spot wh re I was standing\u2014one of many similar cases.The officers may not be responsible for all this, but they are to be blamed for a good deal of disorder.As a treat to Prince Napoleon, who is passing ids time hero quietly, the Washington papers propose that ho should be invited to review the army by General M'ClclIun, but I do not think he will be asked to do anything of '.he kind.POLITICAL APFAins.The reports industriously circulated in some American journals that Great Britain has demanded, or solicited, the establishment of a free port for the exit of cotton are untrue.There is no foundation whatever for such statements, which are prepared by the same people who originate the stories of Admiral Milne's despatches and views in reference to the blockade.The indifference to foreign politics which has marked the proceedings of the congress lias been a suitable commentary on the mode in which American affairs have been treated in Europe.Mr.Sumner was severely rebuked for alluding to the probable effects of the increase of the Morrill tariff on the sentiments of Franco and England ; ns if the Senate regarded such an allusion as a confession of weakness or an indecent introduction of doth Camps.In my last letter I referred to the misrepresentations respecting the visits of the Confederates to Mount Vernon, which had so far influenced General Scott that he wrote a general order, rallier remarkable in its phraseology, warning the Federal troops against the commission of any acts of Vandalism should they be in that vicinity, similar misapprehensions on the part of General Beauregard led to his sending a flag of truce to inquire whether the Federalists had been hanging prisoners taken in battle.The explanation is that some gymnasts of a regiment were exhibiting their feats for the amusement of their comrades, and had been taken by the spectators as the victims of punishment.It is to be hoped that the report which has appeared of the brutal flogging of a Northern woman by a mob in the Seceded States is equally untrue.The Difficulties in Congress.Indeed, it has been with difficulty that the ultra party in both Houses have been prevented froui the passing the most violent resolutions day after day, and the very last sitting of Congress witnessed several attempts of the kind.Mr.Diven proposed that at a time when armed rebellion threatened the integrity of the Union and the overthrow of the Government, any and all resolutions recommending ot designing to make terms witli armed rebels is cither cowardice or treason; which Mr.Cox met by a resolution that the member from New York who endeavoured to introduce a resolution denouncing over 40 members of this House because of tbeir vote for proposition to adjust our national difficulties as cowards and traitors,deserves the censure of this House and of all true patriots for the falsity, arrogance and insults to his peers contained in his unparliamentary resolution.It was not without opposition at the last that the resolution of Congress approving and confirming the acts of the President for suppressing insurrection and rebellion was passed before the House adjourned ; and the forlorn hope, represented by Messrs.Beckcnridgc, Bayard, and a few others, showed light to the very last.Desertions Wholesale.If I am correctly informed, the desertions from the Northern army arc numerous enough to
