as was generally believed, in the more exposed situations—inasmuch as in the former situation water was more or less abundant.and it would be found that a large quantity of water permeated the subsoil, producing greater evaporation and consequent cold.Drainage would remedy this.He also explained that the salt lands of the - North-West were the really valuable lands of that territory, agriculturally speaking, whose fertility would really begin only when those now more esteemed would be exhausted.He further made statements of an important character as to the trees of the section, and said that the Northern Lakes were teeming with food fish.ARBOUR DAY.According to our telegrams, Hon.Mr.Lynch has issued an interesting circular respecting the proclamation of “Arbour Day” in this Province, containing also directions for the planting of trees, a copy of a lette: from Hon.Mr.Joly, suggesting to the Council of Public Instruction, the action subsequently taken by them with respect to the public schools, and a graceful compliment from the Minister to the member for Lotbiniere, who may be called the father of arboriculture in this Province.In introducing his circular Mr.Lynch says: The following contains what has been done in the l'roviuce of Quebec towards the establishment of “Arbour Day.” 1 have nothing to add except to express the earnest hope that the movement now inaugurated may have for its Lappy result to create an interest among our people generally in this undertaking, which has succeeded so admirably elsewhere, and which, if persevered in, is certain to redound to the welfare of the Province now and for all time to come.He adds: * If “Arbour Day” becomes one of our institutions the credit is largely due to the Hon.Mr.Joly, whose efforts in its behalf have been untiring, and I desire here to express my personal gratitude for the assistance he has so generously rendered me in the discharge of my official duties in connection with it.” i * ROMANCE OF A JERSEY BULL.” Until the St.John, N.B.Sun undertook the demonstration, we had not the slightest idea that there was anything romantic about a bull, no matter ‘whether he were of the Jersey or the Hereford persuasion.So far from regarding taurus as in any way romantic, our earliest remembrances led us to suppose him to be intensely practical, particularly when a red rag wag drawn before his eyes or a rival king of the herd trespassed upon his domains.On such oecasions he was ac customed to ‘show how thoroughly he was in earnest ; indeed, that characteristic on his part has cost many a ome his life, while, when aroused, he had no hesitation abeut going full tilt for an express train.As a rule his romance consisted in the -fact of his having been born a calf, of his having been weaned, and taught to eat grass and straw, of having a ring put in his nose, of, in many cases, being chained up and regarded as dangerous, finally being taken to the slaughter house and disposed of as prime twu year old beef.We might, perhaps, did space permit, make a few remarks about another Bull, commonly called “John,” who, when thus the abstract.Albeit the bull in question was neither a “John” nor a “ William,” hid patronymic being “ Jersey,” but his comn:bn name was “ Eddington,” He was born at Louisburg, in the State-of New York, in 1875.While yet a calf, he was taken to Fredericton, N.B., but for several years the people were blind to his merits, indeed, so disgusted was his owner with this neglect that he condemned him to the pole axe, from which, however, he was spared mercifully for himself and satisfactorily for those who subsequently became his owners.We have read of not a few race horses of exceedingly great merit having been rescued from butchers’ carts and such menial employments ; and as much despised as were these “ hacks” was two years ago the blue blooded bull “Eddington.” For this animal Americans have just paid $2,500, with the expectation of making at least $10,000 out of their purchase, since a brother of his brought that amount and a very near relative, $12,500.The long neglected “Eddington” is, it appears, regarded by those who have seen him and have studied his ancestry as the very best Jerséy in America, of which had the persons who had.so lightly esteemed him been aware, they might have made their “pile.” It will be seen that there was some romance in this case after all.THE PROPOSED AGREEMENT.We publish this morning the correspondence between the Canadian Pacific and Grand Trunk Railway Companies, including the joint telegram of the two Presidents to their respective managers in this country.These documents throw light upon the recent discussions in the House of Commons, and while they place the public in possession of what actually took place in England, they leave little doubt as to the position of the Pacific Company in this country, and as-to its motives in desiring power to lease the Ontario & Quebec and Credit Valley Railways.What we have been told on this subject is, that negotiations were entered upon in England with a view to the acquisition by the Grand Trunk Railway Company of the Credit Valley and Ontario & Quebec ; that the proprietors controlling those companies were willing to dispose of them ; but desired to see the Pacific Company properly protected.The joint telegram shows the conditions offer- ed-them by the Grand Trunk, which they appear to have considered sufficient for the protection of their main enterprise.These conditions, if carried out in their integrity, and according to their spirit, would probably have satisfied the requirements of the Pacific Company.They say they wish to secure at least a portion of the traffic of Ontario for the Northern route, and the proposed agreement would give them a share of that trafic.In fact, it promises all of it to them.What then was the motive of the Pacific Company, in seeking powers to lease these trail ways, when, by handing them overto the Grand Trunk, they were promised everything they desired, without assuming the bur- thens of a lease ?It is plausibly said that their.real reason could not have been that which they stated, and if not, what was it?We do not know what may be the answer to these questions ; but we think it is not difficult to guess it.While in the joint telegram, it is true that the Grand Trunk promised all that the Pacific professes to want, it is impossible to believe that they could carry out such an arrangement, even if they would.The