and for that purpese it has bren resolved, that all foreign chips and vegeels what ever shall be excluded from all communication with, or approach ta that island, s0 long as the said island shall continue to be the place of residence of the said Napoleon Bonaparte.The Gazette also contains an order in council dated the 17eh inst.directing thar until six weeks after the commencement - of next session of Parliament, the productions of manufactures of the United States imported into this country, and those of this country exported to the said Stafes, in American vessels shall be subject vo the sre duties which are payable on such import» and exports in British vessels.The same bounties are also to be granted on exports.From the Londen Glébe August 34.We have received the answer of the French Ministers tothe official note addressed ro them by those of the Allied Powers, near three weeks past, in which they appoint Military Govenors and order their ttoops to be dispersed over the Province.Answer of the French Ministers to the Official Note of the Alliad Sovereign s.\u2018The King's Ministers have received the official note addressed to them by the ministers of the Allied Powers.The Jatter wish to persuade the King's Ministers, that the measures which they have commanded to the government of Paris, arç such as may contribute to diminish the exactions of the war, and to re-establish the royal authority.The king's ministers, however, unfortnnately, cannot regard these measures in that point of view.They owe it to the Sovereigns, to France and to themselves on this subject.The sovereigns, doubtless, are the masters, and can do watever they desire, But at any rate let them not say, that in taking every step calculated to ruin the cause of his Majesty, that they wish to confer any favor on him.There are aiready in France too much odivm and ill will againet the Bourbons, to render it necessary still more to revolt every heart bymaking the nation experience the greatest losses and the deepest humiliations.What humiliation can be more afificting than to see in a time of peace allthe departments subjected to your military governors\u2014 what misfortune more to be deprecated than the dispersion of your troops over the whole face of the country ?The sovereings declared that they only made war against Napoleon, and yet all their measures belie their words, since at the pr moment, when the war ought to be finished, it is only about to commence.\u2014The present posion of France is so much the more afflicting, as were war openly declared (which it is not,) it is utterly impossible that she can suffer in a greater degree all its evils, and ail its horrors, _ Every where, whatever the armies are (all excepting the English,) pillage, fire, rape, and murder, have been carried to their fullest extent ;
