One was that Mr.Strathy, the manager, had resigned, and had been superseded by Mr.Ingram, of Montreal, which was found to be true.When ’Change opened this morning Federal was quoted at 90, but speedily fell to 89 and en down to 841, with no takers, at which it closed.The excitement among the stockholders is intense.The cause of the trouble is ascribed by many to the fact that a large block of new stock issued some time ago is held on margin by loan companies and the original holders being unable to redeem it the loan companies are now trying to realize on it.Should the excitement lead to a run on the bank the Federal will receive plenty of assistance to tide it over from other banks.A thorough investigation will be made by the new manager which will Le made public as soon as ready.June 27.—The Globe to-day says edi- toriaily :—* Serious as the decline of the price of Federal sharesis for the holders thereof the fall will not, when its causes are pointed out be construed as of much real importance except to the brokers who have been caught on the wrong side of the market.The business of the country is to-day in a sounder condition than it was a year ago.The very contraction of credits, which has caused so many failures during the last year, is now beginning to bring about a healt hier state of affairs.The promise of the crops is very much better than it was this time last year, and all the precedents go to point to the hope that as soon as the turmoil of the presidential election is over business in the States will resume its normali activity, and a better demaud at better prices will spring up for our lumber and other products,” The Mail says :—“ The obvious duty of every onein such a case is to use judicious efforts to prevent a panic from spreading to the ruin of a really prosperous and only temporarily embarrassed institution.The annual report of the bank published on the 18th of the present month, which showed that the total Rest account was $1,500,000 or a little more than 50 per cent.of the capital, is sulticient to establish the solidity of the bank and the market value of the stock.All that seems to be needed is good management and a judicious use of the aid tendered by other banks.The bank will come out of the ordeal without serious injury.” —_——,— THE ENO CASE.The Proceedings Nenring an End.Queszc, June 26.—The Eno case at’ length seems to be approaching an end, much to the relief of all concerned.The prosecution have no more evidence to produce, and the case is so favorable to the accused that his counsel have decided to call no witnesses, The time of the court was principally taken up this morning with the reading over and signing the depositions which are very voluminous, especially that of Mr.Cashier Roberts, the principal witness.His evidente is certainly rather favorable than otherwise to the accused.The argument of the case is fixed for to-mor- row.Eno has now been under surveillance nearly a month, and a good deal of the proceedings certainly look vexatious, brought more to worry the accused than with any chance of succeeding.However, Eno seems again near obtaining his liberty, but there are vague rumors of further proceedings.The Seat for Camberland.HALIFAX, June 26.—At the time the compromise in Cumberland was made by which it was arranged that C.J.Towns.| hend, the Conservative candidate, should be allowed to take Sir Charles Tupper’s place in the Commons without opposition and a Liberal take Mr.Townshend’s seat in the Local House, the Halifax Herald expressed disapproval of it, and stated that its views were similar to those entertained by Hon.A.W.MeLelan and other prominent Conservatives, After the declaration in Amherst to-day by the Sheriff of his return without opposition Mr.Townshend made a speech of considerable length, in which fe referred in condemnatory language to the Herald's action, and called upon his friends to respect the arrangement, and support Mr.Black, (Liberal), for the Local House, He read the following extract from a letter he had received from the Hon.Mr.MeLelan : Your letter is quite a surprise to me.The course taken by the Herald is wholly without.my knowledge and without my sympathy and as far as I have ascertained none of my colleagues have in any way countenanced it.Very possibly some of them may have views similar to those which you and I both urged upon the committee when we met at Amherst, but the arrangement having been made, I have felt bound to respect it in the spirit as well as in the letter, and Sir John and the other members of his cabinet do, I am sure, regard it in the same light, fee Alleged Malfeasance By An Alderman, Roczesrer, organization reported as permanent chairman B.¥.Joncs, of Pittsburgh, and secretary, Samuel Fes- sender, of Connecticut.Jones, accepting the position, said : The Democratic party must be held to its record on free trade, and à tariff for revenue only.Too many yet live who remember the languishing trade, scant employment and poor wages, the burning of corn in the West for fuel, because there was no other use for it under Democratic domination, to vote for the party which threatens a return of that condition of affairs.Our people believe that reasonably prosperous times are attainablein this country.The working class especially ask, claim and demand that they shall continue to have an opportunity to earn such wages as will enable them to live as American citizens should live.With such candidates and such principles as are set forth in our platform success Is assured.Victory will be ours in November as surely as, the