of the old Beatles hit (Money) Can\u2019t Buy Me Love.Figures for last year\u2019s election, released Thursday by Elections Canada, also suggest big advertising budgets don\u2019t necessarily pay off in terms of voter support.The Tories were the big spenders in the October vote at $10.4 million \u2014 just a fraction less than their legal limit of $10.5 million.The Tories poured almost $6.7 million of that into television, print, radio and other advertising designed to win the hearts of Canadian voters.But, as everyone knows, such largesse didn\u2019t help them after nine years in office dominated by free trade, the GST and scandals.The Tories were reduced from the governing party to a rump with only two seats.They also lost official party status in the Commons.The Liberals were the only profligate spenders who got a big reward.They forked out $9.9 million, including $6.1 million on advertising, but won a majority government with 177 seats on election night.Most of the other big spending parties should also be pondering the words of John, Paul, George and Ringo.The New Democrats spent $7.4 million, including $3.2 million on advertising.But the NDP tumbled to nine seats and also lost official party status in the House.Natural Law \u2014 the party of Maharishi Mahesh Yogi and magician Doug Henning \u2014 followed at $3.4 million, including $2.8 million on advertising.Yet fool\u201d when he told another soldier to use a telephone book to beat a Somali prisoner to avoid leaving marks.\u201cMy duty at that point would have been to stop talking like a damn fool and make it clear he \u2018wasn't going to do that,\u201d Sgt.Mark Boland, 32, told a court martial preparing to sentence him for negligent performance of duty.Boland, of Russell, Ont., has pleaded guilty to failing to ensure Shidane Arone, 16, was safeguarded after he was arrested by Canadian troops in March 1993 during a peacemaking mission in strife-torn Somalia.He faces up to two years in a military prison and dismissal from the Canadian Forces.Boland said he mentioned the phone book to Master Cpl.Clayton Matchee, who has been identified as the instigator and main culprit in Arone\u2019s beating, after Matchee suggested burning Aro- ne\u2019s feet with a cigarette.Matchee, 28, has been found unfit to stand trial on charges of second-degree murder and torture because he suffered severe brain standoff.Jacques Beaudoin, who was deputy minister for public security, said Sam Elkas\u2019s management style was inappropriate for his responsibilities as a minister.Testifying at an inquest into the death of Quebec Police Force Cpl.Marcel Lemay during the July 11, 1990 raid on Mohawk barricades, Beaudoin said Elkas took a casual and lax approach to his job but still wanted to do everything because of heart problems.Allaire, who formed Action démocratique du Québec, suffered a mild heart attack recently and has been told by his doctor Bernard Emond that he should not continue as leader of a political party.The party issued a brief statement including Emond\u2019s advice.Allaire will hold a news conference next week.The resignation is a serious blow to the new party, which has drawn injuring 15 others.But his bid for freedom was turned down by the parole board April 14, as was his request for partial leave to live in a half-way house.\u201cAt the parole board hearing, we were Valéry: \u2018More calls this year than ever.\u2019 potential tenants of the dangers of trying to rent in these tough economic times.\u201cFor people with small salaries, welfare recipients and single mothers, trying to find a place to live is particularly diffi- cult.The risk of discrimination based on your social condition is more often than not a factor.\u201d Suzanne Valéry, regional representative of the provincial human rights board, said discrimination in housing has become a real problem in the Eastern Townships this year.\u201cI get one or two calls every day about housing,\u201d Valéry said in an interview Thursday.\u201cI have received more calls this year than ever before.\u201d Valéry said the most common form of discrimination occurs against single parent families.Students also face difficulty finding someone to rent them an apartment.Other forms of discrimination include race, language, obesity or sexual preference but Valéry says these problems are relatively rare in the Townships.But according to the law all a program.\u201cHe\u2019s not the same man at all,\u201d she said.\u201cHe\u2019s completely changed.