proposal was, no one will doubt, made in good faith, and we have no reason to suppose that there was any attempt to induce the proprietors of * the Credit Valley and of the Ontario and spoken of, is generally referred to in.Quebec Railways, to part with their control of these roads, upon a false pretence as to what the Grand Trunk would afterwardsdo for the Pacific.But, in the nature of things, it seems incredible that such an arrangement either could be or would be carried out.It must be remembered that when the joint telegram was sent the Granl Trunk possessed a line to Chicago; that it connects at Chicago with railways over which and allied lines freight is daily carried direct to Manitoba, and that it is, and always bas been, cultivating its through traffic with all the energy of which it is capable.Now the effect of this agreement would be that they would forego these advantages, abandon the carriage of North-West freight over the line it has cost them so much to secure, and relinquish the profit of carrying it to Chicago.Let us put this into figures, Suppose at Bel'eville or Cobourg or Port Hope, the Grand Trunk should receive freight intended for the North-West, say sufficient to load a train of cars, under the proposal in the joint telegram it could only carry that train-load of freight to Toronto, and then hand it over to the Northern, or any other line that would take it to Callendar, instead of hauling that train-load of freight all the way to Chicago.If it can be conceived that a railway company, under such circumstances, could withstand the temptation of carrying forward freight which it has secured and loaded upon its cars, for 600 miles, instead of only 60, possibly the Grand Trunk might perform this obligation.The sense of honour which the management might feel might induce them while they hold the control, to carry out such an arrangement.But supposing that the Grand Trunk were willing to carry out the agreement, - its fulfilment would not, by any means, depend on them.The agents of the railways between Chicago and Emerson are also interested in the bargain.They lose the carriage of all the freight, which, under the impulse of a chivalrous sense of honour, would be transhipped upon the Northern at Toronta, instead of being carried to Chicago by the Grand Trunk; and their means of retaining it would be simple and efficacious.They would only require to send their agents through Quebec and Ontario, which would then be practically in the hands of the Grand Trunk, to procure shipments of ‘freight by that road, which, on being shipped, would be ordered to be sent via Chicage, and the G.T.R would not refuse to accept it on that condition, because their obligation to obey the law would compel them to.carry it past Toronto, and over their own line to Chicago, on its way by American lines to the Manitoba frontier.Nothing would seem, therefore, to be more obvious asa reason for the course which has been adopted by the Company in this country, than the danger of sucha specious arrangement being made.That arrangement would seem to amount to this.The only remaining independent line would have been controlled by the Grand Trunk, upon the simple promise that it would .abandon a large portion of the advantages it has secured by its through line to Chicago, by handing over its North-West traffic to the Pacific Company.That it would carry out that promise for any length of time it is questioned.It is asserted that it could not if it would; but itseems clear that the English Directors were mindful of their duty to their colleagues, even while they were dealing with their own property.It is equally clear that the Company were wise in not exchanging the substance for the shadow.A RECENT despatch from San Francisco says:—“ The Chronicle to-day publishes exhaustive crop reports from all.sections of the State, which show that wheat is 1n ood condition and that the rumours of amage by the new grain pest are without foundation.Only four counties report the presence of the grain bug, and the damage has been slight.The heavy rains of the past month have brought out the wheat in fine style, and though the crop will not be large it will be fully equal to last year.The increase of acreage of wheat may be put at 20 per cent.From all the big wheat-growing counties the reports indicate more than an average crop.The southern counties suffered most from drought, but what they lose on wheat they will make up on fruit.The fruit crop will be the greatest ever known in the State.Napa County alone expects to make 3,000,000 gallons of wine.Barley and hay are both light, but there will be enough to feed the stock.Taken altogether the outlook is good and the prospects for the year are favourable to the alifornia farmer.” — ee WE are glad to notice by our exchanges that the effort made by a Suffolk firm to develop the mackerel fisheries of the south-west coast of Ireland, is destined to prove successful.The fleet of boats belongigg to sthis enterprising firm and other local fishermen extends round the coast from Kinsale to Dingle Bay, and their operations must result in the expenditure of a large amount of ready money.Twenty vears ago the wealth of the southern fisheries remained practically unproductive, but when the Manx boats visited the coast a new impetus was iven, and the native population have not een slow to profit by the example of the fishermen who for generations have followed the pursuit on their own waters.The Irish fishermen have benefited largely in their enterprises through the Baroness Burdett-Coutts.— A Dr.NicHoLS, lecturing in London on economical food, demonstrated how the feat of living on sixpence a day was not only practicable, but actually conducive to: health, Dr.Nichols is a vegetarian.Butchers’ meat he considers extravagant food as contrasted with wheaten bread, beans and rice, so rich in the richest elements of nutrition.But what is to become of the live stock interests of America and Australia when England ceases to import meat ?* er rt rt IT is understood that the Franchise Bill will not be adopted this session; but will remain before the country for another Toots inasmuch as, with the exception of ye elections, it appears unlikely that it will require to be invoked for some months.Meautime, we doubt not that the electors will give the whole question some attention and there may be good suggestions made upon which Parliament may act.À cusIc inch'of gold is worth $210;