sun will bless us with its light.27 FRANCE AND CHINA.4,000 Chinese and, although the press visitors may not represent so much wealth (present or missing) as another class of visitors from the States are supposed to bring with them into Canada, and in whose cases extradition treaties do not seem to operate effectively, yet their visits can not fail to be more beneficial, whatever the point of view from which they may be regarded.Our brethren from New York may read their Canadian exchanges with much unction ; they may fancy that they have obtained a solid grip of the Canadian situation from a careful study of the Canadian press ; but to understand Canadians, their modes of thought, aspirations, resources, habits etc, they must see Canada with their own eyes and mingle with the individual people.We are thankful for this ineur- sion by a portion of the representatives of the United States press, and since their engagements will not permit them to visit more of Canada than is to be seen in Montreal and its vicinity, we are heartily glad to have them amongst us even for twenty-four hows.Of course they will not find here the wealth of New York city or the excitement of Wall street ; there are no great Capitol buildings such as Albany boasts ; but they do find in Montreal a solidly built city, at the head of ocean navigatiou—a first- class port and commercial emporium created by the hand of man—a city fully equipped with all the modern agents of civilization and destined to wield a com- masding influence in shaping the future of this portion of the American continent.They find here the represeutatives of two great nations living side by side in friendship and prospering, rivals only in the employments aud the arts of peace.They find several hundred thousand people living contentedly under political institutions of their own choice and moulding their first love given to Canada and Britain, their respect for their neighbors to the south in 10 way diminished by this fact ; and these few hundreds of thousands are fair types of nearly five millions of Canadians whose sentiments they represent, While to us in Montreal only pleasure has attended our intercourse with our friends from New York, this is tempered with regret that their stay could not be extended, that other and fuller measures for their pleasure and information might have been perfected.To the promoters of the St.Jean Baptiste demonstration thanks are due for the timely and satisfactory form in which they contributed to the entertainment of the New York journalists, while the liberality of the Grand Trunk railway was all that could be desired under the circumstances.We hope our visiting friends will have seen just enough of this section of the Dominion to create a desire for a more extended and intimate intercourse in future.ONE " ROYAL COMMISSION.” The Royal Commissioners who have been considering the case of the late Premier Mousseau are, of course, a purely partizan institution.A majority of the Royal Commissioners have resolved to save Mr, now Judge, Mousseau.This was the object of their appointment and constitutes the motive of their existence -—as Royal Commissioners.If there had been the slightest prospect of harm coming to the late Premier through the appointment of a Commission, none would have been appointed.Of course, it is a whitewashing Commission as far as he is concerned ; and as far as the Government and the party are concerned the majority of the Royal Commissioners may berelied upon to serve those interests to the best of their ability.‘The proceedings of the Commission reveal the tactics to be pursued to the end, and whoever anticipates a thorough investigation into any of the corrupt proceedings which have cast their baneful shadow over Provincial affairs will sigh in vain for the slightest relief from this quarter, Thus far we have had nothing but disgraceful exhibitions of detestable partisanship, and ne- thing else need be looked for when the party interests ‘are likely to be threatened.The evidence whether oral or documentary, which will be accepted by these Royal Commissioners, will be sufficiently emasculated to justify its presentation, and the upshot of the proceedings may be relied upon to be such as will satisfy both wings of the party, one of whose chiefs-is being subjected to this bogus trial.The whole affair is à miserable farce, and might as well be wound up at once.The partisan majority have determined that no good to the country and no harm to the party Heraïd.! stick to their resolution to the bitter end.Mr.Mercier, with his usual industry an vigor, is making things uncomfortable for the sensitive members of the party, but not eveu his ingenuity and boldness can make an impression on that iron bound partisanship in which these “ Royal Commissioners” are encased.WANTED—AN ISLAND BAILWAY.One want of this Island of Montreal is a railway, skirting the shore and running round the entire island.There can not be any doubt about the practicability and feasibility of the undertaking.There are no engineering difficulties that amount to anything.The advantages to Montreal and to the districts which such a road would traverse are innumerable, and so apparent that a detailed statement of them seems unnecessary.Whether regard be had to the market advantages, the increased facilities for travel, or the opportunities which such a road would offer to Montrealers for reaching beautiful and healthy summer resorts by the water side, quickly and cheaply, the argument in favor of the enlerprise is very strong, and such as should attract the attention of capitalists.A circular 1ide around the" island, following the shore as near as possible, would also be a wonderful attraction to strangers in summer, while its efforts in bringing together the city and suburban population would have a most beneficial effect upon the enterprise, culture and social condition of the entire island, whose population now numbers two hundred and twenty thousand souls.It is high time that an island so populous and wealthy, so fertile and beautiful, so highly favored by all forms of commercial and educational enterprise, so attractive to the historian, the student, the traveller and the man of leisure, should have this modern means of locomotion extended to all its parts to the more perfect enjoyment of all its great natural and acquired advantages.THE BRAZILIAN GOVERNMENT.