\u201d But federal authorities say psychological evaluations of Lor- tie support their conclusion that though there has been progress, Lortie still poses an unacceptable risk to society.Allen said she began representing Lortie three years ago when he became eligible for supervised leave from the penitentiary.She said last year, he and other inmates worked for five weeks building shelves at a Centraide soup kitchen in Montreal.UNESCORTED LEAVES Although he was denied full parole, Lortie will be eligible for unescorted leaves of up to 72 hours from the penitentiary.Allen said because of the intense media interest in could use :a little patience Let's give credit where credit is due.Sherbrooke mayor Paul Gervais is not a man that gives up easily.Tell him no and he just may corner you and demand that you look take a second look at his offer.At least that\u2019s what he\u2019s doing to the University of Sherbrooke.Gervais proposed that the University of Sherbrooke benefit from the city\u2019s share of federal and provincial infrastructure grants to build its Faculty of Administration downtown.The $15 million project would have also helped rebuild Sherbrooke\u2019s decaying downtown core.After careful consideration the university said that it could afford to wait until the provincial government lifts its funding moratorium on university buildings.University officials said they're in no rush.Not content with the response, Gervais called for some strong-armed help from municipalities in the surrounding area.Wednesday several area mayors, including André Bachand from Asbestos and André Langevin of Coaticook, held a press conference during which they called on the university to reconsider its position.The debate on both sides of this issue has been intense.West-end businessmen think a downtown campus would hurt the economy in their part of town.Gervais sees it as a way to slow the decline of a downtown core that is slowly becoming a ghost town.But university officials did what any good businessmen would do.They made the decision that was in the university\u2019s best interests.After all, why get a loan from the city of Sherbrooke when a government grant can be had?All it may take is a little patience.Perhaps Gervais could use a little patience rather than calling in his cronies to try and force a change of heart on Sherbrooke University.MAURICE CROSSFIELD TH OWE CINONNRT PT 174 AIDS threatens world\u2019s WASHINGTON (AP) \u2014 Decades of improving child survival rates may be in jeopardy as AIDS threatens to take an ever higher toll of children in developing countries.A report by the U.S.Commerce Department Census Bureau says the spread of AIDS \u201cwill reverse some of the hard-won improvements in child survival that had been achieved in many countries over the last several decades.\u201d Projections over the next quarter century indicate that life expectancy in the most severely affected countries will be nine to 25 years less than would have been expected without AIDS, said spokesman Peter Way.The epidemic could cost 121 million lives by 2020, he said, with child and infant mortality already being affected in some countries.The 1994 look at publicity war against environmentalists.By Jill St.Louis WOSS, B.C.(CP) \u2014 There's no police force, no dentist and no trouble in Woss.Atleast there wasn\u2019t any trouble, townsfolk say, until a recent report recommended increases to the amount of land that can never be logged.If the report by the Commission on Resources and Environment is implemented as it stands, they say, it will rip the guts out of a way of life enjoyed by generations of families in places like this half-century- old logging town on northern Vancouver Island.The B.C.government set up the commission \u2014 better known across the province as CORE \u2014 to come up with amicable solutions to land-use conflicts like Clayoquot Sound.PUBLICITY WAR Hundreds of environmentalists were arrested last summer for blocking logging roads at Clayoquot and their cause attracted attention around the world.This year, loggers in places like Woss are fighting back with their own publicity war.Opposition to the CORE report peaked in late March when as many as 25,000 loggers and their families converged on the B.C.legislature in Victoria for a mass rally.Woss was there in spades.Virtually all 500 residents went to the rally, so they hired a security guard to keep an eye on the company-owned bungalows and worker-owned trailers in their Nimpkish Valley town.\u201cIt felt good to be able to walk down the street with your chest out and say you're a logger and you work in the forest industry and you're proud of it,\u201d said Wayne Green, who runs Canfor Corp.'s logging operations in the Woss area.The Vancouver-based company spends about $25 million a year on supplies and services and another $25 million on wages in northern Vancouver Island.FRUSTRATED \u201cI guess that\u2019s what's so frustrating to us,\u201d says Green, who has spent 35 of his 50 years in the woods.