ANADA AND THE EMPEROR OF THE FRENCH.Tur Rerort made by Commander DeBelveze.50 came to Quebec in the French Corvete Capricieuse.tothe French minister of Marine, is most amusing. It certamly enters largely into particulars. The peculiarities ot the inhabitants of both sections of the province are pretti.y pamted : the sympathies of one race and the tendencies of the other are carefuliy aud candi lly noted ; the physical features u: tue country are graphically described : the population here and there 18 stated with toler- «bie accuracy : the tubular bridge at Montrea and the Ircquois village ot Caughnawaga have «h met with attention at the hands of the galian* Capitaine de Vaisseaux. From the Governor General to those of the pop- L'atiun ‘he most decidedly English and Protestant.an expression of respect and con- Huence for the gorernment and person of the Emneror was everywhere manifested !—even the Trogueis Judians that were ** alternately ur buterest enemies and our most faithiul allies stuil preserve in their traditions sentiments of love and respect for theirold French- fathers.” What does all this mean?Has he cunning ruler ot France really an idea o: establishing a French protectorate here ?Is Le locking forward to the possibility of a rup- ‘are with England and to the recovery of Canada as a French possession 7 Itis diffieulttc believe that such an idea has entered his head : bul it is certainly not impossible. As the ThreeRivers Inquirer, whose translation of the reper: we have availed ourselves of, well remarks, * no French vessel, has followed in tre wake of the Capricieuse, no consignment of French goods has reached our shores, nor his there been any French immigration.” It may have been simply the desire of the go- cial relationship between this rapidly ygrow- ing country and France ; but it is an odd way of doing so that of simply ascertaining the sympathies of the two populations which occupy it, and of laying stress upon the allegation, which is simply untrue, that there is sympathy here with the despotic government of France.— Commander De Belveze it is true, Was Very courteously received here and, at the gathering aud reinterment of some old bones, speeches were made not very flattering to Englishmen by Colonel Taché and the Superintendent of Education, Mr.Chauveau ; but It was not because there is any liking in either section of Canada for the system of guvern- ment that now prevails in France ; but simply because Commander Belveze was a geulle- «nan in the service ofa crowned head in alli- auce with Eng:aud, the country which, much above all sihers, even the inhabitants of this country who are of French descent respect aud honor, that he was politely received. We considered it a duty 10 receive a French gentleman in the sei- vice of the French Emperor even bette, than we would have received another stranger of some distinction ; but we never did and do not now consider the government of France superior to our own or better fitted to advance our material interests.Gradually, but surely everthing French in the province is being got rid of.Our desire is to obtain English freedom ; that freedom vf thought and expression, which has made the Anglo- Saxon, the most progressive race of people in theglobe.Even the Franco-Canadians, who are said not to dream of anything new, desire elective institutions and covet the utmost freedom of action in political aflairs. There is not a soul here who loves Louis Napoleon for his own sake. His talent for goveraing aud his good faith towards England we have admired, and we cannot help respecting a man who has been highly honored by our Queen. We are pleased to find two nations that had long been enemies, acting together to prevent Russian aggression. We are pleased to find the third Napoleon pursuing a policy in his foreign relations, the very opposite of that of his uncle, whose aim it was to subdue and to enslave the world. We are glad to perceive that although the Em- perer of the French has enslaved France, has muzzled public opinion, and has thereby produced order out of chaos, he does noi design to extend the area of slavery.Occasionally we fear that the man who rushed madly upon France to seize the government, without hope of success at Boulogne, may suddenly make « dash at that of England, on some frivolous pretence ; but we neither fear the result of any such attack, nor do we wish it.The respect shown to Napoleon III in England is the result of that respect which Napoleon Ill has evinced to England. We take the following remarks from the Three Rivers Inquirer :— That any political purposes were involved in the mission we regard as very .improbable ; yet it is not a little singular, that Commander Belveze constantly calls the ai- tention of the Ministerto the fact that the go- verument of France and the person of the Emperor were hunored and respected, and t'iat the moment chosen for renewing in the Canadian mind sentiments of affection towards France, had proved most opportune.> THE QUEBEC GAZE towards the United States, and the allusion to the question of maritime power being debated one duy in our Canadian lukes, possesses a peculiar meaning.Commander Belveze comunits an error in saying that Euglish is the only language of our legislature and Courts and also when he states that education in the Fastern section of the province is in the hands of ecclesiastical establt-hments, and is administered in French. He forms a wrong estimate, in comparing Upper Canada with the United States : the Western portion of the Province 1s still essentially British, and glories in its coanexion with the mother country.Commander Belveze in his travels throngh this Province hears uttered no complaint uf colonial servitude, no bitier cries tur redress uf grievances ; sees no startling abuse needing the strong hand of reform to sweep it into nonexistence ; but instead, there is the cordial and overtiowing welcome of peaceful and contented citizens, who tear not to offend their Queen in heartily receiving the envoy uf France, and in giving utterance to sentiments of admiration: and esteem towards citizens of another couu- ry.smith, in Fabrique Street, down Palace Street, and along the wood-vard, to M.Rochs.They were, uniuckiiy, not encountered LV Five scoundrels on Sunday night last, about 12 o'clock, at a run, broke neariv every gas | lamp they met with, from Mr.Cane’s tin-j QU degrees, in which state it is applied to the purposes of the machinery.Fhe system of simply super heating without mixing tie steam has been known for some tite past in Fiance, has and been attempted on many oecastous, but without success, which is attributed in a great degree to the umperfection of the French machinery, which is less complete than our own.In the first course of experiments a ditticulty existed, —namely, the Burning and consumption of the wadding. After many fruitless attempts, this ditiiculty was at length got over, thus rendering the method pertect.— Montreal Commercial Advertiser.——— QUEBEC GAOL CALENDAR.1st Ava.1836.Number of prisoners under sentence ot court.N under the Police Ordinance.ï scamen nuder the Imperial Act.3 seamen under Provincial Act » 8 9 à under the Actsl4 & 15 Victoria 3 untried and for want of Bail.10 debtors.ooo, Cae 0 military 1 123 (re ‘ i the above are females.)