— We have the following from the Brazilian Consulate General, Montreal : — The Brazilian Cabinet has resigned.The following are the names of the new Ministers :— .Premier and Secretary of Empire— Senator Manoel Pinto de Souza Dantas, Navy—Admiral Delamare.Justice —Senator Franco de Sax.Agriculture—Ant.Carneiro da Rocha.Finance—Ioao da Matta Machado.War—Candido de Oliveira.Foreign Affairs—Francisco Pereira Sodre.pe - THE FEDERAL BANK.—We learn on reliable authority that Mr.W.J.Ingram, the popular Manager of the Montreal branch of the Federal Bank, has been appointed General Manager of that institution.It is understood that the appointment is heartily approved by leading bankers, who have agreed to provide the bank with assistance to meet the demand upon its resources.Itis however generally thought that the worst of the danger is over, and that the appointment of Mr.Ingram will re-assure all who have connection with the bank, THE FRANCHISE BILL pdssed the third reading in the British House of Commons last evening.Fleua Ddnertisements.OLONEL RHODES’ FRUIT FARM—/ Ocean Steamers-—Complimentary Bouquets, $2 to #5 ; whether his absence of melody is a test of this genius -or a clear proof of the fact, so often stated by jealous critics, that he was determined to force music to accomplish im possibilities in the painting and pourtrayal of the emotions.One thing, however, is certain, that the more his music is heard, with its gorgeous wealth of coloring, the more it -will be appreciated by the true musician, and his violent opponents will soon have to acknowledge, as was the case with{ Beethoven, that instead of his wanting to force music to accomplish impossibilitiee, he has developed the art and made orchestral effects grander than ever.Wagners music 18 called © the music of the future;” we rather think from the success which it now obtains both in Europe and America that it should be styled “ the music of the present.” Beetlioven’s mantle found no one worthy to wear it until Wagner arose and claimed it.He appears to have had the most perfect knowledge of the capabilities of every orchestral instrument, and his poetic soul seems to have combined them in so many beautiful and intrieate waye as to produce the most gratifying and wonderful effects ever listened to."Hie school differs much from that of the French, being more massive in its construction, yet retaibing all the artistic finish, which justly belongs to the great composers of France.And this will be discernible at some of =the other concerts, as we are pleased to Lear that Mr.Thomas intends to perform some of the choicest selections from the best known French composers.Punctually at the hour stated the large orchestra came on the stage with Mr.Theodore Thomas and were received by the large audience with hearty plaudits.The rink at this moment was In a blaze of brilliancy with its hundreds of gas jets flickering alongside the half dozen pewer- ful clectric lights, Looking down from the galleries the sight was one to be remembered.The beauty of the ladies and their handsome toilets was much enhanced by the light thrown upon them, and seldom before has the, rink had gathered within its wails somuch of the culture and intelligence of Montreal.The pro- Love Scng,” from the “ Die Walkure,” which he sang with fire and much dramatic force.He is a tenor of the robusti order and of the ficst class.Last, but by no means least, we have great pleasure in noticing the great impression made upon the audience by Herr Scaria.He is without any doubt the grandest bass singer we have heard in years.His voice in quality is rich, broad and deep, filling all parts of the hall with a wave of sound that sounds as if cmng from the diapgson of an organ instead of from the human frame: Unfortunalely ruffer- ing from fatigue and not wishing to destroy the effects of the selection he was ut down for from “Die Meistersinger,” ie asked to substitute the aria from the * Magic Flute” entitled Who Treads the Path of Duty, in the second part, and the audience were more than delighted with his rendition of it.The whole of these famed Wagnerian artists were cailed ard recalled by the audience they had go delighted with their wonderful gifts.Such a musical treat Montrealers have not had In vears.The orchestra itself is worth going a long Wav to hear, and we hope to see the rink crowded at each of the remaining concerts.No one who loves good music «uould miss the opportunity.This afternoon at the matinee Miss Emily Winant and Miss Juch appear with Herr ‘Winkelmann and Mr.Fred mmertz, and in the evening the peerless’ Nilsson.Let there be a large turn out to greet the Swedish nightingale.The following is the programme for today :— MATINEE.Midsummer Night's Dreamn.Mendelssohn a.March;