\u201cWe have excellent people with a tremendous amount of experience in the valley, and yet we essentially have someone from outside telling us we don\u2019t know what the heck we're doing.\u201d In February, the CORE report recommended 13 per cent of the island be preserved as parkland and an additional eight per cent be designated \u201cregionally significant,\u201d meaning other interests must be taken into account in determining whether there can be logging or mining, Municipal, industry and other forestry-related groups had proposed 12 per cent be preserved, up from the current 10.3 per cent that is parkiand.Environmentalists wanted 18 per cent.What Green and others at Canfor fear is that some of the prime cutting areas \u2014 second-growth trees already approved for harvesting \u2014 fall into areas protected under CORE.They say it could mean as much as a 25 per cent drop in the total annual production in the Woss area.That translates into about 120 lost jobs out of a workforce of 400-odd employees and 150 contract workers.Hardest hit would be young employees with no seniority, the ones with children.\u201cWe\u2019d be devastated,\u201d said a worried Robyn Fox, who's lived in Woss for 6%: years and has worked in the Canfor office for about two years.\u201cWe'd lose our medical pulled out of bed by ringing telephone in the early hours of many recent mornings.As he picks up the receiver, the chief of the Pikangikum reserve knows he may have to deal with a desperate or dying teenager.Or maybe a family helpless with grief.At least 20 young people have been sent to hospital after attempting suicide in the past two months.Two have died.Last month, after one 4 a.m.call, Peters found himself at another bedside searching for the vital signs of a boy who had tried to hang himself.The boy was revived at the local nursing station, but Peters was deeply affected.TIME TO QUIT Afterwards, he drove into the dense bush that surrounds the remote Ojibwa community, 300 kilometres northeast of Winnipeg.He thought of his wife and five children, aged seven to 19, and decided it was time for someone else to lead the band.\u201cI have children at an age that places them at risk\u201d of suicide, Peters says in an interview at the sun-filled band office.His 17-year-old daughter, who has lost one friend to suicide, has already threatened to kill herself.\u201cIt\u2019s not a good feeling to be carrying around within you that your daughter has indicated she has no reason for living,\u201d Peters, 38, says slowly.\u201cI have been spending so much time away from home dealing with the .politics of office of chief, I have neglected to hear and to see the relationship between me and my family drifting apart.\u201d But if Peters thought resigning might be the answer, his decision got tougher early this month after a visit by federal Indian Affairs Minister Ron Irwin.In a blunt, heartfelt speech, Peters told the minister his community is suffocating in ramshackle houses on an overcrowded land base.In reply, Irwin gave only vague assurances the problem would be examined, and a lecture on the need for the reserves people to become more self-reliant.Anger at what Peters sees as federal indifference to the rash of suicides \u2014 eight since 1992 and more than 100 attempts in the last five years \u2014 has replaced frustration and exhaustion.After a community meeting last week in which the band gave Peters its overwhelming support, the chief decided to stay on.\u201cWe need to move forward together to fight the fight for Pikan- gikum,\u201d he says.After Irwin's visit, a steady flow of band members dropped by Peters\u2019 office to medical equipment and procedures.{ .One change that she and her roommate, Lorette Lessard, hope to see at Youville is the availability of more electric beds.\u201cIts a good idea,\u201d says Pari- zeau, who has an older model automatic bed, one of the few in use at the chronic-care facility, and outmoded beside those available today.\u201cThey provide comfort, conve- Hand-made greeting cards: Caritas\u2019 branch in the city, has a special way of using the unus- ables that we all seem to accumulate in our attics.Good things are distributed to the poor and needy.All materials etc.are recycled into fibers for re-use.An example are sweaters, broken down, and spun into yarn or fiber to make new materials.This project accepts almost anything except paper, glass, aluminum, paints and the like.Requirements are as follows.The articles must be clean, are acceptable in any stage (e.g.torn blankets) and must be packaged in good quality garbage bags.If not DYSON & ARMSTRONG so contained
